Oregon’S Looming “Tecc” Challenge: The Imminent Rise Of “Total Employer Costs Of Compensation” For Oregon Local Government, Portland State University. Hatfield School Of Government. Center For Public Service, Phil Keisling Feb 2017

Oregon’S Looming “Tecc” Challenge: The Imminent Rise Of “Total Employer Costs Of Compensation” For Oregon Local Government, Portland State University. Hatfield School Of Government. Center For Public Service, Phil Keisling

Center for Public Service Publications and Reports

Driven largely by dramatic increases in Oregon Public Employee Retirement System (PERS) costs, Oregon’s local governments face historically unprecedented increases in their “Total Employer Costs of Compensation,” or “TECC costs.” Even with 3% annual growth in general fund revenues under Oregon’s strict, voter‐passed property tax limits, the resulting budget squeeze could force reductions of 10% or more in the number of public employees who provide key public services – from police and fire/emergency medical protection to education, health care, and infrastructure maintenance.

Irreconcilable Principles: Minority Rights, Immigration, And A Religious State, Abigael C. Bosch Feb 2017

Irreconcilable Principles: Minority Rights, Immigration, And A Religious State, Abigael C. Bosch

Indiana Journal of Global Legal Studies

A state formed to attract immigrant settlement in the aftermath of World War II, Israel was founded as an explicitly Jewish, yet democratic state. Israel's democratic and Zionist motivations are readily identifiable in its Declaration of Independence and have pervaded the country's legal landscape since its establishment. In recent years, however, the steady influx of African asylum seekers traveling to Israel in hopes of securing a better life have proven difficult for Israel to manage. Israel's commitment to preserving the state's Jewish character while still maintaining traditional democratic principles like equality creates a scenario where the so-called "infiltrator" asylum seekers …

A Profile Of Youth Poverty And Opportunity In Southwestern Minnesota, Marybeth J. Mattingly, Andrew P. Schaefer, Douglas J. Gagnon

Carsey Publications

In this brief, authors Marybeth Mattingly, Andrew Schaefer, and Douglas Gagnon explore challenges and opportunities for youth in Southwestern (SW) Minnesota. They analyze data on various demographic, economic, educational, and social indicators to gain a better understanding of the circumstances youth face and the opportunity available in SW Minnesota. They report that more than 1 in 6, or roughly 11,000 children in SW Minnesota are poor and that, as in the United States as a whole, the income gap between high- and low-income families has grown in SW Minnesota over the past 15 years. The authors compare important indicators of …

Well Decommission, Policy, Processes, And The Urban Environment, Eric A. Hodder Feb 2017

Well Decommission, Policy, Processes, And The Urban Environment, Eric A. Hodder

Journal of Contemporary Water Research and Education

An afterthought in many well construction and design plans is the regulatory compliant destruction or decommission of the well at some point in the future. Agricultural lands that evolved into urban areas in southern California are likely to have thousands of lost or unmanaged wells. For the general public, landowners, and others these wells pose safety, environmental, logistical, and monetary issues. This discussion will cover regulatory guidelines, procedures, and case examples of well decommissioning. In California, regulations for well destruction are rooted in Department of Water Resources bulletins, state water code, legislation, local ordinance, and drilling contractor licensing compliance. In …

Not All Presidential Spouses Are Created Equal., Aldemaro Romero Jr. Feb 2017

Not All Presidential Spouses Are Created Equal., Aldemaro Romero Jr.

Publications and Research

One of the individuals who is usually around on campuses but many times is almost “invisible” is the president’s partner. Sometimes they take on major roles for social functions, fundraising, and public relations; others are quite inconspicuous. In some cases, they even get financial compensation for their work. In others, they have to make sacrifices for the wellbeing of their partners.

A new study helps to clarify the role of presidential partners and how they feel about their roles. “The Lives of Presidential Partners in Higher Education Institutions,” published by the University of Minnesota, provides a good understanding.
