Effect Of Alaska Fiscal Options On Children And Families, Matthew Berman, Random Reamey Feb 2017

Effect Of Alaska Fiscal Options On Children And Families, Matthew Berman, Random Reamey

ISER Reports

Alaska’s state government faces an unprecedented challenge, with the need to close an estimated $3 billion gap between projected revenues and expenditures in fiscal year 2017. Total unrestricted state General Fund revenue in fiscal year 2016 (the 12 months ending June 30, 2016) was $1.3 billion, or about $1,800 per resident. That was barely more than the state dispenses annually to Alaska school districts, to support public education (Alaska Office of Management and Budget, Enacted Fiscal Summary). Despite low oil prices and declining production, petroleum revenues still accounted for 72 percent of these funds (Alaska Revenue Sources Book, Fall 2016, …

The Presidential Election In Illinois: 2016 Compared To 2012 And 2008., John Jackson Feb 2017

The Presidential Election In Illinois: 2016 Compared To 2012 And 2008., John Jackson

The Simon Review (Occasional Papers of the Paul Simon Public Policy Institute)

This paper describes and analyzes the 2016 general election results in Illinois and compares those results to the 2012 and 2008 presidential elections. The primary unit of analysis in this paper is the 102 counties in Illinois and the aggregate vote results at the state and county level. Those aggregate data voting returns are supplemented with statewide survey data taken from the Paul Simon Institute’s periodic polls which allows an individual voter level of analysis to add to the aggregate data.

Democracy At Work: Moving Beyond Elections To Improve Well-Being, Michael Touchton, Natasha Borges Sugiyama, Brian Wampler Feb 2017

Democracy At Work: Moving Beyond Elections To Improve Well-Being, Michael Touchton, Natasha Borges Sugiyama, Brian Wampler

Political Science Faculty Publications and Presentations

How does democracy work to improve well-being? In this paper, we disentangle the component parts of democratic practice—elections, civic participation, expansion of social provisioning, local administrative capacity—to identify their relationship with well-being. Our analysis of an original dataset covering over 5,550 Brazilian municipalities demonstrates that competitive elections alone do not explain variation in infant mortality rates, one outcome associated with well-being. We move beyond elections to show how participatory institutions, social programs, and local state capacity can interact to buttress one another and reduce infant mortality rates. The result is a new understanding of how different aspects of democracy work …

José, Joe, Zé Carioca: Walt Disney's Good Neighbor Colonial "Monument" In Brazil, Andrew Kelly Nelson Feb 2017

José, Joe, Zé Carioca: Walt Disney's Good Neighbor Colonial "Monument" In Brazil, Andrew Kelly Nelson

Theses and Dissertations

Although Walt Disney's early animated feature films were successful, a variety of economic, operational, and external forces required him to continually be on the cutting edge of new ideas and technologies in order for his studio to continue operations. Latin America became the studio's source of inspiration in the early 1940s, sprouting from Walt Disney's involvement with the Office of the Coordinator of Inter-American Affairs. Saludos Amigos and The Three Caballeros were the result. While many critics have decried Disney's involvement in Latin America as being an apparatus of cultural imperialism and economic exploitation, they almost universally give him credit …

Immigrant Education And Race: Alternative Approaches To “Americanization” In Los Angeles, 1910-1940, Zevi Gutfreund Feb 2017

Immigrant Education And Race: Alternative Approaches To “Americanization” In Los Angeles, 1910-1940, Zevi Gutfreund

Faculty Publications

This article explores citizenship’s multiple meanings in Los Angeles by describing five different types of Americanization, or immigrant education, in the city of angels from 1910 to 1940. The federal racialization of access to citizenship influenced these alternative approaches to Americanization at a local level. In the context of Supreme Court rulings and federal laws that made it difficult for immigrants of color to naturalize in the United States during the Progressive Era, Anglo officials in the school district and settlement houses developed an English-only curriculum that benefited only European immigrants. In response to such restrictions,Mexican and Japanese educators in …

Farm Production, Market Access And Dietary Diversity In Malawi, Stefan Koppmair, Menale Kassie, Matin Qaim

All Peer-Reviewed Publications

Objective The association between farm production diversity and dietary diversity in rural smallholder households was recently analysed. Most existing studies build on household-level dietary diversity indicators calculated from 7d food consumption recalls. Herein, this association is revisited with individual-level 24 h recall data. The robustness of the results is tested by comparing household- and individual-level estimates. The role of other factors that may influence dietary diversity, such as market access and agricultural technology, is also analysed. Design A survey of smallholder farm households was carried out in Malawi in 2014. Dietary diversity scores are calculated from 24 h recall data. …

Policy Considerations Regarding The Integration Of Lusophone West African Immigrant Populations, Kezia Lartey, Brandon D. Lundy Feb 2017

Policy Considerations Regarding The Integration Of Lusophone West African Immigrant Populations, Kezia Lartey, Brandon D. Lundy

Faculty Articles

On January 23, 2012, Resolution No. 3 enacted the National Immigration Strategy for the island nation of Cabo Verde, the first of its kind in the country. As a buffer nation to Western Europe with a rapidly developing economy and good governance indicators, Cabo Verde is transitioning from a sending and transit country to a receiving nation for African mainlanders, especially from Guinea-Bissau. How effective are these immigration policies at managing these changing mobility patterns? Are immigrants successfully integrating into host communities? How might integration be handled more effectively? This policy briefing reports integration successes and failures from ethnographic research …

Cultivating (A) Sustainability Capital: Urban Agriculture, Eco-Gentrification, And The Uneven Valorization Of Social Reproduction, Nathan Mcclintock Feb 2017

Cultivating (A) Sustainability Capital: Urban Agriculture, Eco-Gentrification, And The Uneven Valorization Of Social Reproduction, Nathan Mcclintock

Urban Studies and Planning Faculty Publications and Presentations

Urban agriculture (UA), for many activists and scholars, plays a prominent role in food justice struggles in cities throughout the Global North, a site of conflict between use and exchange values, and rallying point for progressive claims to the right to the city. Recent critiques, however, warn of its contribution to gentrification and displacement. The use/exchange value binary no longer as useful an analytic as it once was, geographers need to better understand UA’s contradictory relations to capital, particularly in the neoliberal Sustainable City. To this end, I bring together feminist theorizations of social reproduction, Bourdieu’s “species of capital”, and …

Estimating The Frequency Of Volcanic Ash Clouds Over Northern Europe, Elizabeth J. Watson, Graeme T. Swindles, Ivan P. Savov, Ian T. Lawson, Charles B. Connor, J. A. Wilson

School of Geosciences Faculty and Staff Publications

Fine ash produced during explosive volcanic eruptions can be dispersed over a vast area, where it poses a threat to aviation, human health and infrastructure. Here, we focus on northern Europe, which lies in the principal transport direction for volcanic ash from Iceland, one of the most active volcanic regions in the world. We interrogate existing and newly produced geological and written records of past ash fallout over northern Europe in the last 1000 years and estimate the mean return (repose) interval of a volcanic ash cloud over the region to be 44±7 years. We compare tephra records …

Mitochondrial Dna Analysis Of Eneolithic Trypillians From Ukraine Reveals Neolithic Farming Genetic Roots, Alexey Nikitin, Inna Potekhina, Nadin Rohland, Swapan Mallick, Malcolm Lillie

Open Access Publishing Support Funded Articles

The agricultural revolution in Eastern Europe began in the Eneolithic with the Cucuteni-Trypillia culture complex. In Ukraine, the Trypillian culture (TC) existed for over two millennia (ca. 5,400±2,700 BCE) and left a wealth of artifacts. Yet, their burial rituals remain a mystery and to date almost nothing is known about the genetic composition of the TC population. One of the very few TC sites where human remains can be found is a cave called Verteba in western Ukraine. This report presents four partial and four complete mitochondrial genomes from nine TC individuals uncovered in the cave. The results of this …

Comparing Depression Screening Tools In Persons With Multiple Sclerosis (Ms), Joshua Hanna, Jonathan Santo, Mervin Blair, Kathy Smolewska, Erin Warriner, Sarah A. Marrow

Psychology Faculty Publications

Objective: Depression is more common among persons with multiple sclerosis (MS) than the general population. Depression in MS is associated with reduced quality of life, transition to unemployment, and cognitive impairment. Two proposed screening measures for depression in MS populations are the Hospital Anxiety and Depression Scale (HADS) and the Beck Depression Inventory-Fast Screen (BDI-FS). Our objective was to compared the associations of the BDI-FS and the HADS-D scores with history of depressive symptoms, fatigue, and functional outcomes to determine the differential clinical utility of these screening measures among persons with MS. Method: We reviewed charts of 133 persons with …

This quarterly update of the Housing Impact of Shale Drilling Study and Dashboard includes indicators measuring oil and gas shale development activities in the fourth quarter and indicators measuring the housing market in third quarter of 2016. As with previous reports and dashboards, the companion documents were prepared by a team of researchers from Cleveland State University’s Levin College of Urban Affairs (CSU) for the Ohio Housing Finance Agency (OHFA) to monitor the impact of the Utica shale development in Ohio on housing affordability and availability in eight counties of eastern Ohio where the core upstream and midstream activities of …

The Technocratic Politics Of The Common Core State Standards In History, Kate Duguid Feb 2017

The Technocratic Politics Of The Common Core State Standards In History, Kate Duguid

Dissertations, Theses, and Capstone Projects

This paper shows that the explicit aims of the American educational standards for public schools, the Common Core State Standards to teach history to create “college and career ready” students, marks a shift from preparing students for political participation to preparing them for market participation. I trace the intellectual and pedagogical origins of the Common Core’s pretense of technocratic apolitical values back through the previous two major American curricular reform efforts. In the first section I discuss the origins and development of the National History Standards and show how Cold War anxiety prompted a shift in evaluating students as potential …

Toward A Reoriented Radicalism: Black Marxism And Orientalism, Alexandros Orphanides

Dissertations, Theses, and Capstone Projects

The 21st century has witnessed the unquestioned supremacy of late capitalism. It holds coercive power over nation states; it generates increased inequality within countries and around the globe. It can, today, exploit everywhere at once. The poorest countries in the world reside in the Global South. Of the twenty poorest countries in the world, seventeen are in Africa; the rest are elsewhere in the Global South. Of the hundred poorest countries in world, over 95 percent are in the Global South. In the United States, Blacks, Latinos, and Indigenous people have poverty rates that greatly exceed the national average. Poverty …

Overpopulation And The Impact On The Environment, Doris Baus Feb 2017

Overpopulation And The Impact On The Environment, Doris Baus

Dissertations, Theses, and Capstone Projects

In this research paper, the main focus is on the issue of overpopulation and its impact on the environment. The growing size of the global population is not an issue that appeared within the past couple of decades, but its origins come from the prehistoric time and extend to the very present day. Throughout the history, acknowledged scientists introduced the concept of “overpopulation” and predicted the future consequences if the world follows the same behavioral pattern. According to predictions, scientists invented the birth control pill and set population control through eugenics. Despite that, population continued to increase and fight with …

Merchandise, Promotion, And Accessibility: Keith Haring’S Pop Shop, Amy L. Raffel Feb 2017

Merchandise, Promotion, And Accessibility: Keith Haring’S Pop Shop, Amy L. Raffel

Dissertations, Theses, and Capstone Projects

During the peak of his career in New York, Keith Haring took his highly recognizable artistic style and distributed it in the form of merchandise in his Pop Shop, established in 1986. Stemming from his early work displayed on the New York streets, directly within public space, and his explorations into mass media strategies, he learned he could make his work accessible to new audiences outside contemporary art institutions and art circles. He translated his work across several surfaces: from subways or canvases, to everyday functional merchandise, such as buttons, t-shirts, and bags sold in his shop. Responding to a …

Expanding Intersectionality Praxis: Informing Culturally-Responsive Programming For Black And Latino Gay And Bisexual Young Men, Justin T. Brown Feb 2017

Expanding Intersectionality Praxis: Informing Culturally-Responsive Programming For Black And Latino Gay And Bisexual Young Men, Justin T. Brown

Dissertations, Theses, and Capstone Projects

Black/Latino gay/bisexual young men face a multitude of health disparities caused by various determinants of health. However, despite the awareness of the gaps, health intervention research rarely explores the impact of current health intervention strategies on Black/Latino gay/bisexual young men’s overall health and well-being. Traditional health interventions are deficit-based, health condition-specific, and often limited in their cultural-specificity. As health-related fields move toward holistic, evidence-based practices, new primary prevention approaches need to emerge. Using qualitative investigation strategies, this study included primary analysis of participatory workshop artifacts, and secondary analysis of survey and focus group data. This study identified critical factors necessary …

Beyond Inclusion: Critical Race Theory And Participatory Budgeting, Celina Su Feb 2017

Beyond Inclusion: Critical Race Theory And Participatory Budgeting, Celina Su

Publications and Research

Critical Race Theory (CRT) researchers maintain that mainstream liberal discourses of neutrality and colorblindness inherently reify existing patterns of inequality, and that privileging the voices of people of color and the marginalized is essential to addressing issues of equity and equality. Participatory budgeting (PB) aims, too, to include the voices of the marginalized in substantive policy-making. Through a CRT lens, I examine the ways in which the New York City PB process has thus far worked to simultaneously disrupt and maintain racial hierarchies. I pay particular attention to how social constructions of the “good project” shape the discourses around community …

Owing And Owning: Zubayr Pasha, Slavery, And Empire In Nineteenth-Century Sudan, Zachary S. Berman Feb 2017

Owing And Owning: Zubayr Pasha, Slavery, And Empire In Nineteenth-Century Sudan, Zachary S. Berman

Dissertations, Theses, and Capstone Projects

The Mahdist revolt provides a quandary: why did Africans revolt against imperialism in defense of slavery? This study approaches the issue by analyzing the life of Zubayr Pasha, most well-known of Sudanese slave-traders in the decades leading to the Mahdist Revolt. What I found in interviews with him, parliamentary debates over him, articles about him, and proclamations concerning him, was that the emotional responses to his story show different perspectives on the processes of overlapping imperialisms, voluntary slavery, and a host of integrated issues. To himself he was a trader, a businessman working within the letter of the law; to …

The Effect Of A Single Bout Of Physical Exertion On Expressive Language And Word Finding In Individuals With Multiple Sclerosis, Marissa A. Barrera

Dissertations, Theses, and Capstone Projects

To date, little research has been conducted on the relationship between fatigue and expressive language among Multiple Sclerosis patients (MS). This study was a response to this knowledge gap. A nonrandom, matched- subject, mixed-factor design model was used with a purposive sample of 17 individuals with MS (five had primary-progressive (PP) MS, and 12 had relapsing-remitting (RR) MS). The research design was subjected to pretesting to ensure validity. Participants were assessed on a range of language tasks after undergoing one bout of cardiovascular exercise (NuStep T5 Recumbent Cross Trainer) and asked to provide a subjective fatigue score. The expressive language …

The Racial Politics Of Elementary School Choice For Black Parents Living In Brooklyn, Ny, Shannon N. Allen Feb 2017

The Racial Politics Of Elementary School Choice For Black Parents Living In Brooklyn, Ny, Shannon N. Allen

Dissertations, Theses, and Capstone Projects

Charter school proliferation has disproportionately affected Black urban neighborhoods and the debate about the relationship between racial educational equity and enhanced public school choice through charters has created dissension and discord in scholarship and across Black politics, educational organizing efforts, neighborhoods, and school communities. This study is an interpretive policy analysis of the effects of charter school policy on the elementary school choice preferences and experiences of twenty Black parents living in predominately low-income and racially segregated Black Brooklyn neighborhoods where charter schools are disproportionately concentrated. It was designed to identify disparities between the values and goals of school choice …
