Local governments typically insure themselves against all kinds of losses, from property damage to legal liability. For small- and medium-sized governments, this usually means purchasing insurance from private insurers or participating in municipal risk pools. Insurance for regulatory takings claims, however, is generally unavailable. This previously unnoticed gap in municipal insurance coverage could lead risk averse local governments to underregulate and underenforce existing regulations where property owners threaten to bring takings claims. This seemingly technical observation turns out to have profound implications for theoretical accounts of the Takings Clause that focus on government regulatory incentives. This Article examines the central role that knowledge plays in determining the Fourth Amendment’s scope. What people know about surveillance practices or new technologies often shapes the “reasonable expectations of privacy” that define the Fourth Amendment’s boundaries. From early decisions dealing with automobile searches to recent cases involving advanced information technologies, courts have relied on assessments of knowledge in a wide variety of Fourth Amendment contexts. Yet the analysis of knowledge in Fourth Amendment law is rarely if ever studied on its own.

This thesis examines aesthetic representations of childhood and violence in Michael Haneke’s The White Ribbon, I argue that Haneke’s film interrogates notions of the idealized child in the context of German history/the history of the Tätergeneration in order to question the possibility of affixing particular objective truth to historical or cultural narrative. First, I examine and deconstruct culturally accepted representations of the child as a symbol of innocence and purity, and explore how Haneke’s film manipulates and subverts these tropes. The aim of this thesis is to develop and study the performance of an algorithm to perform blind estimation of Alamouti space-time coding (STC) on Zedboard’s ARM core and FPGA, and propose improvements based on the collected data. In the first part, previous methods to accomplish blind estimation of Alamouti STC are presented, and a new method that is simple enough for hardware implementation is proposed. Clean energy is required to ensure global prosperity and economic growth. Increased industrialization is expected to increase energy demand by 50% by 2035. This will result in increased air pollution. Carbon dioxide emissions have been linked to global warming and other pollution related problems. These emissions can be reduced by recapturing the waste energy in the form of heat, vibration, and friction.

The local air quality surrounding airports is significantly impacted by ground-based airplane operations, such as landing, taxiing, idling, and takeoff. In recent years, studies performed across the country revealed that people living near major airports suffer from increased cancer risks and higher likelihoods of developing respiratory issues. Jet engine emissions have been monitored extensively by direct probing of the exhaust, but there are currently no inexpensive, portable, and unobtrusive methods with which to study exhaust plume dynamics. Many wastewater treatment plants (WWTPs) are not properly equipped for the removal of various compounds, including non-steroidal anti-inflammatory drugs (NSAIDs), analgesics, and hormones. These compounds are continually discharged into surface waters, which has become an emerging issue for environmental and public health. Microorganisms in the natural environment may play a crucial role in ecosystem self-purification processes such as contaminant degradation. This is a survey measuring students' attitudes and beliefs in engineering. The survey was distributed at four institutions across the U.S. in the fall semester of 2015. Students in first semester first-year engineering courses were surveyed on a paper-and-pencil instrument as part of a larger study. We collected 2,916 valid student responses that were digitized by the research group and audited for accuracy. Validity evidence for this survey has been document in ASEE conference proceedings.

In May 1938, Hungary passed anti-Semitic laws causing hundreds of Jewish artists to lose their jobs. In response, Budapest’s Jewish community leaders organized an Artistic Enterprise under the aegis of OMIKE Országos Magyar Izraelita Közművelődési Egyesület (Hungarian Jewish Education Association) to provide employment and livelihood for actors, singers, musicians, conductors, composers, writers, playwrights, painters, graphic artists, and sculptors.

Background -Interventions based around objective measurement of adherence to antiretroviral drugs for HIV have potential to improve adherence and to enable differentiation of care such that clinical visits are reduced in those with high adherence. It would be useful to understand the approximate upper limit of cost that could be considered for such interventions of a given effectiveness in order to be cost effective. Such information can guide whether to implement an intervention in the light of a trial showing a certain effectiveness and cost.

The project involves optimizing the synthesis, washing, and redispersion of platinum nanoparticles. The nanoparticles are to be attached to dye molecules where they will act as nanocatalysts to reduce energy losses in low-cost dye-sensitized solar cells. The goal is to develop a process based on a pure or mixed solvent that will maintain a stable dispersion of the nanoparticles without interfering with their ability to bond with the dye molecules in the solar cell.

Kennedy’s closest advisers, including all Joint Chiefs of Staff, recommended an air strike to destroy the Cuban missiles. Although Kennedy overruled them, he was nevertheless able to resolve the Cuban Missile Crisis through a combination of brilliant intuition and successful diplomacy. Tumor-Derived Factors And Reduced P53 Promote Endothelial Cell Centrosome Over-Duplication, Zhixian Yu, Kevin P. Mouillesseaux, Erich J. Kushner, Victoria L. Bautch

Approximately 30% of tumor endothelial cells have over-duplicated (>2) centrosomes, which may contribute to abnormal vessel function and drug resistance. Elevated levels of vascular endothelial growth factor A induce excess centrosomes in endothelial cells, but how other features of the tumor environment affect centrosome over-duplication is not known. To test this, we treated endothelial cells with tumor-derived factors, hypoxia, or reduced p53, and assessed centrosome numbers. We found that hypoxia and elevated levels of bone morphogenetic protein 2, 6 and 7 induced excess centrosomes in endothelial cells through BMPR1A and likely via SMAD signaling. In this study, information on landform change in Baramarae tidal flat, Korea is analyzed using multi-temporal Landsat images and grain size measurement data. Unlike previous studies that focused on the extraction of topographic changes from intertidal digital elevation models (DEMs), information on landform change is assessed in the present study by considering both topography and surface sediment characteristics. DEMs in 2000 and 2010 were first generated using waterlines extracted from 16 Landsat images. Sediment distribution within intertidal flats varies widely, ranging from mud-dominant to sand-dominant, with extensive seasonal changes. However, retrieving grain size information from remotely sensed data is difficult because the optical reflectance of intertidal sediment is not a function of a single parameter but varies according to water content, grain size, topography, surface water, benthic algae, and halophytes. Among these, grain size and water content are two important parameters. Wage Shocks And The Technological Substitution Of Low-Wage Jobs, Daniel Aaronson, Brian Phelan

We extend the task-based empirical framework used in the job polarization literature to analyze the susceptibility of low-wage employment to technological substitution. We find that increases in the cost of low-wage labor, via minimum wage hikes, lead to relative employment declines at cognitively routine occupations but not manually-routine or non-routine low-wage occupations. This suggests that low-wage routine cognitive tasks are susceptible to technological substitution. While the short-run employment consequence of this reshuffling on individual workers is economically small, due to concurrent employment growth in other low-wage jobs, workers previously employed in cognitively routine jobs experience relative wage losses.

An amperometric uric acid (UA) sensor incorporating a multi-walled carbon nanotubes (MWCNT) network in Nafion and electropolymerized β-cyclodextrin (β-CD) layer is investigated. The electrochemical sensor is comprised of a glassy carbon electrode modified with Nafion-MWCNT nanocomposite film, a β-CD polymer inner selective layer, and a Hydrothane polyurethane (HPU) outer selective coating. The surface morphology and electronic structure of the electrode material are characterized using transmission electron microscopy (TEM), scanning electron microscope (SEM), and Fourier transform infrared (FTIR) spectroscopy.
