Law enforcement agencies believe that traffic enforcement, in addition to reducing fatalities associated with automobile collisions, may also reduce the incidence of public order crimes. The academic literature, though, has largely failed to address this phenomenon. The purpose of this correlational study was to use Kelling and Wilson's broken windows theory to evaluate whether a statistically significant relationship exists between traffic enforcement rates and public order crimes in South Carolina. Tennessee education leaders must improve their student retention strategies to increase financial stability and enhance the state's ability to support businesses and jobs through a well-educated workforce. The focus of this qualitative multiple case study was on 6 Tennessee community colleges where leaders had demonstrated successful strategies for retaining students resulting in increased revenues and financial stability. The advocacy/ participatory worldview provided a conceptual framework for identifying and comparing themes regarding Tennessee higher education leaders' retention strategies. National healthcare as executed through the Patient Protection and Affordable Care Act (ACA) was introduced in 2010, but was discussed for several decades prior to its enactment. Section 5210 of the ACA established funding for a Regular and Ready Reserve Corps (RRRC) to provide support to local healthcare entities with emergency preparedness. It is unknown what impact Section 5210 of the ACA has had on local emergency preparedness, as well as what obstacles are encountered with implementing this piece of legislation at the local level. Organizational leaders use lean training as a process improvement strategy to eliminate waste and inefficiencies in processes. Of the 91% of company leaders who believed lean training was important, 64% of those leaders expressed the perception that workers do not comprehend lean training and methodology. The purpose of this qualitative single case study was to explore how healthcare managers successfully implemented lean training strategies to combat escalating costs. Organizational leaders who can manage business intelligence system (BIS) resources may achieve sustainable success in economic, political, and corporate environments. The review of professional literature indicated that effective resource management in a BIS environment requires the establishment of best practice. The purpose of this qualitative, single-case study was to explore best practices among 9 BIS practitioners for effective resource management. After the devastation of Hurricane Katrina, the monks at St. Joseph Abbey in Louisiana sought a new source of income. They began producing simple wooden coffins priced at much lower rates than caskets sold in funeral homes. After the Abbey had made a large investment in its business, St. Joseph Woodworks, the Louisiana State Board of Embalmers and Funeral Directors ordered it to close. Although the monks did not provide funeral or embalming services, a Louisiana statute regulating the funeral industry prohibited the monks from selling coffins.

The Supreme Court has been whittling away at the Fourth Amendment for decades. The Court's 2014 ruling in Heien v. North Carolina allowing the police to make a traffic stop based on a reasonable mistake of law generated little controversy among the Justices and escaped largely unnoticed by the press-perhaps because yet another Supreme Court decision reading the Fourth Amendment narrowly is not especially noteworthy or because the opinion's cursory and overly simplistic analysis equating law enforcement's reasonable mistakes of fact and law minimized the significance of the Court's decision. This collection includes news articles, television transcripts, and academic studies about electrical magnetic fields (EMFs), electric power lines, substations, and health risks that have been associated with these subjects. A large portion of the collection was originally together in a notebook that was sent to Rock Hill, SC Mayor Elizabeth Dunlap “Betty Jo” Rhea to have her reconsider building a substation across from York Road Elementary School. Alongside the documents that were in that notebook are other documents which seemed to have been excluded from being in the notebook but are included with the collection.

No Refuge: Hungarian Romani Refugee Claimants In Canada, Sean Rehaag, Julianna Beaudoin, Jennifer Danch

From 2008 to 2012, thousands of Hungarian Roma sought asylum in Canada. Some political actors suggested that their claims were unfounded and demonstrated that Canada’s refugee processes were vulnerable to abuse. In contrast, advocates for refugees argued that persecution against Roma was rampant in Hungary and noted that hundreds of Hungarian Roma were granted refugee status in Canada. Much of this debate has occurred in an evidentiary vacuum. This article fills this vacuum through a qualitative and quantitative study of Hungarian Romani refugee claims. First, the context of the study is discussed. Then, the article explores the experiences of Hungarian …

It is an established principle in Canadian law that refugees present at or within Canada’s borders are entitled to basic constitutional protection. Where precisely these borders lie, however, is far from clear. In this article, I examine the Canadian border as a site at which to study the constitutional entitlements of refugees. Through an analysis of the Multiple Borders Strategy (MBS)--a broad strategy that re-charts Canada’s borders for the purposes of enhanced migration regulation--I point to a basic tension at play in the border as site. Opposition to mass incarceration has entered the mainstream. But except in a few states, mass decarceration has not, so far, followed: By the end of 2014 (the last data available), nationwide prison population had shrunk only 3% off its (2009) peak. Jail population, similarly, was down just 5% from its (2008) peak. All told, our current incarceration rate - 7 per 1,000 population - is the same as in 2002, and four times the level in 1970, when American incarceration rates began their rise. Our bloated prisoner population includes many groups of prisoners who are especially likely to face grievous …

Representations Of Stranger And Non-Stranger Homicide: A Qualitative Content Analysis Of Canadian News Media, Gabriella L. Leone

The news media play a significant role in shaping public narratives about homicide by the particular incidents that journalists choose to report – or not report – on. Newspapers, in particular, lack the benefit of constant imagery, special effects, and live-action reporting that T.V. news reports have, and, as a result, forces newspapers to construct sensational and newsworthy homicide stories in order to be competitive and gain readership. To achieve this, newspapers often disproportionately report on bizarre and atypical homicide incidents, which most frequently involve a stranger or unknown assailant. The note critiques zero tolerance policies in schools, arguing that they disproportionately harm bullied adolescents by failing to consider their circumstances, leading to unjust disciplinary actions and discouraging victims from seeking help. Public safety is negatively affected when arrest warrant information is not available to law enforcement officers, judges, prosecutors, and other criminal justice practitioners. The U.S. Government and the criminal justice community have advocated for electronic warrant systems (e-warrants). Peace officers know that when e-warrant systems deliver warrant information to them immediately from multiple jurisdictions, their safety is increased. However, the factors that cause these e-warrants systems to improve safety are not known. A lack of alignment between police performance evaluation policy purposes and officer performance evaluation perceptions has implications for the organizations' resource management, officer morale, and public safety. A literature review points towards a gap existing between policy purpose statements and employee perceptions. Despite recent public policy initiatives limiting or banning forms of distracted driving resultant from cellular phone use, crashes remain on the rise. Individuals from the millennial generation, ages 16 to 35, appear to be most susceptible to distracted driving. Understanding the behaviors, attitudes, and habits of millennials is critical to developing effective policy for behavior change. A dual task ethnographic study framed by Skinner's theory of behavior modification and Maslow's hierarchy of needs motivational model, was used to investigate to what extent millennials feel public policy has influenced their driving, and if additional policy initiatives are required to deter distracted …

Research in the late 1990s and early 2000s projected that the number of people aged 50 and older who needed treatment for illicit drug use and abuse of prescribed medications to increase from approximately 1.7 million in 2001 to approximately 4.4 million in 2020. The purpose of this study was to examine how gender, marital status, employment status, and primary referral source predicted treatment outcomes with this older population. Of interest was how these predictions could better prepare treatment providers to treat individuals born between 1946 and 1964 who are addicted to substances. Following the issuance of the National Preparedness Guidelines in 2009 by the Department of Homeland Security, it remains unknown whether homeland security programs have been consistently implemented in the nation's rural areas. Research findings have been inconsistent and inconclusive on the degree of implementation. Two problems may result from inadequate implementation of these programs: weakened national security from the failure to protect critical infrastructure in remote areas and a threat to public safety in rural towns. In the last twenty years, there has been a significant rise in the popularity of tattoos. Once relegated to the marginal realm of sailors, motorcycle gang members, or dock workers, tattoos are now proudly displayed by NBA stars, rock artists, and film actors. Perhaps not surprisingly, American workers, particularly younger workers, have emulated their idols and obtained tattoos too—at a remarkable rate. In fact, a 2012 Harris Poll found that one in five American adults had at least one tattoo. And while increasing percentages of Americans view tattoos as acceptable (indeed, even as art), tattoos still carry a persistent stigma …

This study challenges old saws about negative consequences attributed to alcohol use. Previous research findings associate negative social and behavioral consequences with alcohol consumption, as if college students only do regrettable things when they are drunk. Typical research related to negative consequences and alcohol use relies on retrospective self-reporting. Investigators often frame negative consequences as outcomes of problematic drinking or, as more commonly labeled, "binge drinking." In the nomenclature of prevention, binge drinking is not a direct measure of alcohol use resulting in intoxication; it is a hypothetical tipping point, predicting an increased likelihood of the incidence of negative consequences …

When should we accommodate religious practices? When should we demand that religious groups instead conform to social and legal norms? Who should make these decisions, and how? These questions lie at the very heart of our contemporary debates in the field of Law and Religion.
Particularly thorny issues arise where religious practices may impose health-related harm to children within a religious group or to third parties. Unfortunately, legislators, scholars, courts, ethicists, and medical practitioners have not offered a consistent way to analyze such cases and the law is inconsistent.
