The ability to accurately measure and cost-effectively collect traffic data at road intersections is needed to improve their safety and operations. This study investigates the feasibility of using laser ranging technology (LiDAR) for this purpose. The proposed technology does not experience some of the problems of the current video-based technology but less expensive low-end sensors have limited density of points where measurements are collected that may bring new challenges. A novel LiDAR-based portable traffic scanner (TScan) is introduced in this report to detect and track various types of road users (e.g., trucks, cars, pedestrians, and bicycles). Water is an essential and increasingly scarce resource in the west. Such scarcity has revealed the importance of considering the public interest in allocating water rights. Many states, including Arizona, apply the doctrine of prior appropriation to allocate water rights. Arizona, through the Arizona Department of Water Resources, is statutorily required to review all water allocations with the public interest and welfare in mind during its initial appropriation of water rights. However, in reality, the majority of Arizona surface water has already been initially appropriated--increasing the popularity of severance and transfer agreements to change the use of water. While a great deal of public attention addresses the Halliburton loophole of the Energy Policy Act of 2005 and Bureau of Land Management efforts to regulate hydraulic fracturing on public lands, less attention has been paid to the National Park Service “9B Regulations,” which provide a national regulatory framework governing the exercise of oil and gas rights in national parks. Undocumented student immigrants in the United States face substantial challenges in higher education including systemic, institutional, and cultural barriers that often impede access to and success in higher education. These barriers directly influence academic and work opportunities. Minding The Gap: Why Or How Nova Scotia Should Enact A New Cyber-Safety Act - Case Comment On Crouch V. Snell, Jennifer Taylor

Nova Scotia’s Cyber-safety Act was meant to fill a gap in the law. Where criminal charges and civil claims like defamation were unavailable or undesirable, the Act, it was hoped, would contain a substantive definition of cyberbullying, set out when it was actionable, and provide procedures for victims to obtain remedies. But the statute that was ultimately passed was too blunt a tool to address the problem, from both a substantive and a procedural perspective.

Following several countries, Canada recently passed Canada’s Anti-Spam Legislation (CASL), in an attempt to tackle spam. The law aims to ‘‘protect Canadians while ensuring that businesses can continue to compete in the global marketplace”. For this purpose, CASL prohibits not only the sending of commercial electronic messages without consent, but also any alteration of transmission data in the course of a commercial activity. Moreover, the Act disallows the installation of a computer program on another person’s computer system and the sending of commercial electronic messages following the installation. Canada is about to join the ranks of Russia, China, Iran, and North Korea; countries with a declared policy and authorized program of state-sponsored cyber attacks. In the summer of 2017, the Liberal Government introduced Bill C-59 An Act 2 Respecting National Security Matters. The bill, if passed, represents the most significant overhaul to Canadian national security institutions since the establishment of the Canadian Security Intelligence Service (CSIS) as a separate organization from the Royal Canadian Mounted Police (RCMP) in 1984. Scholars have observed that the adversarial system tends to provide courts with only a ‘‘small snapshot of the technological whole,” which in turn forms the record upon which broader legal pronouncements occur. As a result, they contend that legislatures should be more proactive in making rules governing complex and rapidly advancing technologies, and that courts must show deference to these rules. Other scholars retort that, in practice, legislatures often fail to update obviously flawed and outdated privacy provisions. This paper addresses a remarkably-underconsidered topic: the potential impact of scientific discoveries and an increased understanding of the biology of human behavior on sentencing decisions in the criminal justice system, specifically, the way that sentencing has the capacity to rely on scientific evidence (such as brain imaging) as a mitigating factor (or perhaps, in the mind of some, as an aggravating factor) in determining punishment.

Such a new method of evaluating criminality, we argue, can be beneficial not only for the defendant, but also for the attorneys and judge involved in the case. If used properly, it may help to …

Issues such as the rapid growth of the immigrant youth population and delinquency among adolescents generate public safety concerns among the U.S. population. However, delinquency intervention strategies for immigrant youth in the United States remain scant, which is problematic because these youth face acculturative challenges that increase their risk for maladaptive outcomes. This quantitative, cross-sectional study addressed a research gap regarding the differential influence of risk factors in predicting delinquency across 3 generational statuses. The theoretical framework guiding the study consisted of acculturation theory, the immigrant paradox, and differential association theory. Lack of engagement in public service awareness education programs, coupled with reduced funding to implement a diversion system such as 311 systems or 10-digit phone numbers, contribute to 911 misuse. Many local governments have invested in alternative systems, but research regarding community members' use of 911 or alternatives relative to civic engagement is lacking. Guided by Gordon's conceptualization of civic engagement, this phenomenological study bridged the gap in knowledge by exploring community members' civic involvement and their use of 911 between 2012 and 2015 in a county in the state of Georgia. This research examines the gender gap in crime and how gendered spaces play a role in decreasing this gap. The gender gap in crime explains that men and women experience victimization at different rates. Gendered spaces are spaces in society that are designated for men and women. Routine activity theory and gendered spaces are two theoretical perspectives used in the study to examine how gender influences the routine activities of people and how this in turn creates gendered spaces and subsequent victimization based on perceptions an offender has of a women or men. This Note will examine how VOM between victims and violent offenders improves the criminal justice system and reduces recidivism. The Note will propose that there is a better remedy for violent crime than punitive prison sentences absent genuine efforts to reform.
