Mental illness in the criminal justice system is a major issue, with 2 in 5 incarcerated people in the US having a serious mental illness (Criminalization of People with Mental Illness, n.d.). Prisons have turned into “de facto” mental health facilities when these facilities are not equipped to do so. This means once individuals are released from incarceration, they are often ill-equipped to return to regular life and may get caught up in the cycle of recidivism (Slate, 2017). Trauma, as the leading cause of mortality and morbidity for those under the age of 45 in the US, incurs trillions in annual economic costs. The time-sensitive nature of trauma treatment necessitates an effective, coordinated regional trauma system to optimize patient safety. Wireless Emergency Alerts can offer timely warnings and crucial guidance for people at risk from natural and technological hazards. However, at the time an alert is issued, it is rarely clear how long hazardous conditions will persist and when affected people can return to normal activities. This highlights the potential benefits of issuing post-alert messages to indicate that the hazard has passed; yet in practice, these post-alert messages are rarely used. Outsourcing, Labor Market Frictions, And Employment, Mayara Felix, Michael B. Wong

Cowles Foundation Discussion Papers

We estimate the labor market impacts of Brazil’s 1993 outsourcing legalization us-ing North-South variation in pre-legalization court permissiveness, and comparing security guards to less-affected occupations. We find that outsourcing legalization persistently reallocated jobs from older incumbent guards to younger entrants. Total employ-ment of guards and their entry from informality persistently increased, while average demographic-adjusted wages remained constant. Meanwhile, a wave of occupational layoffs displaced some incumbent guards from high-wage firms. The evidence suggests that the rise of non-core activity outsourcing reduced labor market frictions, facilitated by firm-level economies of scale in human resources and spillovers to non-adopting firms.

Four years after the occurrence of the 2020 El Dorado Fire, Yucaipa Ridge and the surrounding communities of Oak Glen and Forest Falls still experience the devastation caused by debris flows. Wildfires can instigate a series of events leading to hydrophobic soils, loss of vegetation, and increased sediment availability which amplify post-fire debris flow risks. This study tested the hypothesis that post-wildfire geomorphic changes can be accurately quantified and predicted using high-resolution LiDAR-derived digital elevation models. This research study examines how gender-based violence (GBV) policy in the United States marginalizes Black women through race-neutral language and punitive frameworks. Despite facing disproportionate violence, Black women are often excluded from policy narratives, debates, and institutional priorities. Grounded in Black Feminist Thought and the Narrative Policy Framework, this study investigates how exclusion operates across legislative, digital, and institutional domains, and how Black women in public service resist and reshape GBV policy through care-centered, survivor-informed practices. This dissertation explores nighttime social leisure activities in public parks within urban working- and middle-class communities. As cities confront climate change, shifting work schedules, and post-pandemic lifestyles, neighborhood parks have gained renewed importance after dark, especially in areas where households have limited private space. These non-commercial nighttime uses are often overlooked in planning, design, and built environment studies, yet they play a vital role in fostering cultural identity, social connection, and community well-being.

Jaguars are among the most emblematic large carnivores worldwide. Nonetheless, the species has declined by 25% in less than 25 years and their range has been reduced by 55%, approximately, primarily due to habitat loss from increasing agricultural development, retaliatory killings from human-jaguar conflict, and overhunting of their natural prey. Given the anthropogenic nature of these threats, developing effective coexistence strategies and public support for jaguar conservation are increasingly urgent for the continued persistence of this species. Civil infrastructure must be regularly inspected to ensure its safety and reliability. Traditionally, risk engineers performed these inspections manually and in person. However, with the introduction of drones equipped with artificial intelligence (AI), inspections of civil infrastructure can now be conducted remotely. These AI-enabled drones capture and analyze images, helping engineers monitor large and complex structures from a distance. However, working with integrated systems consisting of multiple drones, especially those with varying levels of reliability, can be challenging. The impacts of climate change and drought threaten water supplies that are important for watermelon production. Additionally, rising fertilizer costs and off-site effects from improper fertilizer applications cause concerns for the sustainability of watermelon production. Biostimulant products have shown promise in helping plants maintain production under reduced irrigation conditions and may offset fertilizer addition. Biostimulants are any microorganism or substance that is applied to a plant with the goal to increase nutrition efficiency, crop quality traits, or tolerance to environmental stresses. Cantilever overhead sign support (COSS) structures are one of the most common features of transportation systems, providing navigational information to motorists. The slender geometry, lightweight design, and welded connection at the base make COSS structure susceptible to fatigue cracking under long term cyclic loading from wind-induced galloping, truck-induced gust pressure and so on. In this article, the authors posit that equity and power-sharing are foundational considerations for responsible philanthropy given the inherently unequal balance of wealth. These considerations may be magnified for family and place-based foundations where philanthropy has an outsized impact within a particular community.

This study investigated the experiences of communication professionals who participated in the Great Resignation phenomenon between 2020-2022. The research questions focused on the role participants’ working relationship with leadership as it related to their decision to leave their role or pursue a new job. Ten communication professionals participated in a qualitative study comprising of an online interview discussing their experiences during the Great Resignation. Using the interview transcripts, the researcher employed grounded theory to extract recurring codes and draw conclusions based on the participants’ answers. Black women face compounded systemic barriers in the criminal legal system because of oppression and erasure of their racial and gendered identities. Although Adult Drug Treatment Courts (DTCs) are designed to divert individuals with substance use disorders from incarceration with the alternative of therapeutic intervention, Black women, compared to their Black male and White female counterparts, remain underrepresented and experience less favorable outcomes despite their increased presence in the criminal legal system due to drug related offenses. This dissertation advances multimedia forensics by addressing three critical research areas that enhance the authenticity verification and analysis of digital media. Multimedia forensics, which encompasses techniques for examining images, videos, audio, and text, faces increasing challenges due to sophisticated editing tools and massive data volumes. In the first study, a fast source camera identification and verification method based on PRNU analysis is proposed for video forensic investigations. By integrating camera rolling and I-frame analysis, this approach achieves a processing speed improvement of at least 15 times over conventional frame-by-frame methods while reducing false positives. In general, little research exists on trans people’s spatial experiences despite space being highly relevant to their experiences of violence and perceptions of safety. To date, two criminological studies have examined LGBTQ people’s fear of crime in relation to public or private places and spaces. This is in stark contrast to the sizable place and space literature on cisgender men and women. More than 130 million Americans live in unincorporated areas, or the spaces outside the boundaries of cities, towns, and villages. Despite this, relatively little attention has been paid to whether, how, and why residents of unincorporated areas differ from their municipality-dwelling counterparts. In this dissertation, I explore the answers to these questions by establishing a new theoretical framework that rigorously defines, bounds, and partitions unincorporated space. Drawing on the near-universe of American voters, I illustrate, with unparalleled precision, where and how Americans have sorted into and out of municipalities, and show that different mechanisms drive these phenomena. Policymakers are elected to create, amend, or repeal legislation that impacts public welfare; however, little is known about the specific criteria used when making public health and safety decisions, particularly regarding motorcycle helmet laws. In 2012, Michigan repealed its universal helmet law (UHL) after 35 years, replacing it with a partial helmet law specifying requirements for helmetless riding. Despite an increase in unhelmeted fatalities, the UHL has not been reinstated, raising questions about the legislative decision-making process. This review explores the integration of deep learning (DL), artificial intelligence (AI), and the Internet of Things (IoT) in enhancing GDS performance.
