Arctic entryways (vestibules) are an important building feature in Alaska for energy savings. Vestibules and revolving doors are often designed to reduce air infiltration rates and ultimately reduce building energy costs. In Anchorage, most buildings utilize vestibule technology for building entrances but revolving door technology is also a viable option to consider. In Anchorage, Alaska, reduction of energy consumption is necessary for long-term sustainability of most buildings and businesses. In Seattle, the police obtained a surveillance drone with the approval of a city council that did not realize what it was doing. In Oakland, following a council review that lasted literally two minutes, the city created a data integration center that networked together all of its existing surveillance infrastructure. In San Diego, elected representatives were only dimly aware that the law enforcement agency they supervised had built and deployed innovative facial recognition technology. Exactions — a term used to describe certain conditions that are attached to land-use permits issued at the government’s discretion — ostensibly oblige property owners to internalize the costs of the expected infrastructural, environmental, and social harms resulting from development. This Article explores how proponents of progressive conceptions of property might respond to the open question of whether legislative exactions should be subject to the same level of judicial scrutiny to which administrative exactions are subject in constitutional takings cases. It identifies several first-order reasons to support the idea of immunizing legislative exactions from heightened takings scrutiny. However, it suggests …

The profession of law enforcement is an inherently stressful job. Although the physical stress of the job is often discussed, the mental health impact on officers is often ignored, resulting in poor mental health and increased risk for suicide. The purpose of the current study was to investigate factors related to the reluctance of law enforcement officers (LEOs) to seeking treatment, as well as to gain an understanding of the prevalence rates of disorders in a law enforcement population. The Vocational and Life Skills Program was created by Nebraska Legislative Bill 907 in 2014 with the goals of reducing recidivism and increasing employment for individuals who are incarcerated, who have been incarcerated within the prior 18 months or who are under parole or probation supervision. Participants must begin programming under these conditions, but they may continue programming as the program sees fit for his or her individual needs. Eight programs were funded in Grant Cycle 2 which runs from July 2016-June 2018. The NCJR evaluation was initiated in May 2016 with the primary goal of identifying types of programming …

Sensitivity To The Ferguson Effect: The Role Of Managerial Organizational Justice, Justin Nix, Scott E. Wolfe

Purpose
We argue that the police have been adversely impacted by Ferguson-related negative publicity in ways beyond the supposed increase in crime (e.g., reduced motivation and increased perception of danger). Further, we suggest that organizational justice is a key factor that influences officers' sensitivity to such Ferguson Effects.
Methods
We used a sample of 510 sheriff's deputies surveyed 6 months after the incident in Ferguson. We explored whether organizational justice is associated with deputies' sensitivity to several manifestations of the Ferguson Effect using OLS and ordered logistic regression models.
Results
The results demonstrated that deputies who believed their supervisors were …

This dissertation evaluated campus violence threat assessment policy and procedure implementation at the community college level of higher education. The importance of this topic was to provide a manageable and collaborative initiative for leadership at institutions of higher learning to identify, develop, implement, and evaluate a policy that can effectively prevent acts of campus-related violence. A mixed-methods study approach using a Likert-scale survey with supporting open-ended questions was used to guide the exploration. Bardach’s (2016) Eightfold Path for Policy Analysis was the framework used by Michigan community colleges to apply to their own unique situations. This method determined the prevalence …

Under current Illinois law, criminals who have been adjudicated guilty of committing certain types of sex offenses can, at any point during their incarceration, be involuntarily committed indefinitely. They are sent to the Treatment and Detention Facility in Rushville, Illinois, where they are to undergo treatment for various disorders, and are not released until the Department of Human Services determines they no longer present a danger of re-offending. While this is the intent of the law, in practice this secondary commitment is violating these offenders' Due Process rights. The relationship between race and crime has long been a subject of study in the United States; however, such analysis is more recent in Canada. A major factor impeding such study is the fact that racial/ethnic data are not routinely collected and available in Canada, unlike the United States. The collection of such data would arguably undermine the multi-cultural mosaic of Canada as a place of acceptance and tolerance. The so-called “sharing” economy presents one of the most important and controversial regulatory dilemmas of our time—yet, surprisingly, it remains undertheorized. This Article supplies needed analysis. Specifically, the Article offers a regulatory model that distinguishes between two separate kinds of transactions: conventional economic transactions and those that rely on temporary access to goods and services that would otherwise go underutilized (what I call “access-to-excess” transactions). The regulatory regime that this Article proposes would distinguish between true access-to-excess transactions and conventional transactions. Many dynamics directly or indirectly influence the decision-making process. An individual’s demographic features, such as gender, country of origin, and emotions are some of the dynamics. In the aviation domain, air passengers purchase their air travel tickets under those dynamics. The purpose of this study was to determine if the airline type, gender of participants, and participants’ country of origin had an effect on ratings of an individual’s perception of safety and willingness to fly, and which emotions had a mediating effect on this relationship. Arrests are the paradigmatic police activity. Though the practice of arrests in the United States, especially arrests involving minority suspects, is under attack, even critics widely assume the power to arrest is essential to policing. As a result, neither commentators nor scholars have asked why police need to make arrests. This Article takes up that question, and it argues that the power to arrest and the use of that power should be curtailed. Submerged Jump Remediation At Low-Head Dams: The Multiple Staggered Deflector Design, Ronald Francis Mcghin

Low-head dams are capable of creating dangerous counter-currents just downstream from the structure. These dangerous counter-currents are known as submerged hydraulic jumps and are responsible for hundreds of fatalities at numerous low-head dams across the United States. The counter-current creates high upstream-directed surface velocities across the width of the channel, making it nearly impossible for an individual to escape. This submerged jump can occur during a range of upstream and downstream conditions. Effective, safe and low-cost remediation options must be explored in order to prevent further fatalities at these structures. What have we learned from a decade of research on the provision of public goods in the Chinese countryside? This review article surveys the literature in political science, economics and Chinese area studies. It describes the three dominant types of explanations for variation in the quality of public goods: Local elections, social sanctioning and economic policies. It then argues that these findings are plagued by a set of common problems. Scholars mean different things when they use the term public goods, making their findings difficult to compare. Furthermore, the most common measures of public goods ignore the ways in which …

This study was conducted to analyze professors’ perceptions on the institutional redevelopment of brownfield sites into usable greenspaces. The U.S. Environmental Protection Agency (2011) refers to brownfields as sites, (either facility/land) under public law § 107-118 (H.R. 2869), which are contaminated with a substance that is classified as a hazard or a pollutant. Usable greenspaces, however, are open spaces or any open piece of land that is undeveloped, has no buildings or other built structures, and is accessible to the public (EPA, 2015).

International trade and border security have always been linked together, and so has the need to find ways to improve security decisions. The United States and bordering countries benefit from the North American Free Trade Agreement (NAFTA), but amongst the positive effects of NAFTA there is a looming drug threat that effects the bi-national supply chains. In 2015 Customs and Border Protections (CBP) processed over 72,000 trucks, rail, and sea containers a day. CBP also seized 3.4 million pounds of narcotics, the majority of them at the ports of entry. The purpose of this study was to examine the associations between the 3-year completion rates of first-time, full-time, transfer degree-seeking community college students, participation in activities that may encourage persistence and retention, and the demographic variables of ethnicity, Pell grant recipiency, gender, and ACT or Compass subscores in English/writing, reading, and math/algebra. The researcher used a snapshot of students’ degree completion three academic years after initial enrollment to determine 3-year completion.
