Police Officers’ Perceptions Of Body-Worn Cameras In The Buffalo And Rochester Police Departments, Joseph A. Gramaglia Dec 2016

Police Officers’ Perceptions Of Body-Worn Cameras In The Buffalo And Rochester Police Departments, Joseph A. Gramaglia

Public Administration Master’s Projects

Police body-worn cameras have been advanced as a solution to disparate perceptions among the citizenry, public officials, community leaders, and the police themselves in the highly contested arena of police-citizen encounters. However, as with previous technological innovations in policing, it is important that the police themselves are comfortable with the technology. This is a report of a survey conducted on police officers’ perceptions of body-worn cameras in Buffalo and Rochester police departments, which uses a survey instrument administered with the Los Angeles Police Department. This study found similar attitudes toward body cameras not only among Buffalo and Rochester police officers, …

Local Christian Churches And Disaster Preparedness: Are They Prepared?, Andrew J. Smith Dec 2016

Local Christian Churches And Disaster Preparedness: Are They Prepared?, Andrew J. Smith

Theses and Dissertations from 2016

Many religious institutions respond to global crises. These faith-based organizations may be small, independent institutions or belong to a larger corporate body. Local mainline Christian churches from mainline denominations including Lutheran, Presbyterian, Catholic, and United Methodist follow the latter model. As members of the larger corporate faith organization, these local churches have access to well-organized and established disaster response functional units. At the corporate level, these religious institutions have come together as collaborative partners in disaster response and recovery as members of the National Voluntary Organizations Active in Disasters (NVOAD). While disaster planning, preparedness, response and recovery activities may be …

Responding To Train Derailments Of Crude Oil Cargos And The Use Of Nims/Ice, Laura Hartline Weems Dec 2016

Responding To Train Derailments Of Crude Oil Cargos And The Use Of Nims/Ice, Laura Hartline Weems

Theses and Dissertations from 2016

Derailments of freight trains carrying bulk cargo are not a new phenomenon in the United States; they have occurred since the 19th century when the first shipment made its way across the nation. However, despite sweeping changes in the past decade to the structure of emergency management in the United States, how the railroads have responded to derailments has not changed. The railroad culture is to operate lean, meaning few people are needed to transport large quantities of cargos and commodities. When a derailment occurs, the culture does not change, and railroads respond with typically few of their own personnel …

Data Profiles-Rhode Island-Woonsocket, John C. Brown, Richard A. Ramsawak, James R. Gomes

Mosakowski Institute for Public Enterprise

We continue support the Federal Bank of Boston “Working Cities” challenge which aims to support social and economic recovery of underperforming small and mid-sized cities in the New England region. We continue to extend our data profiles of these cities located in Massachusetts, Rhode Island and now Connecticut. It is our hope that these data ‘rich” profiles which includes key indicators on health, population and demographic changes, industrial growth, and educational performance can not only support policy development in these targeted areas, but also help in monitoring the progress these cities make over time.

The Use Of Risk Assessment At Sentencing: Implications For Research And Policy, Steven L. Chanenson, Jordan M. Hyatt Dec 2016

The Use Of Risk Assessment At Sentencing: Implications For Research And Policy, Steven L. Chanenson, Jordan M. Hyatt

Working Paper Series

At-sentencing risk assessments are predictions of an individual’s statistically likely future criminal conduct. These assessments can be derived from a number of methodologies ranging from unstructured clinical judgment to advanced statistical and actuarial processes. Some assessments consider only correlates of criminal recidivism, while others also take into account criminogenic needs. Assessments of this nature have long been used to classify defendants for treatment and supervision within prisons and on community supervision, but they have only relatively recently begun to be used – or considered for use – during the sentencing process. This shift in application has raised substantial practical and …

The Eco-Smart Can, Darack B. Nanto Dec 2016

The Eco-Smart Can, Darack B. Nanto

Undergraduate Honors Theses

I noticed that maintenance workers had the same itinerary when emptying trashcans, meanwhile some trashcans needed to be emptied urgently. Traditionally, ETSU maintenance operate on daily routes to pick trash on designated time, regardless the level of the containers. The time, resources and labor invested in collecting the trash could be saved. Therefore, I decided to use the Internet of Things (IoT) to create a device that will optimize trash collection, to reduce costs and pollution.

Pluralizing The "Sharing" Economy, Erez Aloni Dec 2016

Pluralizing The "Sharing" Economy, Erez Aloni

Washington Law Review

The so-called “sharing” economy presents one of the most important and controversial regulatory dilemmas of our time—yet, surprisingly, it remains undertheorized. This Article supplies needed analysis. Specifically, the Article offers a regulatory model that distinguishes between two separate kinds of transactions: conventional economic transactions and those that rely on temporary access to goods and services that would otherwise go underutilized (what I call “access-to-excess” transactions). The regulatory regime that this Article proposes would distinguish between true access-to-excess transactions and conventional transactions. The model is rooted in a version of pluralist theory that posits that the state is responsible for cultivating …

Policy Recommendation For Integrating Small Unmanned Aircraft Systems With Aviation Facilities In North Central Texas, Mike Branum Dec 2016

Policy Recommendation For Integrating Small Unmanned Aircraft Systems With Aviation Facilities In North Central Texas, Mike Branum

Planning Theses - Archive

Prevalent availability and use of small unmanned aircraft systems (sUAS) have placed this technology at the forefront of federal, state, and local policy discussions. With the Federal Aviation Administration’s (FAA) August 2016 release of regulatory conditions for civilian and commercial uses of unmanned aircraft, states and local governments are seeking to enact their own regulations to protect citizens, vital infrastructure, and economic assets including airports. This study analyzed results of aviation stakeholder and public safety professional responses to a survey, administered by the North Central Texas Council of Governments (NCTCOG), to identify municipal concerns about the integration of sUAS with …

The Constitutionality Of Prison Privatization: An Analysis Of Prison Privatization In The United States And Israel, Stacey Jacovetti Dec 2016

The Constitutionality Of Prison Privatization: An Analysis Of Prison Privatization In The United States And Israel, Stacey Jacovetti

Global Business Law Review

This note analyzes the constitutionality of the current state of prison privatization in the United States under the non-delegation doctrine and the due process clause. Furthermore, this note analyzes the Israeli Supreme Court's ruling holding prison privatization as unconstitutional under the Basic Law of the Right to Human Dignity and Liberty. Subsequently, an argument is made that the current authority for the utilization of private prisons in the United States is insufficient to establish the use of private prisons as constitutional. As such, this note argues that the overall scheme of privatization should provide for more detailed contracts--similar to those …

Man Of Virtue, Man Of Vice: Maximilien Robespierre And Modern Manhood, Vanessa Marie Walker Dec 2016

Man Of Virtue, Man Of Vice: Maximilien Robespierre And Modern Manhood, Vanessa Marie Walker

History Theses - Archive

Since his death in 1794, Maximilien Robespierre’s legacy has been debated by scholars and non-scholars alike. Some have called him a blood-thirsty dictator who used his political power to execute innocent citizens who crossed him while others have called him the living embodiment of the French Revolution. This study will examine Robespierre using the lens of gender. The French Revolution was not just a time of great social and political upheaval; it was a time in which concepts of masculinity were transitioning from a focus on aristocratic honor and male beauty to bourgeois sensibilities. Through his belief in restraint in …

Zoning’S Centennial: A Complete Account Of The Evolution Of Zoning Into A Robust System Of Land Use Law—1916-2016 (Part Iii), John R. Nolon

Elisabeth Haub School of Law Faculty Publications

In land use, there are two things that Americans dislike: one is sprawl, the other is density. This catch-22 can be resolved by mitigating those aspects of urban living associated with density: congestion, bulky buildings, sameness, design incongruities, unsafe streets, inefficiency, and the sense that neighborhoods are not livable and pleasant. These characteristics of density cut against sustainability. They define places that people want to leave as soon as they can. To reduce vehicle miles travelled and carbon emissions, as well as to prevent sprawl, we must create places of enduring value, located next to transit in walkable and sustainable …

Improved Medication Management For Elderly Patients Through Increased Review And Documentation, Esmeralda Rivera Dec 2016

Improved Medication Management For Elderly Patients Through Increased Review And Documentation, Esmeralda Rivera

Doctor of Nursing Practice

The purpose of this quality improvement project was to improve medication management processes for patients in a wellness center. Medication reconciliation is a safe practice shown to reduce the potential for patient harm by preventing prescribing errors and adverse drug effects. Medication reconciliation includes assessment of medications, development of medication lists, education, and medication counseling for patients (Snyderman, Salzman, Mills, Hersh, & Parks, 2014). Assessment of medication reconciliation in a geriatric wellness center revealed poor medication management. Education on medication management was provided to staff (N = 10) and the workflow was altered to improve processes. Electronic medical records of …

Attributes Of Police Vehicle Crashes, David Lambert Dec 2016

Attributes Of Police Vehicle Crashes, David Lambert

Criminal Justice Faculty Publications

While overall on-duty law enforcement deaths has decreased moderately from over 160 in 1980 to a level under 120 per year in the late 2000s, fatalities by motor vehicle collisions have steadily increased. This descriptive analysis examines police vehicle crashes during specific conditions such as emergency response, road surface, lighting, and weather in a large statewide police agency. Police vehicle crashes are most likely to occur on dry roads, in daylight conditions, and in clear weather on weekdays as opposed to weekends. Weather and lighting conditions are not the most frequent factors associated with cruiser crashes in this examination.

Diabetes, Depression And Syndemic Suffering Among African American Patients: The Intersectionality Of Race, Gender And Class, Pamela Lorraine Fox Dec 2016

Diabetes, Depression And Syndemic Suffering Among African American Patients: The Intersectionality Of Race, Gender And Class, Pamela Lorraine Fox

Social Work Dissertations - Archive

This research study illustrates the overarching syndemic theory, which was used to explain the interconnections of type 2 diabetes, clinical depression, and human suffering among low-income African American outpatients in the southern sector of Dallas TX, USA. The intersections of race, gender, and class were additional variables that were included in this research. Furthermore, this research indicated how poverty, social relationships and other conditions stressed individuals and populations, weakened their natural defenses and caused exposure to disease clusters. I have coined the term D2 S2 to deconstruct the social/syndemic interconnections that interface with diabetes, depression and human suffering. The first …

The Irrelevance Of Nanotechnology Patents, Emily Michiko Morris Dec 2016

The Irrelevance Of Nanotechnology Patents, Emily Michiko Morris

Faculty Scholarly Works

Although scientists have for decades now had the ability to manipulate matter at the atomic level, we have yet to see the nanotechnological revolution that these scientists predicted would follow. Despite the years of effort and billions of dollars that have been invested into research and development thus far, nanotechnology has yielded surprisingly few end-user applications. A number of commentators have blamed this lack of progress on the Bayh-Dole Act and other changes to patent law, arguing that, although these laws are supposed to stimulate technological development, they have in fact had the exact opposite effect when it comes to …

Is There A Difference In Law Enforcement Perception In The Ability To Identify The Primary Aggressor In A Family Violence Dispute By Gender, Race, And Rank?, Sheri Denise Brock Dec 2016

Is There A Difference In Law Enforcement Perception In The Ability To Identify The Primary Aggressor In A Family Violence Dispute By Gender, Race, And Rank?, Sheri Denise Brock

Criminology & Criminal Justice Theses - Archive

When law enforcement responds to a family violence incident, it is not always clear who the primary aggressor was at the incident and it typically ends up being a “he said, she said” incident. The purpose of this study is to understand factors associated with determining the primary aggressor when responding to family violence. The introduction is covered in chapter one and it describes the issues that law enforcement officers have when they respond to a family violence call and if law enforcement responses to the questions being analyzed vary based on gender, race, and rank. Chapter two offers a …

Human Trafficking In Dallas: An Assessment Of Local Law Enforcement Traning, Awareness, And Effectiveness In Recognizing Victims, Nazeeya Pervaiz Zubairie

Criminology & Criminal Justice Theses - Archive

The purpose of this study was to examine the training, awareness, and effectiveness of a local law enforcement agency in recognizing victims of human trafficking. The research questions of this study were: are local law enforcement officers able to recognize victims of human trafficking during their beat, and does time in service effect their ability to recognize victims. This research study was conducted as a blind study, and provided a sample of local law enforcement officers with a self-administered survey that evaluated their perceptions of recognizing human trafficking victims. The officers' effectiveness in recognizing the victims was evaluated by whether …
