Education Faculty Articles and Research
This article discusses the phenomenon of peace leadership, an emerging sub-area of leadership studies. This literature review discusses peace leadership scholarly work specifically identified as such by its authors, and therefore does not include literature potentially viewed as informing the broader discussion of peace leadership. The peace leadership specific scholarly literature discussed herein includes work on the traits, characteristics, and practices of peace leaders; peace leader role and responsibilities; and the connective and collective nature of peace leadership. Discussion of the literature concludes with a proposed definition of peace leadership and three suggestions for ways to continue to build peace …

Improving Public Engagement And Public Records Management At The Oregon Department Of Environmental Quality, Portland State University. Hatfield School Of Government. Center For Public Service, Phil Keisling, Dan Marriott, Marcus Ingle, Sara Saltzberg, Andrew Dzeguze
Center for Public Service Publications and Reports
In February 2016, researchers from the US Forest Service had detected toxics in moss samples adjacent to several businesses in Portland. This began a series of events that highlighted both the significance of public records requests and the difficulty Oregon Department of Environmental Quality (DEQ) has in responding to complex requests.
The interest in issues related to air toxics put a strain on the capacity of the agency to respond in a timely fashion to the news media as well as citizens groups.
In August 2016, DEQ retained the Center for Public Service (CPS) to provide an outside evaluation of …

Organizational Leadership Change For An Age-Diverse Organization, Sunnie Mcphetres
Organizational Leadership Change For An Age-Diverse Organization, Sunnie Mcphetres
M.S. in Leadership
The purpose of this project is to divine the best practice for leading an age-diverse organization through leadership change. A literature review was completed to review the knowledge about organizational change, age-diversity and leadership during organizational change. The literature suggested the need for a clear vision, tailored communication, employee involvement, understanding how change impacts employees, perceptions of change, and generational perceptions (taking age related traits and needs into consideration). This project used these criteria to create a plan for guiding an age-diverse staff through the transition of the retirement of the founder of an organization.
Ethical Leadership: Not Everyone Responds Equally, W. Randy Evans, Richard S. Allen, Russell W. Clayton
Ethical Leadership: Not Everyone Responds Equally, W. Randy Evans, Richard S. Allen, Russell W. Clayton
Organization Management Journal
Theoretical frameworks associated with ethical leadership have not fully considered the nature of the leader–follower exchange, and, in addition, few studies have considered the impact of follower individual differences in reactions to ethical leadership. Our research extends the customary social exchange perspective of transactional and relational resources by accounting for the ideological resources (i.e., value-oriented principles) that can also imbue the leader–subordinate relationship. Second, differences in equity sensitivity are hypothesized to moderate the influence of ethical leadership on employee attachment to the organization. We predicted that the impact of ethical leadership on organizational commitment, job satisfaction, and organizational identification is …

The Impact Of Provider Beliefs, Perceptions And Practices On Advance Care Planning Conversations In Seriously Ill Patients, Kelly A. Bouthillet
The Impact Of Provider Beliefs, Perceptions And Practices On Advance Care Planning Conversations In Seriously Ill Patients, Kelly A. Bouthillet
Doctor of Nursing Practice (DNP) Translational and Clinical Research Projects
For clinicians, discussions that focus on life-sustaining procedures and interventions is often easier than partaking in conversations that provoke feelings of inadequacy or uncertainty. This may result in patient-provider miscommunication about end of life preferences and goals of care. The focus of this translational research and clinical project was to examine provider barriers to practice and to implement a structured communication tool using the Serious Illness Conversation Guide when engaging patients and family in advance care planning and goals of care discussions. Previous research has indicated that many clinicians lack formal education and confidence in end of life care discussions. …

Applying Community-Based Participatory Research Partnership Principles To Public Health Practice-Based Research Networks, Nancy L. Winterbauer, Betty Bekemeier, Lisa Vanraemdonck, Anna Goodman Hoover
Preventive Medicine and Environmental Health Faculty Publications
With real-world relevance and translatability as important goals, applied methodological approaches have arisen along the participatory continuum that value context and empower stakeholders to partner actively with academics throughout the research process. Community-based participatory research (CBPR) provides the gold standard for equitable, partnered research in traditional communities. Practice-based research networks (PBRNs) also have developed, coalescing communities of practice and of academics to identify, study, and answer practice-relevant questions. To optimize PBRN potential for expanding scientific knowledge, while bridging divides across knowledge production, dissemination, and implementation, we elucidate how PBRN partnerships can be strengthened by applying CBPR principles to build and …

Am I My Client? Revisited: The Role Of Race In Intra-Race Legal Representation, Julie D. Lawton
Michigan Journal of Race and Law
This Article examines the challenges of intra-race legal representation for lawyers of color, law students of color, and those teaching law students of color by analyzing how the dynamics of the lawyer’s and client’s racial sameness impact legal representation. This Article brings together three strands of lawyering theory – the role of race in lawyering, critical race theory, and the role of the lawyer in intra-race legal representation. In doing so, this Article explores a number of provocative questions: Does being the same race as their clients make lawyers better legal representatives? Should lawyers of color embrace or resist race’s …

Aboriginal Consultation In Canadian Water Negotiations:The Mackenzie Bilateral Water Management Agreements, Andrea Beck
Aboriginal Consultation In Canadian Water Negotiations:The Mackenzie Bilateral Water Management Agreements, Andrea Beck
Dalhousie Law Journal
Due to constitutional protection of Aboriginal water rights, the Canadian government has a duty to consult Aboriginal peoples in water-related decision making. In 2015, Alberta and the Northwest Territories signed an agreement for managing their shared waters in the Mackenzie River Basin. In light of Canada's record, observers have praised the preceding negotiation process as pathbreaking due to its high level of Aboriginal involvement. To evaluate such claims, this paper analyzes Aboriginal consultations in the 2011-2015 NWT-Alberta transboundary water negotiation. The comparative case study reaches the following conclusions. In their bilateral water negotiation, the two jurisdictions differed markedly in terns …
Youth And Adult Perceptions Of A New Technology In California 4-H: The Online Record Book, Kendra Lewis, Steven Worker
Youth And Adult Perceptions Of A New Technology In California 4-H: The Online Record Book, Kendra Lewis, Steven Worker
Journal of Youth Development
Youth development research suggests that adult volunteers have the potential to influence the how and when youth engage with technology as a legitimate form of program participation. The adults’ comfort levels with technology, coupled with the historical structure of the youth development organization itself, shapes which technologies are made available to, adopted by, or perceived as relevant or useful to youth. This study explores how adults and youth members of California 4-H perceived the 4-H Online Record Book (ORB), an electronic version of the traditional 4-H record book. Survey data from 236 self-identified users and non-users of ORB provided feedback …

Getting To A Culture Of Assessment : Antecedents To Change Readiness., Maurini Strub, Samantha Mcclellan
Faculty and Staff Scholarship
Paramount to the success of any assessment initiative is an organization that supports and welcomes the processes that will influence meaningful change. To create this culture of assessment, librarians must generate stakeholder buy-in. By synthesizing the prior research in Business Management and Organizational Psychology, we propose antecedents to buy-in to creating a culture of assessment that can provide a theoretical framework for meaningful organizational change on any scale. We situate the conceptual antecedents to buy-in, Management Needs and Employee Needs, through a familiar tool for assessment librarians: Suggestion Systems.

The Humanities, Brain Science And The Unforgiving Minute, Raymond L. Forbes
All Faculty and Staff Scholarship
Many independent authors from a wide variety of disciplines have come to a similar, if somewhat startling, conclusion; that we are currently at another “tipping point” in human history. Our arrival at this particular juncture in time seems to be the consequence of a potent mix of past trends and contemporary forces. Collectively, these energies act to feed exponentially growing technical and social change. In addition, there appears to be some agreement by thoughtful observers that the turmoil of our present epoch can be personified by four factors: volatility, uncertainty, complexity and ambiguity More specifically, the technical and societal changes …

How Computer Automation Affects Occupations: Technology, Jobs, And Skills, James Bessen
How Computer Automation Affects Occupations: Technology, Jobs, And Skills, James Bessen
Faculty Scholarship
This paper investigates basic relationships between technology and occupations. Building a general occupational model, I look at detailed occupations since 1980 to explore whether computers are related to job losses or other sources of wage inequality. Occupations that use computers grow faster, not slower. This is true even for highly routine and mid-wage occupations. Estimates reject computers as a source of significant net technological unemployment or job polarization. But computerized occupations substitute for other occupations, shifting employment and requiring new skills. Because new skills are costly to learn, computer use is associated with substantially greater within-occupation wage inequality.
