Since 1993, the Judicial Conference Committee on International Judicial Relations has coordinated outreach and exchange activities of the federal judiciary in support of rule-of-law initiatives. While the Federal Judicial Center has endeavored to publicize the Committee’s work, and members of the Committee have on occasion written and spoken about their work for the Committee, the scholarly treatment of the Committee remains sparse. What discussion does exist in the academic literature tends to depict the Committee in one of two ways. In 1995, the Supreme Court decided Sandin v. Connor, which held inmates did not have a protected liberty interest requiring due process before being placed in solitary confinement. With the increasing problems in the criminal justice systems nationwide, or perhaps a renewed interest in those problems, the public has turned its attention to the plight of the incarcerated. This Comment seeks to flush out the reasoning the Court provided in Sandin and understand the impacts of the “atypical and significant hardship” on subsequent prisoner litigation, chiefly involving solitary confinement. Teaching research competencies and information literacy is an integral part of the academic librarian's role. There has long been debate among librarians over what are the most effective methods of instruction for college students. Library Faculty members at a large urban university system were surveyed to determine their perceptions of the effectiveness of common information literacy instruction techniques. The system includes community and senior colleges, as well as graduate and professional degree granting institutions. This research was undertaken for the purpose of better prioritizing institutional teaching activities in the current academic climate. This thesis contextualizes the Syrian refugee issue in Turkey with an analysis of history and political discourse, and data drawn from a fieldwork conducted in Şanlıurfa, Turkey in 2015. The Islamist ruling party has staged a warm welcome for Syrian refugees. Their refugee regime, however, has remained weak in regards to law and policy. Retaining the geographical limitation stipulated in the 1951 United Nations Convention Relating to the Status of Refugees, Turks have attempted to locate the larger issue of hosting refugees into cultural notions of ‘guesthood’ rather than a developed refugee rights framework. Most deaths and serious injuries among children who are abused or neglected are preceded by multiple reported instances of maltreatment. The Office of Children Services (OCS), Alaska’s child protection agency, is very concerned about repeat maltreatment. It’s extremely damaging to children and demoralizing to everyone who tries to help prevent it. Over the last several years, Alaska has consistently had among the highest rates in the country of repeat child maltreatment, as reported by the Children’s Bureau of the U.S. Department of Health and Human Services. This study explores the contribution of the Israeli procurement policy to deskilling in gendered occupations, particularly nursing, social work, and teaching; areas with a rich history of unionization. Three tender calls for projects are analyzed. The data show a systematic administrative effort to reduce skilled employees’ funded time.

This thesis reflects upon a director’s experience while directing her first production: Sticky Notes and Bible Quotes: Godly Answers for Sticky Situations by Dennis and Nan Allen. This children’s musical was produced in cooperation with Wylie United Methodist Church of Abilene, TX. There is a recent trend of building roundabouts on high-speed roads, often with the considerable presence of heavy vehicles. With the increased presence of trucks on roundabouts, the issue of overturning has become a concern. Although some geometric, vehicle, and loading factors have been connected to rollover, the safety performance of roundabouts built on high-speed roads is not well understood due to their relative novelty. This project investigated INDOT equipment records and equipment industry standards to produce standard equipment specifications and a predictive maintenance schedule for the more than 1100 single and tandem axle trucks in use at INDOT. The research utilized equipment records from the M5 software program that INDOT currently uses. The predictive maintenance schedule includes the major components, those items whose cost is more than $200. There were other outcomes and related equipment recommendations produced.

Because of the emphasis on No Child Left Behind and high stakes testing, school districts and administrators have been limiting or eliminating fine arts courses from an already shrinking curriculum, focusing on the subjects being tested. Students living in poverty are often entering formal schooling behind academically.

The researcher examined longitudinal test data from 2010-2015 from middle school aged students in a large Midwest school district. Modern medical experiments accrue and treat patients--hence obtain treatment response data--throughout a trial. Designs which prospectively plan to modify patient allocation by leveraging accumulating data are response-adaptive randomization (RAR) designs. Many such designs attempt to balance the desire to bias assignment proportions towards a treatment which is performing better against the need to maintain randomization in the face of continued equipoise.

Sequences of neuronal activation have long been implicated in a variety of brain functions. In particular, these sequences have been tied to memory formation and spatial navigation in the hippocampus, a region of mammalian brains. Traditionally, neuronal sequences have been interpreted as noisy manifestations of neuronal templates (i.e., orderings), ignoring much richer structure contained in the sequences. This paper introduces a new tool for understanding neuronal sequences: the bias matrix. The bias matrix captures the probabilistic tendency of each neuron to fire before or after each other neuron. The prevalence of tick-borne diseases has been increasing in the United States for the past couple decades. Studies have been conducted throughout the US identifying tick-borne disease pathogens as well as their hosts and prevalence. Research was conducted in Nebraska to determine the presence of some tick-borne disease pathogens, their vectors, and their hosts, with emphasis made on Borrelia spp., Rickettsia rickettsii, and Ehrlichia chaffeensis.

Small rodents in southeast Nebraska were trapped and sampled at eight study sites using live capture traps. Captured rodents were assessed for active parasitism by ticks which were collected and placed in alcohol. …

Goss’s bacterial wilt and leaf blight of corn (Zea mays L.), causal agent Clavibacter michiganensis subsp. nebraskensis, was first confirmed in Dawson County, NE in 1969. Disease incidence decreased in the 1980’s due to various management strategies and disease developed sporadically until the early 2000’s when it re-emerged and was economically important. A Midwest, multistate survey conducted in 2011 suggested farming practices that may have contributed to the pathogen’s re-emergence. The use of agricultural pesticides was associated with Goss’s wilt. Since spray adjuvants are often used with pesticides, and physical characteristics of these adjuvants may enable infection of …

Three models for predicting fuel consumption for agricultural tractors with partial drawbar loads were compared. Data were collected from eight John Deere tractors, JD 7230R (e23), 7250R (e23), 7270R (e23), 7290R (e23), 7290R (IVT), 8320R (16 speed), 8345RT (IVT), 8370R (IVT). The tractors were tested with 7 load levels per speed at four different travel speeds as close as possible to 4, 7.5, 10, and 13 km·h-1. The IVT tractors were operated in Auto mode and the geared tractors were shifted up three gears and throttled back to the same travel speeds as the IVT tractors. The 7 …

Reverberation time (RT) is a metric commonly used to describe room acoustic conditions, but different rooms which have the same reverberation time can have different reflection densities. Much less is known about how humans perceive different reflection densities and how sensitive humans are to changes in reflection density. Sphingolipids are essential components of eukaryote membranes. The ceramide backbone of complex sphingolipids is composed of an 18 carbon Long Chain Base (LCB) bound to a 16-26 carbon fatty acid (FA) through an amide linkage. Ceramides are synthesized de novo from a free LCB and fatty acyl coA by ceramide synthase (sphingosine N-acyl transferase, EC 2.3.1.24) which can be inhibited by the fungal mycotoxin Fumonisin B1.
