We are at the dawn of a new era of policing in the United States. In recent months, images of armed police officers patrolling the streets of Ferguson, Missouri, and of a toddler burned by a Georgia SWAT team’s grenade have been indelibly branded into America’s social consciousness. There is a unique bipartisan outcry from Washington in a time otherwise marked by bitter political divides. Politicians and journalists alike are questioning the efficacy of a militaristic police force and the path that led to this shift in the paradigm of policing.

The present invention concerns compositions and methods of extracting infectious pathogens from a volume of blood. In one embodiment, the method includes the steps of creating a fibrin aggregate confining the pathogens and introducing a fibrin lysis reagent to expose the pathogens for analysis. The present invention also concerns materials and methods for removing aurintricarboxylic acid (ATA) from a sample.

Background: The World Health Organization Comprehensive Mental Health Action Plan (CMHAP) 2013-2020 proposes the implementation of primary prevention strategies to reduce the mental health burden of disease. The extent to which Israeli academic programs and published research adhere to the principles spelled out by the CMHAP is unknown. Objective: To investigate the presence of mental health primary prevention themes in published research and academic programs in Israel. The Defense Base Act (“DBA” or “Act”) provides a no-fault, insurancebacked workers’ compensation mechanism for compensating private security contractors who are injured overseas. Critics of the Act allege that it should be fundamentally altered or replaced because combat zone work is uninsurable, the Act’s compensation is insufficient, and it is less efficient than the alternatives. This Note argues that, on the contrary, the DBA insurance market is functional and improving, its benefits are sufficient when viewed in combination with contractors’ other compensation, and it is a far more efficient compensation system than is offered by tort litigation. International Law Studies

Detention in non-international armed conflicts (NIACs, or wars fought between States and non-State armed groups) is a time-honored military and humanitarian necessity. And yet, the principles of sovereignty, the texts of the law of armed conflict and international human rights law and the historical record leave little doubt: international law recognizes no inherent detention power in such wars. As long as NIACs were purely internal civil wars, there was little basis to question the exclusive role of domestic law in regulating detention of the enemy. This essay in the terrorism futures series will highlight the emergence of fifth dimensional battlespace, its implications for both the conduct of terrorism and counterterrorism operations, and, to some extent, interactions with terrorist disruptive targeting capabilities. Additionally, the larger civilizational context in which a dynamic yet little recognized terrorism and counterterrorism ‘fifth dimensional capabilities race’ that is taking place will be highlighted. While initially this concept may seem abstract, the importance of understanding its implications will become apparent.

This dissertation mainly focuses on applications of Surface Enhance Raman Scattering (SERS) to detect tobacco-related biomarkers with optimized experimental conditions (pH and aggregating agents) and SERS substrates (silica core and silver shell nanoparticles). Cotinine (COT) and trans 3-hydroxycotinine (3HC), metabolized from nicotine as one of main chemicals of tobacco, have been used as tobacco biomarkers because their half-life are longer than that of nicotine, which enable to monitor the tobacco exposure. The goal of the study was to identify and analyze specific environmental and social conditions that motivate middle management to advocate for Information Security Awareness (ISA), as well as to see if exposure to new information security knowledge would change their behavior. Using a mixed-method action research approach, a group of managers shared their awareness knowledge, advocacy behaviors, and challenges influencing their engagement in information security awareness advocacy. Post workshop feedback confirmed the effectiveness of the Action Research workshops in increasing ISA advocacy behaviors. This essay examines three themes relating to the beliefs and actions of Mary Morris Knowles (1733-1807) as a devout Quaker woman, incorporates new research and places her in multiple contexts within eighteenth-century Quakerism. Considering Knowles in relation to the themes of self and collective identity, her concepts and practices of womanhood in the private, social and public spheres and her theology and religious practices raises new questions about Quakerliness, or ways of being a Quaker. In the last three decades, research on eighteenth-century British Quaker women reflects a range of different methodological perspectives. Recent studies focus on female spiritual development and sense of identity in the formative seventeenth century. New influences and changing contexts in the eighteenth century, especially Quietism, engendered new themes: a continuing concern with self and collective identity; theology and practices; and participation in the public and private spheres. The experiences and perceptions ofBritish Quaker women in the late eighteenth and early nineteenth centuries reflect the influence of Deism and Evangelicalism. In 2003, Grace Jantzen presented the George Richardson Lecture, the annual international lecture in Quaker studies, entitled 'Choose Life! Early Quaker Women and Violence in Modernity', which was published in Quaker Studies. It was part of her ongoing work on the preoccupation of modernity with death and violence. In the lecture she argued that Margaret Fell and most other early Quaker women encouraged a choice of life over a preoccupation with death, while most male Friends (as Quakers are also called) maintained the violent imagery of the Lamb's War, the spiritual warfare that would usher in the kingdom.
