The Ninja: An Invented Tradition?, Stephen Turnbull

Journal of Global Initiatives: Policy, Pedagogy, Perspective

The ninja is a well known phenomenon in Japanese military culture. The popularity of the tradition is centered on the neighboring areas of Iga and Kōka where ninja are a profitable tourist attraction. This paper examines the historical sources on which the ninja tradition is based to see if the pre-eminence claimed by Iga and Kōka is justified. It is shown that they were no different from several other places in their geography or their politics and that only one reliable account of secret warfare can be identified before 1581, the year when Iga Province ceased to exist as an …

Mexico’S Real Wages In The Age Of The Great Divergence, 1730-1930, Amilcar Challú

This study builds the first internationally comparable index of real wages for Mexico City bridging the eighteenth and the early twentieth century. Real wages started out in relatively high international levels in the mid eighteenth century, but declined from the late 1770s on, with some partial and temporal rebounds after the 1810s. After the 1860s real wages recovered and eventually reached eighteenth-century levels in the early twentieth century. Real wages of Mexico City’s workers slid behind those of high-wage economies to converge with the lower fringes of middle-wage economies. Journal bearing misalignment arise generally from the shaft deformation under load, deflection of the shaft, manufacturing and assembly errors, improper installation, and asymmetric loading. During operations, misalignment has a considerable effect on the static and dynamic performances. It could cause wear, vibration and even system failure. In this article, a literature review of misalignment of the journal bearings is presented. The basic theory for the misalignment and some results for the circular journal bearing are also presented to show the general trends of the misalignment.

Scholarly and popular critiques of contemporary free speech jurisprudence have noted an attitude of unquestioning deference to the political power of money. Rather than sheltering the ability to speak truth to power, they have lamented, the contemporary first amendment shelters power’s ability to make and propagate its own truth. This essay relates developments in recent first amendment jurisprudence to a larger struggle now underway to shape the distribution of information power in the era of informational capitalism. Introduction:
Bomb blast (BB) injuries outside war zones were a rare phenomenon until recently. With the spreading wave of terrorism across the globe, BB related trauma is resurfacing. Explosions can produce unique patterns of neuromuscular injury. No recent data exists categorizing such injuries.

Methods:
Medical records and electrodiagnostic findings of 20 patients with BB related neuromuscular injuries (NMI) were reviewed retrospectively.

Results:
Most common site of injury was the lower extremities (55%) with majority presenting clinically with foot drop (40%) or weakness (30%). 9/17 patients (45%) had associated shrapnel or penetrating trauma. 6/20 patients had associated fractures. The most …

This paper is focused on the U.S.-Japan alliance as reflected in the evolution of the U.S.-Japan Guidelines for Defense Cooperation. It begins with consideration of the October 3, 2013, 2+2 Statement released by Secretary of State John Kerry, Secretary of Defense Chuck Hagel, Foreign Minister Fumio Kishida, and Minister of Defense Itsunori Onodera. The statement reaffirmed the critical importance of the alliance to international stability and security, the U.S. commitment to the security of Japan, and a common strategic vision based on shared values. A computational intelligence approach to system-of-systems architecting is developed using multi-objective optimization. Such an approach yields a set of optimal solutions (the Pareto set) which has both advantages and disadvantages. The primary benefit is that a set of solutions provides a picture of the optimal solution space that a single solution cannot. The primary difficulty is making use of a potentially infinite set of solutions. Drones have gained notoriety as a weapon against foreign terrorist targets; yet, they have also recently made headlines as an instrument for domestic surveillance. With their sophisticated capabilities and continuously decreasing costs, it is not surprising that drones have attracted numerous consumers—most notably, law enforcement. Courts will likely soon have to decipher the limits on the government’s use of drones under the Fourth Amendment. But it is unclear where, or even whether, drones would fall under the current jurisprudence. This Article briefly outlines the Court’s holding in Bond, and the general framework of interpretation set forth in the Vienna Rules. It then looks at Supreme Court jurisprudence that is consonant with the Vienna Rules. The Article then analyzes Bond’s interpretive approach using the Vienna Rules methodology. It concludes with reflections on the future of Supreme Court treaty interpretation and how that interpretation could avoid reaching the constitutional question of the scope of the treaty power.

Criminal Infliction Of Emotional Distress, Avlana K. Eisenberg

This Article identifies and critiques a trend to criminalize the infliction of emotional harm independent of any physical injury or threat. The Article defines a new category of criminal infliction of emotional distress (“CIED”) statutes, which include laws designed to combat behaviors such as harassing, stalking, and bullying. In contrast to tort liability for emotional harm, which is cabined by statutes and the common law, CIED statutes allow states to regulate and punish the infliction of emotional harm in an increasingly expansive way. In assessing harm and devising punishment, the law has always taken nonphysical harm seriously, but traditionally it …

A method for sizing remotely powered unmanned aerial vehicles is presented to augment the conventional design process. This method allows for unconventionally powered aircraft to become options in trade studies during the initial design phase. A design matrix is created that shows where, and if, a remotely powered vehicle fits within the design space. For given range and power requirements, the design matrix uses historical data to determine whether an internal combustion or electrical system would be most appropriate.
