Systemic Corruption In An Advanced Welfare State: Lessons From The Québec Charbonneau Inquiry, Denis Saint-Martin

The Quiet Revolution in the 1960s propelled the province of Québec onto the path of greater social justice and better government. But as the evidence exposed at the Charbonneau inquiry makes clear, this did not make systemic corruption disappear from the construction sector. Rather, it adapted to its new institutional environment and was significantly shaped by the incentives structure it provided. The patterns of corruption emerging from the Charbonneau inquiry bear the imprint of the so-called “Québec model” inherited from the Quiet Revolution in at least three ways: (i) in the economic nationalism that made public policies partial towards French-speaking …

In the legal scholarship, the 'new governance' mode of governance advances an administrative arrangement where decision-making is shared amongst a range of actors, both public and private. The flexible, responsive, and collaborative governance orientation is intended to counter the ill effects of a coercive, top-down, state-centric, command- and-control approach to governance. Critics contend the new governance framework can displace the interests of local communities, disempower individuals, and dislodge basic human rights. The U.S. military has adopted such an adaptive approach in its own governance structure, which in this article is referred to as: the new governance "mentality." This mentality of …

Designed in response to students’ requests for a capstone where they could form their own individual partnerships in the communities of their choosing, Effective Change Agent offers a structure for community-based learning that allows for high levels of student choice-making and agency. In this article, the authors describe the course; connect it to literature on grassroots change-making, integrative learning, and service-learning; and, through the inclusion of student authors, allow the sharing of insights in the students’ own voices.

Do fixed-guideway transit systems facilitate resilience with metropolitan areas? There is little literature making this connection theoretically and none testing it empirically. This paper helps close this gap in both respects. In evaluating metropolitan areas with light rail transit systems the authors find evidence that transit corridors on the whole performed better than control corridors during the recovery period of two recessions: that of the early 2000s and the so-called Great Recession. In particular, during the Great Recession transit corridors outperformed control corridors among many economic sectors. Tasked in 2011 with creating powerful new patent review trial regimes, the U.S. Patent and Trademark Office—through the efforts of their freshly empowered quasi-judicial body, the Patent Trial and Appeal Board—set to creating a fast-paced trial with limited discovery and concentrated efficiency. For two years, the proceedings have proved potent, holding unpatentable many of the claims that reached decisions on the merits. Copyright plays a central role in regulating cultural transmission. Authors are given exclusive rights to copy, adapt, distribute, perform and display their works. These rights have limits, most notable fair use and the non-protection of ideas. In setting the bounds of those limits, courts implicitly follow some basic folk psychology. This paper would explore how neuroscience can be used to illuminate and challenge those background assumptions. Copyright law implicitly assumes that literal copying is not necessary for cultural transmission. If there are many ways to express the same idea, then transmission of an idea will not be restricted by prohibiting …

The purpose of this study was to assess for effects of rape that are specific to women attending college and for relationships between the effects of rape, Posttraumatic Stress Disorder, previous trauma, complex trauma, and post-attack victim-perpetrator interaction to fill gaps in the literature around these issues. The survey was distributed to all female undergraduates at the main campus of a large, public university in the south (N ≈ 8,400). The sample consisted of 463 women (response rate = 5.5%). The majority of participants were between the ages of 18-22, Caucasian, lived off-campus, and with roommates. Participants received an e-mail …

New water development projects in China threaten the environment of international rivers. Chinese law, however, does not require developers to assess the effects of proposed projects on the environment outside China’s borders. Nevertheless, examples of transboundary cooperation and international agreements provide a basic legal foundation that allows China to implement transboundary environmental impact assessments (TEIA) as a standard practice. This article explores China’s customary law obligation to conduct TEIA by examining relevant treaties and instances of joint action. POCKET MONSTERS AND PIRATE TREASURE: FANTASY AND SOCIAL PLATFORMS IN THE 21ST CENTURY is an anthropology project examining media, fantasy, ideology, and social groups in order to build a better foundation for the ways in which economic and social changes influence social networking, popular media, and values by using the anime-manga subculture as an example. The thesis draws from three major theorists: Thomas LaMarre, Anne Allison, and Ian Condry as well as major anthropological theorists such as Pierre Bourdieu. The aim of this research was to understand mutualistic relationships between plants and endophytic microbes under the influence of an altered gravity vector. Understanding the outcome of the plant-microbe symbiosis in altered gravity is vital to developing life support systems for long distance space travel and colonization of other planets. This research utilized the model tripartite relationship among Medicago truncatula–Sinorhizobium meliloti–Rhizophagus irregularis. Plants were inoculated with rhizobial bacteria (S. meliloti), arbuscular mycorrhizal fungi (R. irregularis), both microbes, or none (microbial control), and placed on a rotating clinostat for 28 d. Ascaulitoxin aglycone is a structurally unique bis-amino acid isolated from the fungal species Ascochyta caulina, with herbicidal activity against Chenopodium album. Ascaulitoxin aglycone's potent herbicidal activity coupled with an unknown but novel mechanism of action makes it a perfect candidate for further study in the pursuit of new natural product herbicides. This dissertation research will illustrate three synthetic strategies towards the total synthesis of ascaulitoxin aglycone from chiral pool building blocks. Despite the fact that many Americans view their companion animals as part of the family, the law treats companion animals as personal property. The courts have viewed companion animals as property for over 200 years, however, this precedent no longer adequately accounts for the important role companion animals play in modern day lives, and no longer appropriately compensates for the true value the animal has to the owner. AIMS: The purpose of our study was to evaluate the diagnostic performance of breast magnetic resonance imaging (MRI) in the evaluation of contralateral breast in patients with diagnosed breast cancer. A secondary objective was to determine accuracy of breast MRI in diagnosing multi-focal and multicentric lesions in the ipsilateral breast.MATERIALS AND Methods: Using a non-probability convenience sampling technique, patients with histopathologically diagnosed breast cancer with MRI of breast performed to exclude additional lesions were included. Cyanide poisoning is a public concern, and there are many shortfalls in current cyanide treatments. Dimethyl trisulfide (DMTS) is a cyanide antidote candidate that overcomes these shortfalls. Currently, there are limited published reports related to the analysis of DMTS. Therefore, an analytical method to detect and analyze DMTS from a biological matrix is vital for it to become available as a therapeutic agent against cyanide poisoning. The article begins by assessing the theoretical issues raised in the literature regarding teaching in another culture and, in particular, teaching in a conflict zone. It then goes on to describe the specific conditions under which Lesley University’s program operated in Israel. Purpose: Dysfunctional autophagy in the retinal pigment epithelium (RPE) has been implicated as a therapeutic target in age-related macular degeneration (AMD). To explore how RPE autophagy changes over the lifespan and in response to phagocytosis of photoreceptor outer segments (POS), we compared stem cell-derived RPE (hESC-RPE, iPS-RPE), human fetal RPE (hfRPE), the ARPE-19 cell line, and adult RPE (ad-RPE).
Methods: RPE was cultured from 16-week human fetuses and cadaveric eyes. Stem cell- derived RPE was prepared from human embryonic stem cells (hESC-RPE) and induced pluripotent stem cells (iPS-RPE). Congenital heart disease (CHD) affects 1 in every 130 newborns and is the leading cause of infant mortality (2). Heterotaxy (Htx), a disorder of left-right (LR) development, commonly leads to CHD. Despite aggressive surgical management, patients with Htx have poor survival rates and severe morbidity due to their complex CHD. Many of the genetic causes of Htx remain undefined, however, a recent genetic analysis of Htx patients identified a single mutant allele in the novel candidate gene, TMEM195 (3). Recent research has indicated that separate populations of macrophages are
associated with differing outcomes in cancer survival. In our study, we examine
macrophage expression of tartrate resistant acid phosphatase (TRAP) and its effect on
survival in colon cancer. Immunohistochemical analysis on colorectal adenocarcinomas
confirmed macrophage expression of TRAP. Co-localization of TRAP with CD68, a pan
macrophage marker, revealed that TRAP is present in some but not all subpopulations of
macrophages. Further co-localization of TRAP with CD163, an M2 marker, revealed that

Obstetric antiphospholipid syndrome (APS) is a systemic autoimmune disorder characterized by circulating antiphospholipid antibodies (aPL) and an increased risk of recurrent pregnancy loss and preeclampsia. Current treatments, such as low molecular weight heparin (LMWH) may maintain pregnancy but do not reduce the risk of these late gestational complications. aPL trigger placental inflammation by activating trophoblast Toll-like receptor 4 (TLR4), leading to cytokine production. Acute HIV infection (AHI) is accompanied by central nervous system infection and immune activation. We investigated baseline predictors of neuropsychological (NP) performance in Thai participants with AHI and the effect of antiretroviral therapy (ART) on domains of functioning known to be affected by HIV.

Evaluating Targeted And Immunomodulatory Therapies For Melanoma In A Genetically Engineered Mouse Melanoma Model, Billy Lockhart

Melanoma therapy has changed rapidly due to the emergence of new therapies: MAPK-pathway targeted drugs and immunomodulatory agents. Given the relative success of these new individual drugs, this work set out to evaluate and develop effective melanoma treatments using combination therapies in a preclinical mouse melanoma models. Therapies tested include BRAF kinase inhibition in combination with: immune checkpoint inhibitors anti-CTLA4, anti-PDL1, and with the topical TLR7/8 agonist imiquimod. Drugs efficacies were tested in established melanomas in a conditional inducible mouse melanoma model based on activation of Braf and beta catenin and loss of Pten. Background: Cocaine is the third most commonly used illicit substance in pregnancy. Few studies exist to specifically look for correlates of cocaine use in pregnancy.
Objective: To identify correlates of frequency of cocaine use in pregnancy
Methods: We analyzed retrospective data from 50 postpartum women with a history of cocaine use or dependence who participated in a treatment trial for postpartum cocaine use. Study variables included severity of baseline cocaine use, age of onset of use, comorbid mental illness, poly-substance use, trauma and social support history. Data were analyzed using GLMM Negative Binomial Regression.

In order to restore vision in the late stages of retinal degeneration, it is necessary to address loss of cells from both the retinal pigment epithelium (RPE) and the neural retina. As a step towards generating neural retinal tissue for translational studies, we evaluated a biodegradable polymer scaffold as a three-dimensional vehicle for the directed differentiation of H9 human embryonic stem cells (H9-hESC) into neural retina. Polymer scaffolds were electrospun from 14% w/v polycaprolactone (PCL), approximated the thickness of native neural retina, and consisted of loose, randomly oriented fibers of subcellular diameter.
