Teen Empowerment’S Youth/Police Dialogues: The Bridge To Improving Police And Youth Relations, Pamela S. Flemming

Negative youth-police relations are an issue that has plagued the Rochester, NY community for decades. Teen Empowerment is committed to helping change the relational negativity, and build positive partnerships between these two groups. The organization believes that youth-police dialogues are the bridge to improving youth-police relations, which will in turn build stronger communities. The information in this thesis tests whether youth-police dialogues are essential to improving the youth-police relationship. The Methodology for my evaluation included a pre and post survey for Teen Empowerment’s youth organizers and participating police officers. High Value Lies, Ugly Truths, And The First Amendment, Alan K. Chen, Justin Marceau

Lying has a complicated relationship with the First Amendment. It is beyond question that some lies-such as perjury and fraud-are simply not covered by the Constitution's free speech clause.' But it is equally clear that some lies, even intentionally lying about military honors, are entitled to First Amendment protection. Until very recently, however, it has been taken for granted in Supreme Court doctrine and academic writing that any constitutional protection for lies is purely prophylactic-it provides protection to the truth-speaker by also incidentally protecting the liar. Spectrum License Design, Sharing, And Exclusion Rights, William H. Lehr

University of Illinois Journal of Law, Technology & Policy

The FCC is in the midst of a rulemaking to create a novel tripartite sharing regime in the 3.5GHz band. This has the potential to be a watershed event in the decades long transition toward more flexible and dynamic, market-based spectrum management. As part of this proceeding, Lehr (2014b) proposed interpreting commercial licenses to protected access as options contracts that explicitly separated the interference protection and exclusion rights as a way to endogenize market-based incentives to share spectrum. Representative Bureaucracy And Youth Violence In Juvenile Detention Facilities, Ginger Silvera

This exploratory study uses the representative bureaucracy theory to consider the racial representative role, which suggests that administrators who are minorities are more inclined to represent minority interests. This research examined if racial identity and gender was related to detention officers' perceptions of themselves as advocates for same race and same gender to incarcerated youth and to understand what they perceive are the causes for youth violence. A qualitative study was done on individuals who worked with inmates at the Los Angeles County juvenile detention facilities.
