Monte Carlo Comparison Of The Parameter Estimation Methods For The Two-Parameter Gumbel Distribution, Demet Aydin, Birdal Şenoğlu

Journal of Modern Applied Statistical Methods

The performances of the seven different parameter estimation methods for the Gumbel distribution are compared with numerical simulations. Estimation methods used in this study are the method of moments (ME), the method of maximum likelihood (ML), the method of modified maximum likelihood (MML), the method of least squares (LS), the method of weighted least squares (WLS), the method of percentile (PE) and the method of probability weighted moments (PWM). Performance of the estimators is compared with respect to their biases, MSE and deficiency (Def) values via Monte-Carlo simulation. The importance of efficiency in the supply chain of perishable products, such as the blood products used in transfusion services, cannot be overstated. Many problems can occur, such as the outdating of products, inventory management issues, patient misidentification, and mistransfusion. The purpose of this article was to identify the benefits and barriers associated with radiofrequency identification (RFID) usage in improving the blood bank supply chain.

In November 2014, the Muskie School of Public Service at the University of Southern Maine was awarded a contract to evaluate the implementation of the statewide CP Pilot Program in Maine. This report presents process level results from the evaluation. The report includes findings from interviews with the twelve community paramedicine pilot sites in Maine and with the state of Maine EMS office.

Many rivers and streams in the United States were so polluted that they were uninhabitable for wildlife and dangerous to human health. The pollution and contamination in the surface and groundwater caused a public out-cry for the government to step in and do something about the hazardous water conditions. Initiated in June 2014, the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Pilot Project (Intergovernmental Pilot Project or IPP) convened at Old Dominion University is an effort to use the knowledge skills and expertise of all regional stakeholders to create a framework or template for intergovernmental strategic planning that can be used outside the region; and, to implement that integrated strategy in Hampton Roads, Virginia creating an effective and efficient method for planning holistically for sea level rise and recurrent flooding.

In the world we live in today, many people live in urban or suburban areas. For this reason, residents of these metropolitan areas should be aware of the safety of the city they live in so they can take necessary precautions and educate youth about what actions are safe.     Fourth Amendment law is sorely in need of reform. To paraphrase Justice Sotomayor’s concurrence in United States v. Jones, the idea that people have no expectation of privacy in information voluntarily shared with third-parties—the foundation of the widely reviled “third-party doctrine”—makes little sense in the digital age.

    In truth, however, it is not just the third-party doctrine that needs retooling today. It is the Fourth Amendment’s general approach to the problem of “shared information.” Under existing law, if A shares information with B, A runs the risk of “misplaced trust”—the risk that B will disclose the information to law …

Much of the literature on organizational ethics attribute unethical behavior in the workplace as originating from greed, inadequate ethics training, lax ethics laws, and lenient disciplinary actions when ethical lapses do occur. While this perception advances a cogent argument, it does not examine the entire concept of unethical behavior, because it does not consider the organizational culture which clearly guides employees' ethical behavior and decision making in the organization. Alternative Courts And Drug Treatment: Finding A Rehabilitative Solution For Addicts In A Retributive System, Molly K. Webster

    Sentencing drug crimes and treating drug-addicted defendants often stem from contradictory theories of punishment. In the late twentieth century, courts traded rehabilitation for retributive ideals to fight the “War on Drugs.” However, beginning with the Miami-Dade Drug Court, treatment and rehabilitation have returned to the forefront of sentencing policy in traditional and alternative drug courts.

    Jurisdictions have implemented a variety of policies designed to treat addiction as opposed to punishing it.     Local boards of health often issue regulations that have broad effects that surpass the borders of the city or county to which they apply. Promulgation of such rules by board of health members appointed by the executive branch implicates separation of powers concerns; because such regulations may so extensively burden a locality’s citizens, it may be more appropriate for elected officials to adopt these regulations. Indeed, local businesses or other interested parties often bring suit challenging local board of health actions. The Supreme Court's decision in Chevron U.S.A. Inc. v. Natural Resources Defense Council, Inc. continues to obsess academics and courts alike. Despite all the attention, however; the "Chevron revolution" never quite happens. This decision, though seen as transformatively important, is honored in the breach, in constant danger of being abandoned, and the subject of perpetual confusion and uncertainty. This Essay seeks both to bury and to praise Chevron.

Karis Stubblefield is a junior at Brown University double-concentrating in history and Egyptology.
