Good Cop -- Bad Cop: Police Violence And The Child’S Mind, Andrea L. Dennis
Good Cop -- Bad Cop: Police Violence And The Child’S Mind, Andrea L. Dennis
Scholarly Works
Police violence against citizens lately has gripped the nation’s attention because of recent cases in Ferguson, Missouri; Staten Island, New York; Cleveland, Ohio; Baltimore, Maryland; and elsewhere. Children in those communities and nationwide have been directly and indirectly exposed to these well-publicized incidences of police killings and the aftermath of those killings.
Exposure to police violence may cause children physical, cognitive, emotional, and social trauma. Moreover, the exposure may negatively influence children’s mindsets regarding the criminal justice system and police.
Undoubtedly, these events of late are not the first and only instances in which children have been exposed to physically …
Pm2.5 And Ambient Air Pollution: Effects On Medicaid Spending And Hospitalizations, Joshua William Wei
Pm2.5 And Ambient Air Pollution: Effects On Medicaid Spending And Hospitalizations, Joshua William Wei
Public Health Theses
Rationale: Fine particulate matter (<2.5 um), or PM2.5, and Ozone has been linked to a number of respiratory and cardiovascular conditions and is a known trigger for acute events. Though previous studies have addressed these correlations, few have examined PM2.5’s acute effects on inpatient admissions and health care costs, by utilizing narrower time intervals than other research projects.
Objectives: To identify whether trends in hospitalization spending in short time-intervals is associated with PM2.5 measures, and to create a predictive model for spending based on two major categories of outcomes: selected CV conditions and respiratory conditions known to be associated with PM2.5 exposure that we will identify by Medicaid charge codes. We also attempt to model inpatient admissions altogether as an alternative outcome.
Methods: We link Medicaid charge information for all procedures in Texas to daily air-quality data sourced from 63 EPA sites in the state (providing more comprehensive geographical and temporal coverage) and …

Pinching Pennies, Costing Dollars: Michigan's Offender Re-Entry System, Crystal A. Dussia
Pinching Pennies, Costing Dollars: Michigan's Offender Re-Entry System, Crystal A. Dussia
Senior Honors Theses and Projects
The current state of incarceration is a burden that every taxpayer bears. Through effective offender re-entry services, the financial, social, and physical burdens such as high crime rates, high recidivism rates, and the high cost of incarceration can be lessened for all citizens. Historical context establishes a foundation to be able to understand the current state of re-entry in Michigan as a small representation of the nation. The financial expenditures, social costs, and lack of evidence of past practice are explored. The content of this thesis is focused on Michigan within a national context of prison re-entry programs, history, and …

Synoptic Patterns Associated With Northeast And South East Ice Storms, Ricardo Vargas
Synoptic Patterns Associated With Northeast And South East Ice Storms, Ricardo Vargas
Dissertations and Theses
Wintertime storms that produce precipitation events such as snow, freezing rain, and ice pellets cause significant damage to utility services and disrupt travel. These synoptic systems involve deep isothermal regions where warm, moist air over-runs surface sub-freezing air. Much attention has been focused on Northeast ice storms, where a study by Cortinas et al. (2004) identified the Northeast as the region with the highest spatial distribution of freezing rain and ice pellets. Castellano (2012) also identified 2 types events where ice storms occur in the Northeast as a result of cold-air intrusions from Canada and from an absence of cold …

Report From The Restorative Justice Process At The Dalhousie University Faculty Of Dentistry, Jennifer Llewellyn, Jacob Macisaac, Melissa Mackay
Articles, Book Chapters, & Popular Press
In December 2014, female students in Dalhousie University’s Faculty of Dentistry filed complaints under the University’s Sexual Harassment Policy after they became aware some of their male colleagues had posted offensive material about them in a private Facebook group. The select materials revealed from the Facebook group reflected misogynistic, sexist and homophobic attitudes. At the complainants’ request, the University began a restorative justice process to investigate the matter, address the harms it caused and examine the climate and culture within the Faculty that may have influenced the offensive nature of the Facebook group’s content. Twenty-nine students from the class of …
Brown Bear And Human Recreational Use Of Trails In Anchorage, Alaska, Jessica A. Coltrane, Rick Sinnott
Brown Bear And Human Recreational Use Of Trails In Anchorage, Alaska, Jessica A. Coltrane, Rick Sinnott
Human–Wildlife Interactions
Anchorage, Alaska, has 301,000 human residents and hundreds of thousands of visitors each year. Anchorage also supports a viable population of brown bears (Ursus arctos). As a result, human–bear encounters are common. We used camera traps to monitor recreational trails near salmon spawning streams at 3 study sites during the summers of 2009 to 2012 to better understand daily and seasonal activity patterns of bears and humans on these trails. The more remote study sites had the least human activity and the most bear activity. Human–bear encounters were most likely to occur from July through early September due …
Cost-Effective Approach To Reducing Collisions With Elk By Fencing Between Existing Highway Structures, Jeffrey W. Gagnon, Chad D. Loberger, Scott C. Sprague, Kari S. Ogren, Susan L. Boe, Raymond E. Schweinsburg
Cost-Effective Approach To Reducing Collisions With Elk By Fencing Between Existing Highway Structures, Jeffrey W. Gagnon, Chad D. Loberger, Scott C. Sprague, Kari S. Ogren, Susan L. Boe, Raymond E. Schweinsburg
Human–Wildlife Interactions
Collisions with large ungulates cause serious human and animal injuries and significant property damage. Therefore, wildlife crossing structures are increasingly included in new road construction to reduce wildlife–vehicle collisions, while still allowing wildlife to safely cross roads. Recently, state and federal transportation budgets have declined, concomitantly reducing the construction of wildlife crossing structures, which are generally tied to large-scale reconstruction projects that are delayed for decades into the future. Nevertheless, even during times of fiscal constraint or temporal delay, it is still necessary to reduce collisions with wildlife and maintain habitat connectivity. Therefore, it is important to find cost-effective and …
Legal Myths Of Ebola Preparedness And Response, James G. Hodge Jr.
Legal Myths Of Ebola Preparedness And Response, James G. Hodge Jr.
Notre Dame Journal of Law, Ethics & Public Policy
In March 2014, Ebola viral disease (“EVD”) emerged from several
West African countries as a substantial threat to global health.
Through a series of core legal powers pursuant to its declaration of a
public health emergency of international concern (“PHEIC”) on
August 8, 2014, the World Health Organization (“WHO”) averted a
global health disaster by requiring member countries to engage in mul- tiple public health interventions. These efficacious WHO-mandated
measures included implementation of border closures to limit the
spread of EVD within and outside of countries like Guinea, Liberia,
Senegal, and Sierra Leone. Industrialized nations, including the
United States, responded …
Firearm Regionalism And Public Carry: Placing Southern Antebellum Case Law In Context, Eric Ruben, Saul A. Cornell
Firearm Regionalism And Public Carry: Placing Southern Antebellum Case Law In Context, Eric Ruben, Saul A. Cornell
Faculty Journal Articles and Book Chapters
In recent years, following the Supreme Court’s landmark originalist opinion in District of Columbia v. Heller, courts have been asked to strike down restrictions on the public carrying of handguns on the basis of the original understanding of the Second Amendment. One of the key sources used to justify this outcome is a family of opinions from the antebellum South asserting an expansive right to carry weapons in public. In this essay we explore whether that body of case law reflected a national consensus on the meaning of the right to bear arms or, in the alternative, a narrower regional …

Me And Mr. Jones: A Systems-Based Analysis Of A Catastrophic Defense Outcome, Pamela R. Metzger
Faculty Journal Articles and Book Chapters
Leo S. Jones spent four months in jail, accused of a probation that had long since expired. His incarceration was illegal. It was also preventable.
In this essay, I describe the unique data collection project that identified Mr. Jones’ case. Then, I analyze the various individual, institutional, and systemic practices that contributed to Mr. Jones’ illegal incarceration. I show how an investigation of Mr. Jones’ case led to the discovery of widespread latent errors that may have adversely affected innumerable other detainees. I conclude by explaining what this case reveals about how data collection and analysis can improve public defender …
Defending Data, Pamela R. Metzger
Defending Data, Pamela R. Metzger
Faculty Journal Articles and Book Chapters
Defending Data proposes a data-driven, systems-based approach to improving public defense in America.
Public defenders represent millions of defendants every year. Yet, public defense remains a largely data-less enterprise, a black box of discretionary decisions disconnected from any systemic analysis about the relationship between defender practices and case outcomes. Defending Data adopts a novel approach to the crisis of public defense. Building off of the successful implementation of system-based approaches in other complex, high-risk industries such as aviation and medicine, Defending Data explains how defenders can develop a data-driven systems approach to public defense.
Defending Data begins by describing the …

The Impact Of Victim Age And Religious Affiliation On Perceptions Of Cleric Sex Offenders, Kaylee Ann Stone
Theses and Dissertations
The present study examined perceptions of sex offenders using a 2 (victim age: 11-year-old vs. 15-year-old) X 2 (type of sexual offense: rape vs. statutory rape) X 3 (affiliation of the perpetrator: public school teacher vs. Catholic priest teacher vs. Lutheran pastor teacher) factorial design. Participants (N = 286) were asked to read one of 12 vignettes describing charges of improper sexual activity between a male teacher and his male student. Results indicated that participants recommended a shorter sentence and registry level, attributed more blame to the victim and less to the offender, and found the victim more mentally unstable …

Examining Parental And Neighborhood Factors As Moderators In A Youth Violence Prevention Pilot Study, Kendra Piper
All ETDs from UAB
Youth violence is a significant and prevalent public health concern in the United States. Adolescents and young adults have the highest rates of violent crime perpetration and victimization. Youth violence is a complex problem involving multiple levels of influence that interact to diminish or increase risk and protective factors in high risk communities. Family and neighborhood factors have emerged as prominent influences on the risk of violent and delinquent behavior. Approaches to reducing risk behaviors in adolescence have moved beyond traditional risk-factor reduction to emphasize the importance of enhancing protective factors. Positive youth development programs have been found to be …

Innovative Dart™ Ms Applications For Rapid Opioid Detection In Ante- And Post-Mortem Specimens, Rachel Crocker Beck
All ETDs from UAB
The studies presented herein were born through the observations of the challenges that are faced by forensic toxicology laboratories. While these challenges were first observed in the forensic toxicology field, they are common across clinical, workplace drug testing, and pain management laboratories alike. The challenge is how to increase efficiency without sacrificing quality. Current drug screening protocols such as immunoassays (IA), gas chromatography mass spectrometry (GC/MS), and liquid-liquid chromatography tandem mass spectrometry (LC/MS/MS) are robust but inefficient and limited, with some analyses providing only class information. These analyses when coupled require up to four days to complete for a confirmed, …

Through discriminatory rhetoric state and local officials construct delinquent juvenile immigrant youth as the embodiment of a threat to public safety and American values. Accordingly, alleged delinquent undocumented immigrant children who have spent the majority of their lives in the United States, are subjected to discrimination and exclusionary practices, which enable lessened protections under the law. This article critically analyzes how undocumented delinquent youth, mainly Latino males, are constructed through the various narratives of immigrant children that are perpetuated by the media and policymakers, and how this impacts their treatment within the juvenile justice and immigration systems. Central to this …
Towards Principles And Standards For The Benefit-Cost Analysis Of Safety, W. Kip Viscusi, Scott Farrow
Towards Principles And Standards For The Benefit-Cost Analysis Of Safety, W. Kip Viscusi, Scott Farrow
Vanderbilt Law School Faculty Publications
Benefit-cost analysis (BCA) is frequently applied to decisions involving public safety which requires analyzing risk and assessing options to manage risks. Principles and standards may assist analysts, decision-makers, and the public in developing and interpreting such BCAs. Principles and standards at best represent commonly held views among a community of practice. Such views are continually evolving with advances in the field. This paper presents a modularized format towards principles and standards that may assist in focusing discussion and decisions about whether such proposals actually reflect principles and standards within the benefit-cost analysis community of practice. Among topics covered are welfare …

Principals' Lived Experiences In Childhood Poverty Impacting Resiliency Of Students In Poverty, Jonathan Rasmussen
Electronic Theses and Dissertations
The number of children living in poverty within the United States is on the rise, which translates to more public school students experiencing those risk factors associated with poverty. Given the severity of the negative effect living in poverty has on the likelihood of academic success, paired with the current climate of accountability in U.S. public schools, it is imperative that educational leaders understand how to create a school culture that fosters resilience in students from poverty. The purpose of this study was to examine principals' lived experiences in childhood poverty impacts the decisions they make. More precisely, it examines …

From American Service To Disservice: An Exploration Of The Impact Of Military Experience Among An Incarcerated Population, Erika Brooke
Electronic Theses and Dissertations
This dissertation research examines the impact of military service among an incarcerated population. It addresses the gaps identified within the prior literature by taking a closer look at the association between service experience and criminal justice outcomes. Specifically, the present study explores whether branch type, combat exposure, age of entrance, service length, and discharge status impact the number of lifetime arrests, current offense type, and institutional misconduct. This research uses data from the U.S. Bureau of Justice Statistics* 2004 Survey of Inmates in State and Federal Correctional Facilities. Multivariate analyses indicate that different elements of military participation influence criminal and …
