The incidence of HIV and Hepatitis C is significantly higher in Canadian federal penitentiaries than among the general public, as are the transmission rates of these two diseases. These disproportionate rates of infection are largely attributed to the sharing of needles among inmates who are addicted to intravenous drugs. This has created a serious public health risk for all federal inmates as well as the general public, since many of these inmates will be released back into society. In response to this risk, the Correctional Service of Canada asked the Public Health Agency of Canada (PHAC) to study the effectiveness …

Critical infrastructures are vital assets for countries as a harm given to critical infrastructures may affect public order, economic welfare and/or national security. Today, cyber systems are extensively used to control and monitor critical infrastructures. Therefore, cyber threats have the potential to adversely affect the order of societies and countries. In this PhD study, the root causes of the susceptibility of the critical infrastructures of Turkey to the cyber threats are identified by analyzing the qualitative data with the grounded theory method. In March 2014, President Obama urged Congress to approve a minimum wage hike from $7.25 to $10.10. As expected, a debate sparked from both sides of the aisle about whether it should be increased at all and if the proposed jump was too large. Following this debate, a flurry of public opinion polls entered the field to measure how Americans felt on this issue. Research firms from the Washington Post to Pew fielded basic surveys asking how Americans felt about the potential wage hike. Governments lie. They do so for many different reasons to a wide range of audiences on a variety of topics. Although courts and commentators have extensively explored whether and when the First Amendment permits the government to regulate lies told by private speakers, relatively little attention has yet been paid to the constitutional implications of the government's intentional falsehoods. This Article helps fill that gap by exploring when, if ever, the Constitution prohibits our government from lying to us.

Criminal prosecution of police officers raises a myriad of issues that this Article will begin to explore. First, while there has been a paradigmatic shift in police accountability in recent decades from remedies focusing on individual officers to those focusing on broad organizational reform, this Article will explore the important role that the deterrence rationale of criminal prosecution might play as one tool to address police misconduct. The notion of compelling formal education has been in existence since the 1600's. Subtle differences can be extrapolated from the compulsory school attendance statutes enacted during the past four centuries; however, the core requirements have remained the same. Despite the fact the United States Supreme Court has ruled education is not a fundamental right. Every state has laws mandating school attendance for minor children. This dissertation examines the factors that contribute to the successful funding of post-employment benefit plans, other than pension plans, sponsored by municipal governments (OPEB plans). These plans primarily provide retiree healthcare benefits. The study analyzes the degree to which the professional experience and training of chief financial officers (CFOs), and the mayors or managers who serve as chief executive officers (CEOs) affect the level of short-term and long-term funding of OPEB liabilities. Several hypothesized models include other factors such as form of government, municipal financial condition, plan actuarial parameters, and plan participant cost sharing. In December 2014, female students in Dalhousie University’s Faculty of Dentistry filed complaints under the University’s Sexual Harassment Policy after they became aware some of their male colleagues had posted offensive material about them in a private Facebook group. The select materials revealed from the Facebook group reflected misogynistic, sexist and homophobic attitudes. At the complainants’ request, the University began a restorative justice process to investigate the matter, address the harms it caused and examine the climate and culture within the Faculty that may have influenced the offensive nature of the Facebook group’s content. Workers' compensation, a critical safety net for injured and ill workers in the form of medical care and wage replacement benefits, emerged on the heels of the Industrial Revolution as the first extensive social insurance program in the United States. Over the past two decades, workers' compensation policy in New York State has followed a national trend of severe retrenchment in benefits to workers. A recent Ninth Circuit decision, prohibiting peremptory challenges on the basis of sexual orientation, reveals the continuing evolution of the Batson doctrine. Meanwhile, contrary judicial voices demand the abolition of the peremptory challenge. This article uncovers two phenomena that militate against abolition of the peremptory challenge, and in favor of allowing Batson’s evolution. First, the justifications for abolition apply asymmetrically to prosecution and defense, suggesting that an asymmetrical approach is more apt. Second, the states historically adopted an asymmetrical approach — unequal allocation of peremptory challenges to prosecution and defense — and yet many state legislatures have recently abandoned asymmetry, …

Research and testimonial evidence indicate the importance of postsecondary education in the rehabilitating inmates and in decreasing reoffending. However, limited research exists on improving critical thinking skills and cognitive processing among inmates. The purpose of this quantitative study was to (a) examine the influence of a psychology course on the critical thinking scores for individuals who took an online psychology course and to (b) analyze how the scores of inmates and other students in the course differed. The purpose of this research is to study Brazil's current pacification efforts in the favelas of Rio de Janeiro. Brazil has long been linked to violent crime, corruption, and increasing social inequality. It features more homicides than any other country on earth: one in ten people killed around the world each year is a Brazilian (Carvalho, 2015). There is a widespread public perception of corruption in Liberia's election process, yet there is little documentation on the characteristics of voters and their perceptions of electoral corruption. The purpose of this correlational study was to explore the relationship between gender, ethnicity, physical location, and perceptions about political activity during the 2005 national election. Roderick Chisolm's conceptualization of the internalist view of justification served as the theoretical construct. Data were acquired from the Afrobarometer survey (n = 1,200), which used a representative cross-sectional sample design, and were subjected to cross-tabulation analysis, a chi-square test, and a correlation analysis. A review of existing literature on the health effects of marijuana use and marijuana's impact on public safety was conducted. Researchers are still unclear as to exactly how marijuana use affects brain structure and function, but some studies indicate that long-term chronic use leads to changes in both neurological function and physical brain structure. [Introduction] Pretrial services agencies in Virginia are actively engaged in identifying, testing, and implementing pretrial services legal and evidence-based practices (LEBP) that are consistent with the legal and constitutional rights afforded to accused persons awaiting trial, and that research has proven to be effective in reducing unnecessary detention while assuring court appearance and the safety of the community during the pretrial stage. The virginia pretrial risk assessment instrument (VPRAI), known nationally as the "Virginia Model," was the first research-based statewide pretrial risk assessment in the country. Perceptual differences in how citizens and police view police-initiated contacts can result in individual and communal tension, mistrust, and social strife, which complicate the relationships needed in order to thrive and promote safe environments. To examine how police officers interpret these contacts, this case study sought to explore the nature of citizen-police relations from the perspective of police officers in a city in the northwest part of the United States.
