The Mental Health Bill, 2025, proposes to remove autism and learning disability from the scope of Section 3 of the Mental Health Act, 1983 (MHA). The present article represents a professional and carer consensus statement that raises concerns and identifies probable unintended consequences if this proposal becomes law. Our concerns relate to the lack of clear mandate for such proposals, conceptual inconsistency when considering other conditions that might give rise to a need for detention and the inconsistency in applying such changes to Part II of the MHA but not Part III. This Article analyzes the largely unexplored phenomenon of militant civilians engaged in efforts to police and silence activism that challenges entrenched American power systems and economic distributions placing whites atop the social hierarchy in the United States. I argue that this civilian enforcement is an unregulated vessel for state-sponsored violence meant to silence the contestation of the existing racial hierarchy. While scholars, myself included, have written about the many ways police confront and silence racial justice activists on the streets at least since the beginning of the Black Lives Matter (BLM) movement, the role law enforcement plays in silencing racial …

The criminal legal system in the United States is plagued by serious and systemic problems. There have been countless efforts at reform over the last many decades that have included changes in what is a crime, how crimes are punished, how prosecutors do their job, and changes in policing. Yet, despite these efforts, problems such as mass incarceration remain deeply embedded. It is easy to be swept up in pessimism when discussing the criminal legal system. A Most Essential Power: The Case For Restoring Comprehensive Land Use Authority In Indian Country, Michelle Bryan

Part I of this article provides a brief overview of allotment and its lingering jurisdictional quagmire on impacted reservations. Stepping outside of Indian Country, Part II then outlines the U.S. Supreme Court’s longstanding recognition of sweeping, area-wide government land use authority—authority it considers among the “most essential” and “least limitable.” The Court has never applied this established law when determining tribal sovereignty over land use. That application is long overdue.
Part III details how we arrived at this state of affairs—how tribes, despite starting with sovereign control over land use throughout their territories, experienced losses in that authority over time …

Compact Space-Folded Multi-Resonator Duct Silencer With Broadband Noise Reduction And Minimal Flow Disturbance, Joshua Lloyd

Control and reduction of unwanted noise is a significant concern in many residential, commercial, and industrial fields. Specifically, ducted noise control is of increasing importance due to the complex challenges of ventilation requirements imposed on the system. This research presents a compact, space-folded silencer which achieves broadband attenuation of noise in ducted applications. Making use of axial arrays of side- loaded resonators, this structure allows for unobstructed fluid-flow through its center, resulting in a static fluid pressure drop across the device of only 14.5 Pa. Synoptic climatology offers a powerful lens for understanding atmospheric mechanisms that govern regional precipitation trends. In arid regions like Makkah Al-Mukarramah, subtle shifts in large-scale climate drivers can significantly alter rainfall behavior. This study evaluates the presence and impact of climate change at the Holy Site of Arafat by employing synoptic analysis based on NOAA datasets (1966–2022) focusing on geopotential height at 500 mb, sea-level pressure, and zonal wind at 250 mb. Observed changes in these parameters indicate a strengthening of high-pressure systems and a northward shift of rainfall belts, suggesting a drier regional climate with potential for more localized …

Firefighters are routinely exposed to critical incidents, potentially resulting in mental health consequences. Critical incident stress debriefing (CISD) is a common postcritical incident intervention used among fire departments in the United States to address these mental health impacts. Understanding the perspectives of firefighters’ experience with CISD can contribute information to the social work profession, may engage firefighters in the discussion surrounding their mental health needs, and could provide effective postcritical incident coping strategies. There Are No Good Landlords: Deconstructing Discourses Of The “Mom And Pop” Landlord In Syracuse, Ny, Natalie Mclaughlin

This thesis examines how landlords operating in Syracuse, NY’s high poverty neighborhoods use discourse to legitimize their class interests and reinforce their dominance in a postindustrial, neoliberalizing city. Drawing on interviews and participant observation with members of the Central New York Landlord Association, it explores how landlord narratives are shaped by, and help reproduce, the interconnected structures of urban neoliberalism, racial capitalism, and settler colonialism. While the City of Syracuse promotes redevelopment strategies to attract private capital and raise property values, many landlords continue to profit from long-term disinvestment and tenant confinement to the city’s poorest rental markets. Urban pluvial flooding occurs when local precipitation intensity exceeds the capacity of natural and engineered drainage systems, resulting in dangerous and highly localized inundation that is not captured by traditional stream gaging networks. While satellite imagery and flood maps support regional-scale flood management, a critical gap remains in the real-time, spatially continuous, in-situ monitoring of urban surface flooding. To address this monitoring gap, we develop a low-power, camera-based distributed sensor network flood mapping platform, Urban Flood Observation Network (UFO-Net), featuring two co-mounted sensors: a multispectral optical (capturing RGB and Near-Infrared) and a long-wave infrared (thermal) camera. The purpose of this phenomenological research is to examine the perceived effectiveness of anti-recidivism programs in California and the lived experiences of ex-offenders who participate in the programs. This research will employ a qualitative methodology, utilizing a phenomenological design and interviews to collect data. The guiding theory for this research will be the Life-Course Theory, which examines relationships, significant life events, or turning points and their correlation with sobriety, gainful employment, and a crime-free lifestyle. Change management is critical to strategy implementation, yet organizations frequently struggle to integrate change initiatives, leading to high failure rates. This study explores the systemic challenges associated with change management projects within strategy implementation programs, identifying key factors contributing to success or failure. The research, using a flexible qualitative case study, examines the perspectives of executives, middle managers, and front-line employees in a U.S.-based public safety apparel company. Findings reveal that ineffective communication, insufficient training and support, lack of leadership accountability, employee resistance, generational and cultural differences, and misalignment between strategic vision and operational execution significantly contribute to change management …

Air pollution and rising temperatures threaten public health and safety, necessitating advanced monitoring solutions. This study developed a drone-assisted system for autonomous air quality and heat index monitoring, ensuring real-time alerts even without human presence. By integrating the K-Nearest Neighbors (K-NN) machine learning algorithm, the system provides an innovative and cost-effective approach to identifying environmental risks and raising awareness. The system consists of a Drone system, ESP32, MQ-135 gas sensor, and DHT11 temperature and humidity sensor for data acquisition. Through multivariate time series exploration, the Vector Autoregressive (VAR) model was developed to predict marked climatological data for General Santos City, Philippines. The dataset, which covered the period from January 01, 2001, until June 30, 2024, was obtained from the NASA POWER API and included crucial variables: surface pressure, specific humidity, wind speed, air temperature, precipitation, and UV irradiance. The study recorded significant diurnal and seasonal trends, which could be observed in the surface pressure, specific humidity, air temperature, and UV irradiance that displayed the predictable cycles. In the state of Georgia, seventeen-year-olds are not old enough under the law to vote or consume alcohol and tobacco products. Despite this, they are old enough to be criminally tried as adults. Georgia is one of three states that continues to process seventeen-year-old juvenile offenders through the criminal justice system instead of juvenile court. In September 2023, forty-five juveniles were prosecuted as adults and incarcerated in Georgia prisons. This is significant because juvenile offenders experience better outcomes when they are processed through the juvenile court system because juvenile courts account for a youth’s “naturally high capacity for change and …

Clements v. Florida is a recent Eleventh Circuit decision holding that the court could not hear the habeas petition of a post-conviction sex offender in Florida since he failed to meet the “in custody” requirement for filing a habeas petition. However, the Eleventh Circuit did not consider the land restrictions in place against the petitioner and other sex offenders in Florida. This decision may leave sex offenders without an avenue to challenge the restrictions in place against them. Such restrictions have led to homelessness and poverty leaving sex offenders with no place to work or live, in poverty, as outcasts …

Research has underscored the critical role of probation officers in improving rates of recidivism. However, the literature on the comprehensive impact of outside services on recidivism was sparse and underdeveloped. The purpose of this qualitative study was to explore how probation officers in court services and a community corrections agency in Garden City, Kansas perceived the utility of outside services in reducing adult recidivism for probationers. Ecological systems theory was used to guide the study. Eight probation officers recruited via purposive sampling participated in semistructured interviews. Critical water infrastructure in the United States faces increasing cybersecurity threats from state-sponsored actors, with potentially devastating consequences for national security, economic stability, and public health. This infrastructure supports defense critical assets and is actively being targeted by various state-sponsored hacking groups, which poses a major concern for civilians and military alike. K.
