Effectiveness Of User Centered Design For Optimizing An Electronic Documentation Form, Karen L. Albrecht

Regis University Student Publications (comprehensive collection)

Problem. The electronic form used by lactation consultants to document assessment findings, interventions, plans and recommendations, did not meet user’s requirements. Purpose: The purpose of this project was to evaluate the effect of optimization through a User Centered Design (UCD) process on information quality, use and user satisfaction. Goals. The goals were to provide information technology (IT) support for the organization’s Baby Friendly initiative and to support collaborative, consistent messaging for breastfeeding families which could, in turn, support exclusive breast milk feeding. Exclusive breast milk feeding is a population health initiative that could positively impact the triple aim of better …

Speech And The Truth-Seeking Value, Brian C. Murchison Jan 2015

Speech And The Truth-Seeking Value, Brian C. Murchison

Scholarly Articles

Courts in First Amendment cases long have invoked the truth-seeking value of speech, but they rarely probe its meaning or significance, and some ignore it altogether. As new cases implicate questions of truth and falsity, thorough assessment of the value is needed. This Article fills the gap by making three claims. First, interest in truth-seeking has resurfaced in journalism, politics, philosophy, and fiction, converging on a concept of provisional or “functional” truth. Second, the appeal of functional truth for the law may be that it clarifies thinking about a range of human priorities—survival, progress, and character—without insisting on truth in …

Influence Of Personal And State Level Variables On Perception Of State Emergency Management Network Resilience In 47 States, Victoria Jennison Jan 2015

Influence Of Personal And State Level Variables On Perception Of State Emergency Management Network Resilience In 47 States, Victoria Jennison

Electronic Theses and Dissertations

Emergency management coordination in the United States has fallen victim to over a century of strategies to organize, reorganize, consolidate, or decentralize disaster preparedness, planning and response. Regardless of the agency in charge at the federal level, individual citizens have been responsible for their own well-being immediately after any disaster or emergency event for more than 100 years because it takes time to mobilize and deliver aid. The system most often charged with managing that mobilization during an emergency event that exceeds the response capacity of local public safety agencies is the state emergency management network. Many entities in a …

Stereo Photo Series For Estimating Natural Fuels In The Netherlands Volume 3: Veen, Brian P. Oswald Jan 2015

Stereo Photo Series For Estimating Natural Fuels In The Netherlands Volume 3: Veen, Brian P. Oswald

Faculty Publications

The photo series is a collection of photos and associated field data representing a region of The Netherlands. Volume 3 includes peatland vegetation types located in Northumberland National Park in England. These sites were used to represent those found in The Netherlands since peatlands in the UK are larger and thereby better for the field research. For each vegetation type, sites were sampled with varying fuel loads. The description of the sites consists of a wide-angle site photo, supplemented with field data on the various fuel loads and vegetative layers. The photo series is an important ecological tool to assess …

Making Progress In Idaho State Budgeting: The Sequel, Dick Kinney Jan 2015

Making Progress In Idaho State Budgeting: The Sequel, Dick Kinney

Political Science Faculty Publications and Presentations

This paper examines Idaho state budgeting decisions for Fiscal Year 2014 and assesses what progress has been made to return to the state’s revenue and spending levels before the hard times in 2009 and 2010 (Kinney 2010; Kinney 2011). After briefly describing Idaho’s population and politics, the report discusses the state’s economic and General Fund revenue contexts for budget decision making. It then analyzes the governor’s budget and the legislature’s appropriations and considers two important potential impacts of these decisions. Progress in Idaho state budgeting continued to be mixed. The state economy generally gained since the recession years although prospects …

Alternative Timing Of Carbaryl Treatments For Protecting Lodgepole Pine From Mortality Attributed To Mountain Pine Beetle, Christopher J. Fettig, A Steve Munson, Kenneth E. Gibson Jan 2015

Alternative Timing Of Carbaryl Treatments For Protecting Lodgepole Pine From Mortality Attributed To Mountain Pine Beetle, Christopher J. Fettig, A Steve Munson, Kenneth E. Gibson

United States Department of Agriculture, Forest Service / University of Nebraska-Lincoln: Faculty Publications

Carbaryl is regarded among the most effective, economically viable, and ecologically-compatible insecticides available for protecting conifers from bark beetle attack in the western United States. Treatments are typically applied in spring prior to initiation of bark beetle flight for that year. We evaluated the efficacy of spring and fall applications for protecting individual lodgepole pine, Pinus contorta Dougl. ex Loud, from mortality attributed to mountain pine beetle, Dendroctonus ponderosae Hopkins, the most notable forest insect pest in western North America. Both spring and fall treatments of 2.0% a.i. carbaryl (Sevin® SL) were efficacious for two field seasons, while results from …

A Research Framework For The Geographic Study Of Exotic Pet Mammals In The Usa, Gabrielle C. Tegeder Jan 2015

A Research Framework For The Geographic Study Of Exotic Pet Mammals In The Usa, Gabrielle C. Tegeder

Department of Geography: Dissertations, Theses, and Student Research

Exotic animals are not well-represented in geographic studies, even in the emerging sub-field of animal geography. With the dearth of exotic animal studies, and the relevance of exotic pets in the public consciousness and in the news, a basic, introductory study such as this is necessary to begin examining the myriad ways in which exotic pets intersect with, and have influence in, both the site and situation of modern human-oriented environments.

Exotic pet attack incidents and both state and federal laws regarding the private ownership of exotic mammals as pets were examined in detail within the scope of this research. …

Right-Sizing Broadband Spectrum Auction Licenses: The Case For Smaller Geographic License Areas In The Tv Broadcast Incentive Auction, William Lehr, J. Armand Musey Jan 2015

Right-Sizing Broadband Spectrum Auction Licenses: The Case For Smaller Geographic License Areas In The Tv Broadcast Incentive Auction, William Lehr, J. Armand Musey

UC Law SF Communications and Entertainment Journal

This article examines the potential impact of smaller-sized license territories in the context of the FCC's upcoming 2016 Broadcast Incentive Auction-the largest, most complex auction to date. The purpose of the auction is to free up to 120 MHz of prime spectrum in the 600 MHz band, currently licensed to over-the-air television broadcasting, to repurpose for licensing mobile broadband and other higher value wireless services. This article argues that using smaller territories is more consistent with the longterm direction of efficient spectrum management reform and future wireless market. The article also explains how adopting small geographic territories is necessary to …

Borderland Films, Dominique Brégent-Heald Jan 2015

Borderland Films, Dominique Brégent-Heald

University of Nebraska Press: Sample Books and Chapters

The concept of North American borderlands in the cultural imagination fluctuated greatly during the Progressive Era as it was affected by similarly changing concepts of identity and geopolitical issues influenced by the Mexican Revolution and the First World War. Such shifts became especially evident in films set along the Mexican and Canadian borders as filmmakers explored how these changes simultaneously represented and influenced views of society at large.

Borderland Films examines the intersection of North American borderlands and culture as portrayed through early twentieth-century cinema. Drawing on hundreds of films, Dominique Brégent-Heald investigates the significance of national borders; the ever-changing …

Optimism In Nonmetropolitan Nebraska: Perceptions Of Well-Being, Rebecca Vogt, Cheryl Burkhart-Kriesel, Randolph Cantrell, Bradley Lubben, L. J. Mcelravy

Publications from the Center for Applied Rural Innovation (CARI)

Nebraska farm income decreased nearly 35 percent from 2014 to 2013. This resulted in Nebraska being the only state in the country to experience a drop in per capita personal income last year. However, hourly earnings in manufacturing have increased in 2015 compared to last year. Given the challenges and uncertainties of recent years, how do rural Nebraskans believe they are doing and how do they view their future? How satisfied are they with various items that influence their well-being? Have these views changed over the past twenty years? This paper provides a detailed analysis of these questions. This report …

Publications from the Center for Applied Rural Innovation (CARI)

Population losses are an ongoing problem in rural counties. This loss leads to many issues faced by rural communities such as funding public services, business transition and retention, recruiting new residents, an aging population base as well as many others. Given these challenges, how do rural Nebraskans feel about their community? Are they satisfied with the services provided by their community? Are they planning to move from their community in the next year? Have these views changed over the past twenty years? This paper provides a detailed analysis of these questions. This report details 1,991 responses to the 2015 Nebraska …

Moneyball Sentencing, Dawinder S. Sidhu Jan 2015

Moneyball Sentencing, Dawinder S. Sidhu

Faculty Scholarship

Sentencing is a backward- and forward-looking enterprise. That is, sen-tencing is informed by an individual’s past conduct as well as by the criminal jus-tice system’s prediction of the individual’s future criminal conduct. Increasingly, the criminal justice system is making these predictions on an actuarial basis, computing the individual’s risk of recidivism according to the rates of recidivism for people possessing the same group characteristics (e.g., race, sex, socio-economic status, education). The sentencing community is drawn to this statisti-cal technique because it purportedly distinguishes with greater accuracy the high-risk from the low-risk, and thereby allows for a more efficient allocation of …

Hometown, Usa: A Community Economic Digest About Searcy, Arkansas, Fourth Edition, Don P. Diffine Ph.D.

Belden Center Monographs

Local tradition has it that about 60 years ago, then-Mayor Frank Headlee appeared on a Little Rock television talk show program to promote Searcy, Arkansas. Proclaiming that the town was indeed “rich,” in a colorful play on words he went on: “Every blade of grass has a ‘green’ bulk, every bird has a ‘bill,’ the chimneys have their ‘drafts,’ the streets are ‘flushed,’ the lawns get a ‘rake off,’ the clouds have a ‘silver lining,’ and every flower has at least ‘one scent.’”

Attitude Of Chinese Students Towards Solar Pv Rooftop System Adoption, Steven E. Spicer, Yaqin Sun Jan 2015

Attitude Of Chinese Students Towards Solar Pv Rooftop System Adoption, Steven E. Spicer, Yaqin Sun

Undergraduate Review

With rising environmental concerns, China is more interested in Photovoltaic (PV) generation than ever before. Challenged by international trade limitations following antidumping investigation, and excess inventory following overproduction of panels and components in the last five years, China is actively expanding its domestic PV market, specifically the roof-top residential system. The motivation of this research is to understand the potential domestic market by examining the first hand data collected at Chinese universities. This research investigates students’ major concerns, prior experience, awareness, knowledge and attitude toward solar PV system. The results indicate 1) There is a promising future for solar PV …
