The Anchor, Volume 128.21: April 8, 2015, Hope College

The Anchor: 2015

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

Evaluating The Impact Of The American Recovery And Reinvestment Act’S Btop Program On Broadband Adoption, James Prieger, Janice A. Hauge Apr 2015

Evaluating The Impact Of The American Recovery And Reinvestment Act’S Btop Program On Broadband Adoption, James Prieger, Janice A. Hauge

School of Public Policy Working Papers

The American Recovery and Reinvestment Act’s Broadband Technology Opportunities Program (BTOP) spent $4.7B during 2009-2013 to, int. al, increase broadband adoption in underserved communities. We characterize the BTOP grants and examine the impact of the awards on broadband adoption. Econometric specifications controlling for award endogeneity related to observed and unobserved county-level factors find that spending is apparently associated with increased broadband adoption. Further investigation, however, reveals that the impacts of spending are nonlinear and even nonmonotonic over the range of county-level BTOP spending in the data. Controlling for trends to reduce the potential for spurious correlation between spending and outcomes …

Study Of Sexual Exploitation In Boston, Megan Klein-Hattori, Jackie Lageson, Julianne Siegfriedt, Kate Price

Office of Community Partnerships Posters

This project helps policymakers target resources and implement policies to facilitate the exit of prostituted individuals from sexual exploitation, and to deter those who facilitate the sale of sex and those who buy sex (“Johns”) from engaging in this exploitive behavior. This study interviews members of the Boston Police Department, survivors of sexual exploitation, Johns, and facilitators of the sale of sex. Boston is aiming to decrease demand for prostituted individuals by 20% over the next two years, and this research is the first step in that initiative.

Fifty Shades Of Oppression: Sadomasochism, Feminism, And The Law, Jacqueline Horn Apr 2015

Fifty Shades Of Oppression: Sadomasochism, Feminism, And The Law, Jacqueline Horn

DePaul Journal of Women, Gender and the Law

Can sadomasochism (S/M) be reconciled with feminism? When pain is pleasure and humiliation is empowerment, how should the law respond? This article investigates S/M under the legal gaze, particularly the manner in which legal theory and legal practice have constructed female masochism. This article argues that the jurisprudence of S/M is formed by the perception of the “sexual other” as a threat to the normative sexual behavior the law has worked tirelessly to maintain. Historically, society – and by extension the law – has been intolerant of behavior that transgresses sexual norms. As Laura A. Rosenbury and Jennifer E. Rothman …

Clinical And Criminal Justice Outcomes In The Jail Diversion And Trauma Recovery (Jdtr) Program, Daniel Harold Ringhoff Apr 2015

Clinical And Criminal Justice Outcomes In The Jail Diversion And Trauma Recovery (Jdtr) Program, Daniel Harold Ringhoff

USF Tampa Graduate Theses and Dissertations

This mixed methods study evaluated clinical and criminal justice outcomes of the Florida Jail Diversion and Trauma Recovery (JDTR) program that utilized compensated veteran peer mentors. Quantitative results showed veteran participation in JDTR improved clinical outcomes, such as PTSD symptoms, function difficulty and depression scores, but not criminal justice outcomes such as re-arrest rates. Study limitations, however, prevent the drawing of conclusions regarding the potential effectiveness of veteran peer interventions improving criminal justice outcomes. Qualitative results showed participants overwhelmingly viewed their assigned veteran peer mentor as a "peer" and rated them as "very important" to their future success. Improvements in …

The Development Of A Model Syllabus For Use At The Community College Level In Criminal Justice Programs With Ethics Courses, Douglas Ray Larkins Apr 2015

The Development Of A Model Syllabus For Use At The Community College Level In Criminal Justice Programs With Ethics Courses, Douglas Ray Larkins

Student Theses and Dissertations

The purpose of this study was to develop a model syllabus template for use in community college criminal justice programs. Additionally, the model syllabus proposes a framework upon which an ethics course in criminal justice could be constructed. Syllabi were collected from criminology instructors who teach criminal justice ethics courses at Higher Learning Commission (HLC) accredited community colleges. Key components of these criminology syllabi were reviewed for common words, phrases, and concepts for incorporation into the model syllabus template. The initial step was the development of a rubric, based on a grounded theory, open coding research tool. The open coding …

Slope Settlement And Post-Disaster Health Needs Of Urban Displacement In La Paz, Bolivia, James Steven Arango Apr 2015

Slope Settlement And Post-Disaster Health Needs Of Urban Displacement In La Paz, Bolivia, James Steven Arango

USF Tampa Graduate Theses and Dissertations

In 2011, a landslide displaced approximately six thousand people from the urbanized mountain slopes of La Paz, Bolivia. The municipal government of La Paz (GAMLP) managed the displacement by housing thousands of people in displacement camps throughout the city. By 2013, residents were attempting to return to still damaged lands. This research used participant observation and interviews with residents over eight weeks in 2013 to address the following questions: 1) What social, cultural, economic or historic factors influence the settling and then resettling of at-risk slope neighborhoods in La Paz, Bolivia? 2) What are the most pressing health needs of …
