Universal Service In An All-Ip World, Jodie Griffin May 2015

Universal Service In An All-Ip World, Jodie Griffin

CommLaw Conspectus: Journal of Communications Law and Technology Policy (1993-2015)

For more than 100 years, the United States has used a variety of policy tools to encourage and ensure ubiquitous, affordable basic communications service. Universal and accessible communications services have been the foundation upon which our economy, personal communications, and civic participation depend. The laws and rules used to achieve universal service, however, have evolved with new technologies and markets and now, as the network is in the midst of several new technology transitions, the question of how to achieve and measure universal service arises again.

This article examines the basic question of what the “basic service” is in today’s …

Population Dynamics Of Steller Sea Lions, Eumetopias Jubatus, In The Eastern Gulf Of Alaska, John Michael Maniscalco May 2015

Population Dynamics Of Steller Sea Lions, Eumetopias Jubatus, In The Eastern Gulf Of Alaska, John Michael Maniscalco

Marine Biology

Steller sea lions (Eumetopias jubatus) were listed as endangered following a collapse of the western population beginning in the late 1970s. Low juvenile survival and reduced reproductive rates (natality) have been implicated as important factors in the decline. I conducted separate mark-recapture analyses to estimate juvenile survival and natality in an area of the western population where Steller sea lions have begun to show signs of recovery since the early 2000s. I then used these vital-rate estimates in a population matrix to estimate the strength of the recovery and assess which rates pose the greatest threats to recovery. First year …

Environmental & Global Health Faculty Research

In many low-income countries, volunteer health advisors (VHAs) play an important role in disseminating information, especially in rural or hard-to-reach locations. When the world's largest outbreak of Ebola virus disease (EVD) occurred in 2014, a majority of cases were concentrated in the West African countries of Guinea, Liberia, and Sierra Leone. Twenty cases were reported in Nigeria initially and there was a need to rapidly disseminate factual information on Ebola virus. In southeast Nigeria, a group of VHAs was being used to implement the Healthy Beginning Initiative [HBI], a congregation based intervention to increase HIV testing among pregnant women and …

Examining Sources Of Primary Production And Bottom-Up Limitations In Nearshore Ecosystems Of The Northeast Pacific Ocean Using Fish Based Indicators, Vanessa Rebeca Biela May 2015

Examining Sources Of Primary Production And Bottom-Up Limitations In Nearshore Ecosystems Of The Northeast Pacific Ocean Using Fish Based Indicators, Vanessa Rebeca Biela

Fisheries

Our ability to forecast the fate of ecosystems and species hinges on an understanding of how biological systems respond to their environment. In this dissertation, natural indicators of diet (stable isotopes) and production (otolith growth increment width) in two common fishes were used to investigate energy pathways and biophysical relationships in nearshore kelp forests spanning two large marine ecosystems with contrasting oceanography, the upwelling system of the California Current and the downwelling system of the Alaska Coastal Current. Stable isotope analysis indicated high proportions of kelp-derived carbon in two common predatory fish, pelagic-feeding Black Rockfish and benthic-feeding Kelp Greenling. Routinely …

Perinatal Health Education Intervention For Adolescent And Young Adult Pregnant Homeless Women Living In Transitional Housing, And Best Practice Teaching Intervention Program For Staff Responsible For Care Of The Mother-Baby Dyad, Colleen Carrington

Seton Hall University DNP Final Projects

Purpose: A population at great risk is pregnant homeless adolescents and young adult women. Research shows that about 20% of homeless young women become pregnant (Bender, & Thompson, 2007). These pregnant young women are at an increased risk for low birth weight infants and a high infant mortality due to inadequate health care, poor dietary habits, and a knowledge deficit related to maintaining good health during pregnancy and to care of the infant and growing child. A transitional shelter may offer many psychosocial services to assist the women in becoming independent; however, a significant gap exists regarding the medical …

A Study Whether Humans Can Produce Free Fatty Acids For Tasting, Emily Bacher May 2015

A Study Whether Humans Can Produce Free Fatty Acids For Tasting, Emily Bacher

Student Scholarship

A growing concern throughout the world, especially the United States, is the health of our population. According to the National Health and Nutrition Examination Survey (NHANES) performed in 2009-2010, approximately 35% of both men and women in the United States are obese (Flegal, 2012). In 2005, more than 300,000 deaths in the United States were attributed to obesity. However, the World Health Organization listed obesity as one of ten most preventable health risks (Wilborn, 2005).
Why, then, do we as a society struggle so much with our weight? Some, such as Swinburn, believe this trend of obesity can be attributed …

Environmental Stimuli And Intragenerational Epigenetics, Nicholas J. Napier May 2015

Environmental Stimuli And Intragenerational Epigenetics, Nicholas J. Napier

Student Scholarship

Epigenetics is the study of any change in gene expression that is not mediated by DNA sequence. The effects of environmental stimuli on epigenetic changes have been studied extensively in recent years. Multiple reviews have provided comprehensive summations of the effects of environmental stimuli on transgenerational epigenetic changes, but few reviews have focused upon environment-induced intragenerational epigenetic changes. This review will summarize current knowledge of the intragenerational epigenetic changes that are induced by two groups of well-studied environmental stimuli: nutritional deficiencies and carcinogens. This survey of intragenerational epigenetic changes will focus upon the mechanisms behind them, the disorders associated with …

A Critical Review Of Postoperative Use Of Metacam In Cats, Naomi S. Leung May 2015

A Critical Review Of Postoperative Use Of Metacam In Cats, Naomi S. Leung

Undergraduate University Honors Capstones

Metacam®, or meloxicam, a nonsteroidal anti-inflammatory drug (NSAID) known for its suppression of pain and inflammation, was developed in 1993 and approved first for humans and dogs after clinical trials showed minor adverse effects on their kidney functions. NSAIDs in general work by blocking the actions of two enzymes called cyclo-oxygenase-1 (cox-1), responsible for the production of prostaglandins that produces protective gastrointestinal mucus, and cyclo-oxygenase-2 (cox-2), responsible for the production of prostaglandins (lipid compounds) that initiates inflammation and pain in the body. Metacam® blocks one of these enzymes, cox-2, causing the inflammation to decrease subsequently without disturbing gastrointestinal mucus. In …

The International Footprint Of Teff: Resurgence Of An Ancient Ethiopian Grain, Annette R. Crymes May 2015

The International Footprint Of Teff: Resurgence Of An Ancient Ethiopian Grain, Annette R. Crymes

Arts & Sciences Graduate Student Theses and Dissertations

I will examine the transformation of the Ethiopian staple of teff into the global economy as a highly sought after commodity. In doing so I consider the effect of this change on the local, regional and international communities and the consequences of the 2006 Ethiopian export ban on teff grain and teff flour as it relates to food and nutritional security and economic development in Ethiopia. To take advantage of the economic opportunities presented by the growing domestic and international demand of teff and to address domestic food and nutrition security, I conclude that Ethiopia should focus on improving methods …

Development Of 13c Fingerprint Tool And Its Application For Exploring Carbon And Energy Metabolism In Cyanobacterium Synechocystis Sp. Pcc 6803, Le You

McKelvey School of Engineering Graduate Student Theses & Dissertations

Cyanobacteria are important microbial cell factories that are widely used in the biotechnology filed nowadays. They can use light as the sole energy source to fix CO2, accumulate biomass, and produce various valuable bio-products. Engineered cyanobacterial species can uptake nutrients from wastes to further reduce the cost. Recently, it is reported that cyanobacteria will provide much higher carbon yield than heterotrophs by co-utilizing organic carbons and CO2. However, the quantitative information of such `photo-fermentation' process is still limited. Decoding the carbon metabolism of cyanobacteria during the photo-fermentation process can reveal the functional pathways, carbon distribution, and the energy requirement, all …

Assessing Vascular Inflammation With Bioluminescence Imaging, Reece Joseph Goiffon May 2015

Assessing Vascular Inflammation With Bioluminescence Imaging, Reece Joseph Goiffon

Arts & Sciences Graduate Student Theses and Dissertations

Cardiovascular disease (CVD) is the leading cause of morbidity, mortality, and health care costs in the developed world and is often undiagnosed until clinical presentation with a major adverse cardiovascular event (MACE). Plasma myeloperoxidase (MPO) content is an emerging biomarker for risk, progression, and prognosis at different stages of CVD. Enzyme-linked immunosorbent assays (ELISAs) are currently used to measure clinical plasma MPO concentration, but ELISAs are costly and time-intensive. Luminol is a chemiluminescent compound with specificity for MPO activity in vivo, but is not sensitive enough for use as a bioluminescence reporter of plasma MPO oxidation. The luminol derivative L-012 …
