Institutional And Organizational Capacities For Adapting To Climate Change In The Least Developing Countries, Sunil Tankha
Institutional And Organizational Capacities For Adapting To Climate Change In The Least Developing Countries, Sunil Tankha
Himalayan Policy Research Conference
In our research, we focus on three action arenas: village development, agriculture and forestry. The reason for this is that adaptation capacity is a function of both the intensity of the impacts caused by climate change and the resources to which a community has access and entitlement. Local development therefore is a key issue in increasing adaptive capacities, and in this area the relevant government organizations are the Village Development Committee (VDC), the Ministry of Agriculture and Rural Development (MARD) and the Ministry of Forests and Soil Conservation (MFSC). In each of these ministries and departments, we conducted several key …

Disaster Management In Mountain Economy: A Case Of Uttarakhand State Of India, Ishwar Chandra Awasthi
Himalayan Policy Research Conference
After a brief discussion of mountain economies in general and their disaster proneness in the first section, the second section deals with the mountain regions in the Indian Himalayan regions that are vulnerable to various disasters. The third section, in particular, deals with one of the mountain states of India namely, Uttarakhand that has witnessed many disasters and the worst disaster occurred in June 2013, entailing enormous loss of human and animal lives and devastation of property and infrastructures. The fourth section examines the damage and need assessment of June 2013 disaster and fifth section describes the pain and sufferings …

Sea-level rise can threaten the long-term sustainability of coastal communities and valuable ecosystems such as coral reefs, salt marshes and mangroves1,2. Mangrove forests have the capacity to keep pace with sea-level rise and to avoid inundation through vertical accretion of sediments, which allows them to maintain wetland soil elevations suitable for plant growth3. The Indo- Pacific region holds most of the world’s mangrove forests4, but sediment delivery in this region is declining, owing to anthropogenic activities such as damming of rivers5. This decline is of particular concern because the Indo-Pacific region is …

Of the over 250 Aspergillus species, Aspergillus fumigatus accounts for up to 80% of invasive human infections. A. fumigatus produces galactosaminogalactan (GAG), an exopolysaccharide composed of galactose and N-acetyl-galactosamine (GalNAc) that mediates adherence and is required for full virulence. Less pathogenic Aspergillus species were found to produce GAG with a lower GalNAc content than A. fumigatus and expressed minimal amounts of cell wall-bound GAG. Increasing the GalNAc content of GAG of the minimally pathogenic A. nidulans, either through overexpression of the A. nidulans epimerase UgeB or by heterologous expression of the A. fumigatus epimerase …

Disease incidences increase with age, but the molecular characteristics of ageing that lead to increased disease susceptibility remain inadequately understood. Here we perform a whole-blood gene expression meta-analysis in 14,983 individuals of European ancestry (including replication) and identify 1,497 genes that are differentially expressed with chronological age. The age-associated genes do not harbor more age-associated CpG-methylation sites than other genes, but are instead enriched for the presence of potentially functional CpG-methylation sites in enhancer and insulator regions that associate with both chronological age and gene expression levels. We further used the gene expression profiles to calculate the 'transcriptomic age' of …

The New Class Action Federalism, Mark Moller
The New Class Action Federalism, Mark Moller
Akron Law Review
Because separation of powers is “an aspect of federalism”10—a mechanism through which federalism is protected—this idea helps connect the Court’s “happenstantial” class action federalism with constitutional principle. This Article develops this idea in three parts. Part I briefly summarizes Richard Marcus’s account of CAFA’s potential to catalyze a kind of hyper-aggressive mass tort nationalism. Part II then reviews how the Roberts Court’s stinting approach to class actions is, to the contrary, throwing a lifeline to federalism. Part III ends by showing how Bayer points to a link, so far undeveloped in the case law, between that stinting approach and the …

The Class Abides: Class Actions And The "Roberts Court", Elizabeth J. Cabraser
Akron Law Review
This Article does not delve deeply into the substantive issues of Wal-Mart, Concepcion, or Italian Colors...My focus is on how Rule 23 has fared, structurally and practically, in the aftermath of the “common answer” formulation of Wal-Mart; three other decisions of the Roberts Court, Dukes, Amgen, and Comcast; and three cases that the Roberts Court did not ultimately take in the wake of Amgen and Comcast: its denials of review in Whirlpool, Butler, and Deepwater. Also discussed is the newly intense debate on the use of cy pres, catalyzed by Chief Justice Roberts’ extraordinary “Statement” accompanying the denial of certiorari …

Modis-Derived Spatiotemporal Changes Of Major Lake Surface Areas In Arid Xinjiang, China, 2000–2014, Qingting Li, Linlin Lu, Cuizhen Wang, Yingkui Li, Yue Sui, Huadong Guo

Inland water bodies, which are critical freshwater resources for arid and semi-arid areas, are very sensitive to climate change and human disturbance. In this paper, we derived a time series of major lake surface areas across Xinjiang Uygur Autonomous Region (XUAR), China, based on an eight-day MODIS time series in 500 m resolution from 2000 to 2014. A classification approach based on water index and dynamic threshold selection was first developed to accommodate varied spectral features of water pixels at different temporal steps. The overall classification accuracy for a MODIS-derived water body is 97% compared to a water body derived …

Background: The cinereous vulture, Aegypius monachus, is the largest bird of prey and plays a key role in the ecosystem by removing carcasses, thus preventing the spread of diseases. Its feeding habits force it to cope with constant exposure to pathogens, making this species an interesting target for discovering functionally selected genetic variants. Furthermore, the presence of two independently evolved vulture groups, Old World and New World vultures, provides a natural experiment in which to investigate convergent evolution due to obligate scavenging.
Results: We sequenced the genome of a cinereous vulture, and mapped it to the bald …
