The last decade of international engagements marks a shift in the way that the American military fights wars and mitigates conflict overseas. Although America has long had an affinity for creative destruction and cycles of force buildup and tear down, it is increasingly apparent that such an approach is not a viable option for the U.S. military’s path ahead. After a decade of costly conflict with large conventional forces and an abundance of direct action operations, the American way of war is evolving towards less muscle, more mind.

Biomedical devices that function in-vivo offer a tremendous promise to improve the quality of life for many who suffer from disease and trauma. The most important consideration for these devices is that they interact with the physiological environment as designed without initiating a deleterious inflammatory response. ISO 10993 outlines the current international guideline for investigating the biocompatibility of such devices. Numerous groups report the use of ISO 10993 as the basis for their experimental evaluation of candidate materials for neuroprosthetics, as well as other biomedical devices, however most of these reports fail to completely comply with the standard. During the 1980s and 1990s, debates about the differences between modernity and postmodernity as historical epochs; modernism and postmodernism in the arts; and wars between modern and postmodern theory defined key theoretical problematics in intellectualized spaces of the West, like the University. Fredric Jameson was one of the initiators of debates over the postmodern, and introduced the concept of cognitive mapping to describe theoretical accounts of the contemporary moment. This dissertation proposes novel solutions for important drawbacks of antenna arrays. One of the main contributions of the presented work is size reduction and nulling performance improvement of traditionally large anti-jam global positioning system (GPS) arrays using miniature antennas and electrically small resonators emulating an engineered metamaterial. Specifically, a miniaturized coupled double loop (CDL) dual band antenna is first introduced as a small antenna element of the compact GPS array. The loops that are capacitively coupled using lumped element capacitor, and employ metallic pins around their perimeter to improve the radiation efficiency by achieving a volumetric current distribution. The present invention concerns compositions and methods of extracting infectious pathogens from a volume of blood. In one embodiment, the method includes the steps of creating a fibrin aggregate confining the pathogens and introducing a fibrin lysis reagent to expose the pathogens for analysis. The present invention also concerns materials and methods for removing aurintricarboxylic acid (ATA) from a sample.

- 55 - About Face: A Perspective of Civil-Military Relations through the Lens of Principal-Agent Theory Randall D. Swain Eastern Kentucky University This essay uses the principal-agent theory to offer a framework for explaining shirking tendencies by the U.S. military in civil-military relations. Through the lens of the framework presented here, the principal-agent theory explains why shirking tendencies by the U.S. military is more likely to occur when a Republican occupies the White House, than when it is occupied by a Democrat. The Air Combat Command (ACC) Inspector General (IG) assesses the operational readiness and combat effectiveness of units by evaluating individual wings. Today's conflicts; however, are waged as a joint force. The Joint Forces Commander (JFC) leverages the resources of the entire military complex to achieve strategic objectives. The synergistic effects, created by the integration of individual weapon systems, produce greater results than the individual components. Evaluating wings outside the joint System of Systems (SoS) architecture does not provide a true assessment of combat readiness. Modern statistical experiments routinely feature a large number of input variables that can each be set to a variety of different levels. In these experiments, output response changes as a result of changes in the individual factor level settings. Often, an individual experimental run can be costly in time, money or both. Therefore, experimenters generally want to gain the desired information on factor effects from the smallest possible number of experimental runs. Orthogonal arrays provide the most desirable designs. Design fiction is garnering attention as a mode of inquiry on the prospective in design practice and inquiry. This paper addresses design fiction as a potential area for design research to explore communicatively. The paper does so through a performative essayistic research text. Presented are extracts from an online visual-verbal hypernarrative and expository research writing. The performative exploration includes views from the persona of a unmanned aerial vehicle (UAV) or drone policing a near future city. Her perspectives are prospective. This Letort Paper proposes that actions, policies, and deeds—those of the U.S. Government and al-Qaeda—be leveraged as a means of delegitimizing al-Qaeda terrorist propaganda. Two chief fronts—changing deeds and challenging deeds—is proposed. Changing deeds requires that the United States carefully and systematically examine its own foreign and military policies and their specific consequences for the Arab and Muslim world. Challenging deeds comprises systematically countering with evidence and fact al-Qaeda’s two greatest propagandistic fabrications: that the United States is a crusader at war with Islam, and that al-Qaeda is the vanguard defender of a besieged and oppressed Muslim Umma. Cormac McCarthy's representation of the comic theories of the carnivalesque, incongruity, and absurdism by the antagonists of Blood Meridian and No Country for Old Men demonstrates the unique and ostensible power of humor over (or at least, its awareness of and reconciliation to the absurdity of) death; it also emphasizes the supreme power and influence of humor as a means for destroying other institutions and philosophies which claim knowledge or authority but fail to sustain individuals in times of crisis. Through millions of pairs of lenses, we each see ourselves, others, and relationships from a variety of views. Each brings his or her inner world, unmet needs, emotional baggage, culture, and belief system into the human connection. So perhaps I shouldn't have been stunned a few weeks ago while reading the resiliency research associated with troubled youth inside our schools, when I encountered these words from Dr. Nicholas Long: "The number one reason for the increase in student violence in schools is staff counteraggression." This work presents the development of a multi-input, multi-output neural network structure to predict the time dependent concentration of chemical agents as they participate in chemical reaction with environmental substrates or moisture content within these substrates. The neural network prediction is based on a computationally or experimentally produced database that includes the concentration of all chemicals presents (reactants and products) as a function of the chemical agent droplet size, wind speed, temperature, and turbulence. The utilization of this prediction structure is made userfriendly via an easy-to-use graphical user interface. Does Conscription Affect War Duration? A Study Of Military Manpower Systems, Regime Type, And Interstate Wars, Alan W. Duff

While the causes of war have long been studied, the same scrutiny has not been applied to war duration. Recent empirical studies have found that similar variables correlate with both war outbreak and duration, thereby hinting at new areas for war research that can be conducted with a fresh perspective. One variable that stands out for this type of interrogation is conscription (especially when considered alongside regime type), as research on the subject has generated contradicting and inconclusive results. As a field of growing importance, information assurance is dedicated to protecting our information systems and related assets. In order for this field to deliver on its promise, effective information assurance education, both in the classroom and beyond, is essential. However, relatively little empirical research has been done on the effectiveness of information assurance education in the classroom. Faculty developing and teaching information assurance curricula can choose from differing industry and government standards as well as a range of methods for delivering this education.
