The Strategic Planning Development Team was tasked with gathering, sorting and presenting in various modes the Mission statements of the membership of the Coalition of Urban Serving Universities and PSU’s OUS peer group. This report compiles these into one document, and also summarizes the data in word clouds. Finally, the first draft of PSU's vision statement is presented, with representative mission statements thought by Coraggio Group to be suitable for PSU.

Cell or tissue permeability to electrical signals can be used to determine the depth of anesthesia of a patient. A method and device is presented to measure, record and control the effects of anesthesia or analgesics on humans and/or animals. Based on impedance values of tissues measured at single, multiple, or a domain of frequencies, the system detects tissue permeability alterations as determined by electromagnetic, impedance, and/or dielectric spectroscopy. The system measures the permeability of tissues to electrical signals and correlates these values to the depth of anesthesia or sedation level of a certain tissue or individual. This method and …

Despite recent advances in development of improved cancer therapeutics one of the many clinical challenges is that patients often show resistance to cancer drugs. This invention provides evidence that an alternate method of treatment of cancer could be adopted for improved efficacy of existing therapies and /or treatment of drug resistant cancers. This study describes a novel functional relationship between two proteins that regulate proliferation of cells. Because these proteins are involved in cell growth, the amounts of these proteins are tightly regulated in normal cells however in cancer cells, abnormally increased amounts of these proteins are noted. A new wireless multivariate sensor (MVS) is designed, prototyped, structurally embedded into a mold structure to provide in situ feedback of four process states within mold cavity: melt temperature, melt pressure, melt velocity and melt viscosity, which closely correlate to the quality of manufactured products through the constitutive viscoelastic behavior of the polymer being processed. The developed MVS enables the improved observability of injection molding and provides a new process instrumentation and control methodology that sets up, assures, and optimizes the quality of injected products. A More Efficient Nonparametric Test Of Symmetry Based On Overlapping Coefficient, Hani M. Samawi, Robert L. Vogel

In this paper we provide a more efficient nonparametric test of symmetry based on the empirical overlap coefficient using kernel density estimation applied to an extreme order statistics, namely extreme ranked set sampling. Our simulation investigation reveals that our proposed test of symmetry is at least as powerful as currently available tests of symmetry. Intensive simulation is conducted to examine the power of the proposed test. An illustration is provided using cardiac output and body weight of neonates in a neonatal intensive care unit.

Women In Kazakhstan: A Multifaceted Approach To Female Political Representation, Ashley Gaile Benedict

This investigation focuses on two competing theories (historical institutionalism and social constructivism) and their explanatory value in regards to female political representation in Kazakhstan. Historical Institutionalism maintains that current institutional dynamics are constrained by past institutional formations, even when these past institutions are no longer relevant. Social Constructivism challenges this theory by upholding that institutions are culturally situated and a reflection of shared ideas rather than material forces as argued by historical institutionalism. Based on Hanna Pitkin’s (1967) four dimensions of representation (formal, descriptive, substantive, and symbolic), I examine how Kazakhstan’s Soviet past and its creation of a Kazakh ethnic-national …

Effective ciliary beating is one of the key factors that regulate mucociliary clearance. Ciliary beat frequency (CBF) is partly regulated by changes in intracellular calcium and cyclic adenosine monophosphate (cAMP). While transmembrane adenylyl cyclases (tmACs) are well known for their ability to produce cAMP upon activation, soluble adenylyl cyclase (sAC) is another source of cAMP production mediated specifically by HCO3-/CO2. It contributes to CBF regulation and the prevention of lung diseases due to mucociliary dysfunction. The three known alternatively spliced isoforms of sAC were identified in mice and rats, but there was no systematic study aimed at identifying additional alternatively …

Transferential Poetics presents a method for bringing theories of affect to the study of poetics. Informed by the thinking of Silvan Tomkins, Melanie Klein, and Wilfred Bion, it offers new interpretations of the poetics of four major American artists: Edgar Allan Poe, Henry James, Gertrude Stein, and Andy Warhol. The author emphasizes the close, reflexive attention each of these artists pays to the transfer of feeling between text and reader, or composition and audience— their transferential poetics. The book’s historical route from Poe to Warhol culminates in television, a technology and cultural form that makes affect distinctly available to perception. …

Actual Innocence In New York: The Curious Case Of People V. Hamilton, Benjamin E. Rosenberg

It is rare for a case from the New York Appellate Division to be as significant as People v. Hamilton. The case, however, was the first New York appellate court decision to hold that a defendant might vacate his conviction if he could demonstrate that he was “actually innocent” of the crime of which he was charged. Although the precedential force of the decision is limited to the Second Department, trial courts throughout the state are required to follow Hamilton unless or until the appellate court in their own Department rules on the issue.
