Existing knowledge about alcohol misuse and abuse and nursing students is founded upon studies conducted primarily in the 1980's and 1990's, thus raising questions as to its relevance in 2014. The patterns of alcohol use and other substances over the past 30 years by students raise several questions concerning this phenomenon, which needs further explanation beyond just the high stress and demands of nursing education. The literature was examined first to identify existing knowledge on alcohol misuse and abuse among nursing students. From this review, we concluded that policy plays a vital role in this issue. Selective Versus Comprehensive Emergency Management In Korea, Kyoo-Man Ha, Hyeon-Mun Oh

In spite of Korean governments’ efforts, many emergency management practitioners wonder whether what is actually being practiced is selective or comprehensive management. Using a qualitative content analysis and experiences in practice, the article analyzes the barriers to selective emergency management and the paths to comprehensive emergency management via the same three management elements: stakeholders, phases of the emergency management lifecycle, and hazards and impacts. Four analytical levels are considered: central government level, industry level, community level, and household level. Korea, despite its self-praise, has to transform its selective emergency management into comprehensive emergency management in time.

In a Flash Mob (FM) a group of people get together in the physical world perform an unpredicted act and disperse quickly. Cyber Flash Mob (CFM) is the cyber manifestation of flash mob coordinated primarily using social media. Adult Offender Recidivism Rates: How Effective Is Pre-Release And Vocational Education Programing And What Demographic Factors Contribute To An Offenders Return To Prison, James K. Bueche, Jr.

The primary purpose of this study was to determine if the Louisiana Department of Public Safety and Corrections’ 100 hour pre-release program and vocational education had a significant impact on offender recidivism. Additionally, a model of predicating offender recidivism using demographic data was another aspect of the study. Offenders in the study were 404 offenders who completed the pre-release program, 404 offenders who completed vocational education and 808 offenders who composed the control group. All offenders were released from prison in the year of 2010, and if they returned to prison between their release and December 31, 2013, they were …

Although Etienne Nicolas Méhul is relatively unknown today, he was greatly respected by his contemporaries, including Beethoven, Cherubini and Berlioz. He rose to popularity and notoriety during the most turbulent years of the French Revolution, when most intellectuals fled for their lives, and yet he managed to maintain his status as a favorite of the people. From an examination of some of his operas - Euphrosine (1790), Ariodant (1799), Adrien (1792, 1799), and Horatius Coclès (1794) - it is apparent that Mehul used thinly veiled allegories to express his views. Manual traffic control is a common intersection control strategy in which trained personnel, typically police law enforcement officers, allocate intersection right-of-way to approaching vehicles. Manual intersection control is a key part of managing traffic during emergencies and planned special events. It is widely assumed that the flow of traffic through intersections can be greatly improved by the direction given from police officers who can observe and respond to change conditions by allocating green time to the approaches that require it the most. While vigorous debate surrounds the proper scope and ambit of inherent tribal authority, there remains a critical antecedent question: whether Congress or the courts are ultimately best situated to define the contours of inherent tribal authority. In February 2013, Congress enacted controversial tribal jurisdiction provisions as part of the Violence Against Women Act reauthorization recognizing and affirming inherent tribal authority to prosecute all persons, including non-Indian offenders, for crimes of domestic violence in Indian country. The Highs Of Tomorrow: Why New Laws And Policies Are Needed To Meet The Unique Challenges Of Synthetic Drugs , Joseph A. Cohen

This article reviews the federal government’s attempts to control the influx of synthetic drugs, particularly synthetic cannabinoids and cathinones, into the U.S. recreational drug market since 2008. It offers three recommendations targeted at Congress, the DEA, and the Department of State on ways to prevent and control synthetic drug use in America: (1) Congress should grant the DEA a new “immediate scheduling” authority; (2) the DEA should improve information sharing with states; and (3) the Department of State and the DEA should prioritize the development of a global early warning system.

The recent Boston Marathon bombing and the kidnap of a British boy at Lake Titiwangsa, have ignited a pressing interest for automated video content analysis to assist the law enforcement in preventing such events from recurring. Post-mortem investigations surrounding such cases often found that there were missed opportunities for using technology to detect the abnormality of the suspects, which lead to those tragedies. This Article examines the puzzle of whether today's Federal Communications Commission ("FCC" or the "Agency") is institutionally suited to craft telecommunications innovation policy and, if not, what changes are needed to better equip the Agency to respond to twenty-first century realities. Evaluation of FCC innovation policy performance is stubbornly difficult. Some criticize the FCC as a brake on innovation yet, under the FCC's oversight, the United States' communications industry has become an innovative engine propelling the overall economy more than ever before. This is a qualitative study about the importance of institutional culture at a particular technical college in Wisconsin. It examines the administrators' understanding of their institution's culture, the importance they attach to the culture, and how they perceive they both manage and influence their institution's culture. Bergquist and Pawlak's (2008) work, Engaging the Six Cultures of the Academy, is used as the analytic framework. Numerous abandoned hard rock mining settlements in the American West are now referred to as ghost towns. As tourist attractions and significant historic resources, preserving and managing these remote ghost towns can be challenging. Heritage managers face a number of issues, from implementing an appropriate preservation strategy to attracting enough visitors to remain economically viable. The purpose of this study is to perform a comparative analysis of current management methods used at several notable ghost towns. In the wake of the highly publicized Virginia Tech tragedy, the 2008 General Assembly Session adopted mental health reforms that focused on the provision of emergency services during the detention and commitment process, and an increase in funding to implement these reforms and strengthen emergency services. Despite the reforms, the issue of inadequate capacity to meet the increasing demand for mental health services remains in a number of key areas, including emergency services and a decline in in-patient psychiatric bed capacity while population growth continues.
