Towards Reengineering The United States Department Of Defense: A Financial Case For A Functionally-Aligned, Unified Military Structure, Luke R. Stover Mar 2014

Towards Reengineering The United States Department Of Defense: A Financial Case For A Functionally-Aligned, Unified Military Structure, Luke R. Stover

Theses and Dissertations

This research examined the potential financial and non-financial benefits of working towards reengineering the Department of Defense (DoD) through the adaptation of a functionally-aligned, unified organizational structure. Based on historical analysis of the DoD's current structure, a proposed DoD structure is presented that aligns operational functions under functional corps and support functions under existing defense-wide agencies and field activities. An analysis of overlapping functionality between services provided the basis for quantitative analysis of size-of-force and budget request data for Fiscal Year 2013 (FY2013). This analysis enabled the comparison of operational efficiency between services. These rates were used to benchmark operational …

An Analysis Of Total Force Integration In Red Horse Organizations, Grant R. Bloom

Theses and Dissertations

Total force integration (TFI)--the operational linking of geographically proximate active duty (AD) and air reserve component (ARC) units with similar missions--has become a prevalent method for greater utilization of ARC forces to reduce operating costs. This research examines TFI implementation in Rapid Engineer Deployable Heavy Operational Repair Squadron, Engineers (RED HORSE), a subset of Air Force civil engineering, in terms of the outcomes units receive from being in a TFI initiative, what factors contribute to causing those outcomes, and how those outcomes may be improved by manipulating the contributing factors. Four cases of RED HORSE TFI were studied using case …

A Change Management Approach To Enhance Facility Maintenance Programs, Stanton P. Brown Mar 2014

A Change Management Approach To Enhance Facility Maintenance Programs, Stanton P. Brown

Theses and Dissertations

A recent study assigned a grade of D+ on the nation's public infrastructure. Because of this poor asset condition, many organizations tend to respond to maintenance in a reactive mode; however, relying on corrective maintenance leads to increased maintenance costs due to unplanned downtime, increased labor costs, and inefficient use of personnel. To address this situation, asset management (AM) principles should be employed to transition organizations towards a proactive maintenance program. Unfortunately, it has been shown that two-thirds of the organizations failed to implement general change efforts. Therefore, an organizational change management framework should be followed to implement a change …

A Method To Determine An Organization’S Compatibility With Hybrid Workspaces, Richard T. Ellis Mar 2014

A Method To Determine An Organization’S Compatibility With Hybrid Workspaces, Richard T. Ellis

Theses and Dissertations

Facing fiscal constraints, organizations should investigate new ways to ensure their weapons, equipment, facilities and personnel operate with improved efficiency. The adoption of hybrid workspaces offers a unique solution to improve both space utilization and workplace efficiency. The premise behind hybrid workspaces is that workspaces are not assigned to individuals; instead, a variety of different work areas are constructed to allow individuals to choose where they accomplish their work-related tasks. However, hybrid workspaces are still an emerging concept and represent a radical departure from traditional workplace setups. Current use of hybrid workspaces falls primarily in the private sector and there …

The New Policing Of Business Crime, Rachel E. Barkow Mar 2014

The New Policing Of Business Crime, Rachel E. Barkow

Seattle University Law Review

The central goal of this Article is to describe the burgeoning turn to new policing techniques in the business crime context and to offer some initial thoughts on the promises and limits of the approach. Part II begins by explaining the traditional or “old policing” of business crime. After implementing an initial strategy that focused on pursuing individuals, the government turned its attention to the organizations where those individuals operated. It increased the sanctions for violators and sought to target companies in an effort to prompt them to adopt internal compliance pro-grams. The focus on company compliance programs was designed …

An Explanatory Mixed-Methods Approach To Tracing “Career Pathways” Policy In Virginia: How School Counselors And Student Demographics Influence Implementation Fidelity, Michael Ormsmith

Theses and Dissertations

This explanatory mixed-methods policy analysis describes how school counselors' thoughts and attitudes contribute to the implementation fidelity of the Academic and Career Plan (ACP) policy in a suburban Virginia school division. A quantitative survey investigated counselor thoughts about the policy, implementation behaviors, and counselor ideas about equity issues related to providing college and career planning services to at risk students. Counselor interviews were conducted to provide deeper insight about the street level implementation practices and beliefs of counselors. Findings reveal that counselors place substantial value in the ACP policy and think the process is useful for connecting student interests and …

To that end, the purpose of this applied research study was to help healthcare executives better understand the barriers to effective organizational change and improvement from the perspective of frontline leaders. Focus groups were conducted …

Empirical Study On The Relationship Between Ethical Leadership And Organizational Climate Of Innovation, Virlena Crosley

Doctor of Business Administration (DBA)

In today’s world, it is imperative that organizations continuously innovate because their long-term survival is threatened when they do not. Research has shown that two elements are required for an organization to be innovative: an innovative climate and an effective leadership style. Recent studies have begun to explore the relationship between the ethical dimension of leadership and outcomes of an innovative climate, such as promotion of technological innovation and support for innovation.

While there is evidence that ethical leadership may improve innovative climate, the relationship between the two constructs has not been explored. The purpose of this study was to …

Minimal Intervention Needed For Change: Definition, Use, And Value For Improving Health And Health Research, Diane King Mar 2014

Minimal Intervention Needed For Change: Definition, Use, And Value For Improving Health And Health Research, Diane King

Reports

Much research focuses on producing maximal intervention effects. This has generally not resulted in interventions being rapidly or widely adopted or seen as feasible given resources, time, and expertise constraints in the majority of real-world settings. We present a definition and key characteristics of a minimum intervention needed to produce change (MINC). To illustrate use of a MINC condition, we describe a computer-assisted, interactive minimal intervention, titled Healthy Habits, used in three different controlled studies and its effects. This minimal intervention produced modest to sizable health behavior and psychosocial improvements, depending on the intensity of personal contacts, producing larger effects …

The Community College As Entrepreneur: Developing And Sustaining Effective Noncredit Workforce Training Partnerships, Kristine Michele Condon Mar 2014

The Community College As Entrepreneur: Developing And Sustaining Effective Noncredit Workforce Training Partnerships, Kristine Michele Condon

Dissertations

In an era of increasingly tight community college budgets, noncredit workforce training partnerships with local business and industry are becoming critical sources of revenue. These partnerships can underwrite otherwise unaffordable projects and build effective bridges from non-credit to credit-bearing coursework for students. However, little research exists on the nature of community college noncredit workforce training partnerships or how those partnerships are built and maintained.

The purpose of this study is to identify how and in what ways Illinois single-campus community colleges develop and sustain effective noncredit workforce training partnerships. This qualitative case study of Illinois’ single-campus community colleges and their …

Fostering Dental Faculty Collaboration With An Evidence-Based Decision Making Model Designed For Curricular Change, Gary L. Stafford Mar 2014

Fostering Dental Faculty Collaboration With An Evidence-Based Decision Making Model Designed For Curricular Change, Gary L. Stafford

School of Dentistry Faculty Research and Publications

This article introduces an innovative decision making model for adapting evidence-based practice to the specific needs of a department in a dental school. The design encourages suggestions for curricular change directly from the faculty members, while providing a mechanism that allows them to actively participate in the process through the use of evidence-based principles and practice. The nucleus of this model is an Advisory Council comprised of nine full-time departmental faculty members who, when charged, act as independent task force leaders who recruit other faculty members and lead small teams that investigate suggestions for curricular change. Following an accelerated investigative …

Creating 21st Century Classrooms: What District Level Instructional Leaders Know About Leading 21st Century Learning, Jeff Arrington Mar 2014

Creating 21st Century Classrooms: What District Level Instructional Leaders Know About Leading 21st Century Learning, Jeff Arrington

Department of Educational Administration: Dissertations, Theses, and Student Research

Common Core standards and 21st century instruction are topics at the forefront of current educational literature (Greenstein, 2012; Long, 2012; Sheninger & Larkin, 2012; Wilson, 2006). Though Common Core standards may provide a foundation for the literacy and numeracy that has been identified in preparation for college and career, even Common Core agrees that this preparation and readiness is complex and more than the standards address. “The reality is that students must develop a complex skill set that prepares them for both the rigor of college and the demands of the workplace” (Greenstein, 2012). Twenty-first century skills have been described …

An Analysis Of Principal Preparation Programs At Pennsylvania State Schools, Karlin Burks

Seton Hall University Dissertations and Theses (ETDs)

In this era of data-driven accountability for school success and high student achievement, successful school leadership has been hailed as one of the most import tools in creating effective schools. Principal preparation programs have an ever-demanding job of producing high-quality principals capable of effective school leadership, as the failure or success of a school can be directly attributed to the training and preparation of the school principal. It is the desire of the researcher that the findings of this study will add to the research on school leadership and perhaps encourage university principal preparation programs to examine their practices and …
