Program Evaluation In The Nonprofit Sector : An Exploratory Study Of Leaders' Perceptions, Gail A. Patin

The purpose of the study was to understand the role of and capacity for program evaluation from the perspectives of leaders in the Northeast Florida nonprofit sector. The study was a two-phased qualitative design and had three research questions related to the role of program evaluation, the capacity for program evaluation, and the influence of the relationship between providers and funders on these efforts. The first phase was a nominal group process using the Delphi survey method. The second phase involved in-depth interviews. Study participants were chosen based on specific criteria.

This article, written for a symposium hosted by the Wake Forest Journal of Law & Policy on “Finality in Sentencing,” makes four arguments, three general and one specific. First, the United States incarcerates too many people for too long, and mechanisms for making prison sentences less “final” will allow the U.S. to make those sentences shorter, thus reducing the prison population surplus. Second, even if one is agnostic about the overall size of the American prison population, it is difficult to deny that least some appreciable fraction of current inmates are serving more time than can reasonably be justified on …

The female prison population is the fastest growing prison population in the United States. The rise in female incarceration over the past several years has become a growing concern partly due to the damaging effects on the family; a phenomenon largely attributed to mandatory sentencing guidelines and gender-neutral policies. California’s Proposition 8 allows same sex couples to join through civil unions, which grant the legal benefits afforded to married couples but denies them the official label of “marriage.” The lower court eschewed the question of whether Proposition 8 burdens any fundamental right by concluding there is not even a rational basis (the minimum standard for the constitutionality of any law) for this law, as its sole effect is to deny same sex couples the designation of marriage.

Problem. Sustaining healthy democracies requires citizens to successfully transition from civilian life into political leadership positions. Despite the need for this transition to take place, little is known about the transition. Globally, lawyers are the most represented professional group inpolitics, therefore, a study of their transition acts as a good starting point in understanding the process. This study used the Nicholson Transition Cycle (NTC) to explore the transition of 65 lawyers into Canadian politics.

The current study examined the effects of cartel violence and terrorism threat on people's judgments, emotions and behaviors in response to the threat. It was hypothesized that prior threat experience, perception of threat severity, negative emotions, and attitudes toward authorities would influence trust in federal and local authorities for protection against the threat of cartel violence and terrorism. It was also expected that trust in authorities would increase compliance to authority recommendations to prepare for the threat. Freeways operate closest to the purest form of uninterrupted traffic flow. There is no constant interruption to traffic flow (such as stop sign and traffic signal), and access is limited to ramp locations. Therefore, at freeways, bottlenecks, if exist, are usually caused by merging and diverging traffic at ramp locations. Bottleneck removal at freeway ramp areas can reduce average freeway commuter delay. Currently, engineers may add auxiliary lanes at ramp areas to mitigate or remove bottlenecks.

This study documents the experiences and identities of undocumented Spanish-speaking migrants in Georgia vis-à-vis their counterparts who have legal status. Structured interviews were used to collect data from 127 adults (49 percent undocumented at their time of arrival and 38 percent undocumented at the time of data collection) regarding their experience of discrimination, utilization of services, identity preferences, mental health, and beliefs in five domains: vulnerability, injustice, distrust, superiority, and helplessness. Significant immigration status differences emerged for education, income, utilization of some city services, and a few of the belief scales. The Wii Board Basic Balance Test has served as a useful tool for assessing balance in concussion management. In the event that an athlete is concussed, baseline data will be useful when managing a concussion. In cases where baseline data is not available, having normative data is useful to refer to in order to make appropriate return-to-play decisions. While globalization is widely theorized in terms of apolitical trans-border flows, this paper argues that the so-called "War on Terror," the wars in Iraq and Afghanistan, and the so-called "War on Drugs" have legitimated the use of violence and aggression. This includes criminalization, closure, containment and deportation directed at trans-national flows of immigrants. Immigrants have become conflated with terrorists, drugs, crime and contamination as a generalized "other," to use Simmel's terms; they are typed as suspicious and dangerous strangers. Do Sexually Violent Predator Laws Violate Double Jeopardy Or Substantive Due Process?: An Empirical Inquiry, Tamara Rice, Justin Mccrary

In 1997, the Supreme Court held that the sexually violent predator (SVP) act in Kansas did not violate double jeopardy or substantive due process even though it indefinitely commits an individual to a locked state-run facility after that individual has completed a maximum prison term. In this article, we question a core empirical foundation for the Court’s holding in Hendricks: that SVPs are so dangerous that they will commit repeat acts of sexual violence if they are not confined. Our findings suggest that SVP laws have had no discernible impact on the incidence of sex crimes. These results challenge …

The Second Circuit’s December 2012 decision in United States v. Caronia striking down the prohibition on off-label marketing of pharmaceutical drugs has profound implications for economic regulation in general, calling into question the constitutionality of restrictions on the offer and sale of securities under the Securities Act of 1933, the solicitation of shareholder proxies and periodic reporting under the Securities Exchange Act of 1934, mandatory labels on food, tobacco, and pesticides, and a wide range of privacy protections. Every year, firms make numerous announcements to recall products that are deemed unsafe or defective. These recalls pose a significant threat to a firm's brand reputation. The strong, negative reactions of consumers and the media to the recalls initiated by Toyota in 2010 show how fragile brands are in the wake of a recall. The current study examines the state of prison programming across the U.S. and whether availability of and participation in prison programs varies by gender and other key factors such as the interaction effects of race and gender, self-identified needs, and facility-level characteristics. Using Morash, Rucker, and Haarr's (1994) study, the last major study comparing prison programming for men and women in U.S. prisons, as a guide, I explore the current state of prison programming using national-level survey data. The adverse health effects of sugarcane burning emissions on surrounding communities are well documented. Sugarcane farmers in Louisiana, a major sugarcane producing state with 385,000 acres dedicated to sugarcane farming throughout, attempt to mitigate the effects of burn emissions by estimating the characteristics of the resultant smoke plume using meteorological variables as parameters. The current mitigation method designed by the LSU AgCenter, the American Sugar Cane League, and the Louisiana Department of Agriculture and Forestry is a manual process requiring the tedious look-up of atmospheric variables from multiple sources and physically drawing a predicted smoke plume on a paper map, …

This research study examines how Illinois public high school Career and Technical Education educational leaders employ best practices in providing all students rigorous, relevant, and equitable learning experiences within a professional learning community structure.
This study utilized a mixed method two-tier case study methodology. Tier one consisted of a survey administered to 605 Illinois public high school Career and Technical Education leaders, outside of the Chicago Public School system, with 72 leaders who responded. Although inquiry into reentry has grown significantly in the past decade, studies concerning formerly incarcerated persons entrance back into society tend to look at the outcomes and consequences of reentry, not the process. This "what works and what doesn't work" research approach (Seiter and Kadela 2003) leaves some very important aspects of reentry unexamined. While determining the efficacy of programs designed to reduce recidivism is important for public safety, social policy creation, and budgetary considerations, the role of the community in reentry remains largely unexplored.

Poverty is correlated with crime, but it is widely assumed that it should not be a defense. In the 1970s, Judge David Bazelon challenged this assumption, proposing a rotten social background defense, that is, how growing up under circumstances of severe deprivation can subsequently impact a criminal defendant's mental state and actions. Relatedly, other theorists have posited that poverty should be a defense to crime based on poverty's coercive aspects or because society forfeits its right to condemn when it tolerates significant economic inequality. Public opinion regarding crime-related issues is a challenging matter for researchers and politicians alike. An ill-informed public with regards to crime, punishment and other aspects of the criminal justice system leads to discontent and demands for harsher policies to strengthen public safety.
