· Foundations are increasingly supporting cross-sector collaboratives that focus on developing collaborative leadership skills, in addition to strengthening collaborative accountability. This article tests the Theory of Aligned Contributions change model, as implemented by the Annie E. Casey Foundation’s Leadership in Action Program.
· Path analysis results show that grantmakers can support cross-sector collaboratives by providing skilled implementation teams that promote public and individual accountability and build strong collaborative leadership skills. Through this support, collaboratives develop effective strategies that affect important social issues.

While there are notable success stories, it is clear that large-scale impact does not occur by simply bringing various stakeholders together around a common agenda and then offering them funding for planning and implementation.

Despite popular perception of increased government surveillance, particularly since 9/11, a longitudinal study of the Annual Reports on the Use of Electronic Surveillance, published by Public Safety Canada between 1973 and 2011, demonstrates the opposite trend. This article first outlines this decline to situate the use of electronic surveillance by federal law enforcement. The second section of the article advances legal, political, and practical influences which are likely contributing to the diminished use of wiretapping by police. The recent Great Recession has shaken the nation’s faith in free markets and inspired various forms of actual or proposed regulatory intervention displacing free competition. Proponents of such intervention often claim that such interference with free-market outcomes will help foster economic recovery and thus macroeconomic stability by, for instance, enhancing the “purchasing power” of workers or reducing consumer prices. Such arguments for increased economic centralization echo those made during the Great Depression, when proponents of regulatory intervention claimed that such interference with economic liberty and free competition, including suspension of the antitrust laws, was necessary to foster economic recovery. This report explores the strengths and weaknesses of two significant regional indicator projects for the Portland‐Vancouver metropolitan area. Specifically, this paper focuses on the measurement of equity conditions at a regional scale. In 2003, the Coalition for a Livable Future (CLF), in partnership with Portland State University (PSU), launched the nation's first regional equity atlas endeavor that pushed the notion of equity to the forefront of regional discourse. Defined primarily in terms of access to opportunities, especially in spatial terms, the atlas took advantage of the analytical capabilities and graphic power of mapping and maps to convey its findings. This article examines the Georgia prisoners’ protest and uses the prisoners’ list of demands to examine the relationship between historical and present notions of race, labor, rights and incarceration. Particular focus will be placed on how mass incarceration is racialized in the disproportionate imprisonment of men of color, specifically black men, and how this contributes to the invisibility of this population in the public eye. If prisoners are required by federal law to exhaust
institutional remedies before they may file suit in federal
court, should a prisoner with a legitimate claim suffer
dismissal by the federal court if the statute of limitations
lapses during the time the prisoner spends exhausting
administrative remedies? The Prisoner Litigation Reform
Act (PLRA) of 1996 offers no guidance. Federal courts
may choose to apply equitable tolling to a prisoner's claim
should this predicament arise, saving it from dismissal
based on tardiness, but nothing requires the court to do so.

Sex Offenders' Perceptions Of North Dakota's Sex Offender Policies, Mariah Dawn Laver Juanto

Registered sex offenders in North Dakota were interviewed regarding their experiences with being on the registry. Results from the coded transcripts indicate that offenders felt the registry made finding housing and employment more difficult. Additionally, participants reported feeling the registry negatively impacted their ability to be involved in community organizations and impacted how they interacted with others, including forming supportive relationships. Participants also completed surveys, assessing general psychological symptoms, general stress levels, and demographic information, including registration requirement information. No significant relationships between sex offenders' registry requirements and psychological symptoms were found. Conclusions and implications for future research are discussed.

To prepare students for the serious ethical dilemmas encountered in STEM (science, technology, engineering, and mathematics), higher education educators strive to influence students’ value development. Despite this goal, little is known about value development in undergraduate engineering education. Survey data from the 2008-2009 national administration of the revised College Student Experiences in STEM Questionnaire (CSESQ) was analyzed to examine the relationship between students’ engagement with faculty and peers and their perceived value development. This research formed a descriptive frame of the current levels of emergency preparedness and applied Hallahan's Issues Processes Model to examine the relationship between knowledge, involvement, and emergency preparedness among the participants. The variables were measured in the context of self-perception. The research method involved a survey of students who are just becoming responsible for their personal emergency preparedness. The results suggest that students lack overall emergency preparedness measures and show that self-perceived knowledge is positively related to self-perceived emergency preparedness. Yet, higher self-perceived knowledge is negatively related to actual emergency preparedness actions. Thus, the more knowledgeable the participants believed …

When a disaster the magnitude of the Deepwater Horizon blowout and oil spill takes place, is it natural for the news media stories, investigative reports, and public deliberation to focus almost exclusively on finding the person or group responsible for such a horrendous scene. Rhetorically speaking, the discourse surrounding the event can be characterized as a reductive form of praise and blame rhetoric (epideixis). The purpose of this research was to investigate the effects of virtual reality training on the development of cognitive memory and handgun accuracy by law enforcement neophytes. One hundred and six academy students from 6 different academy classes were divided into two groups, experimental and control. The experimental group was exposed to virtual reality training for a period of 8 hours. The control group was exposed to the traditional, non-interactive training that occurred on a gun range, also for a period of 8 hours. Considering the billions of dollars invested in school buildings and the accountability for improving student achievement, there has been the lingering question about how the physical learning environment impacts student achievement. This study explored the impact of a new 21st-century-designed middle school facility on student academic achievement in mathematics and science. This paper examines the aftermarket performance of initial public offerings (IPOs) and explores the underpricing of IPOs in an Asian emerging equity market using a comprehensive sample of IPOs. Our findings suggest that there exist a significant underpricing. Specifically, new issues have been offered at an average market-adjusted discount of about 20%. The magnitude of IPO underpricing is significantly larger for large firms, older firms and firms with small offering size.

Abstract Background Pre-pregnancy health and care are important for the health of the future generations. Smoking during pregnancy has been well-researched and there is clear evidence of harm. But there has been little research on the health impact of planning for pregnancy. This study aims to investigate the independent effects of pregnancy planning and smoking during pregnancy on neonatal outcome. Methods This analysis made use of data from the UK Millennium Cohort Study. The study sample consisted of 18,178 singleton babies born in UK between 2000 and 2001. The neonatal outcomes of interest were low birthweight (<2.5 Kg) and pre-term birth (<37 completed weeks gestation). Logistic regression was used to estimate the association between pregnancy planning and/or smoking and neonatal outcome. Adjusted odds ratios were used to calculate population attributable risk fractions (PAFs). Results 43% of mothers did not plan their pregnancy and 34% were smoking just before and/or during pregnancy. Planners were half as likely to be smokers just before pregnancy, and more likely to give up or reduce the amount smoked if smokers. Unplanned pregnancies had 24% increased odds of low birth weight and prematurity compared to planned pregnancies (AORLBW1.24, 95% CI 1.04-1.48; AORPREM1.24, 95% CI 1.05-1.45), independent of smoking status. The odds of low birth weight for babies of mothers who were smoking just before pregnancy was 91% higher than that of mothers who were not (AORLBW1.91, 95% CI 1.56-2.34). Women who quit or reduced the amount smoked during pregnancy lowered the risk of a low birth weight baby by one third (AORLBW0.66, 95% CI 0.51-0.85) compared with women whose smoking level did not change. Smaller effects were found for prematurity. If all women planned their pregnancy and did not smoke before or during pregnancy, 30% of low birthweight and 14% of prematurity could, in theory, be avoided. Conclusions Planning a pregnancy and avoiding smoking during pregnancy has clear, independent, health benefits for babies. Quitting or reducing the amount smoked during pregnancy can reduce the risk of low birthweight.

The psychological assessment of racial and ethnic minority groups is often substantially limited by the lack of adequate normative data for these groups. This study examined the impact that race has on forensic psychologists’ (N=145) diagnostic decision making as well as judgments of the quality of normative data. It was hypothesized that the forensic psychologists would accept lower quality normative data for African American youth compared to White youth. However, although the quality of the test norms influenced the dependent measures in the expected direction, no significant interaction was noted between norm quality and youth’s race. The increased number of terrorist attacks using improvised explosive devices (IEDs) over the past few years has made the trace detection of explosives a priority for the Department of Homeland Security. Considerable advances in early detection of trace explosives employing spectroscopic detection systems and other sensing devices have been made and have demonstrated outstanding performance. However, modern IEDs are not easily detectable by conventional methods and terrorists have adapted to avoid using metallic or nitro groups in the manufacturing of IEDs. This chapter identifies the origins of contemporary preventive endeavour in the work of the RAND Corporation in America, which developed highly technical studies of crime prevention based upon systems analysis. It suggests that RAND promoted a decidedly punitive style of prevention based upon policing and punishment that is replicated in modern ‘punitive preventive measures’. It criticizes these measures, emphasizing the perils they pose and the weakness of their empirical foundations. Most worryingly, these measures typically claim an apolitical, neutral emphasis on efficiency that fails to engage with the political values underlying them. In so doing, it tends to displace much …

This chapter tells the story of policing, crime, and the search for legitimacy over the past two decades in Los Angeles and New York City. Throughout this complex political, normative, and legal landscape, crime rates dropped dramatically in each city to levels not seen since the early 1960s. The chapter begins with a discussion of the evolution of policing in the two cities, assessing reciprocal and dynamic changes that reflected both the crises of crime epidemics and crises within the police. This chapter continues our examination of the corporate law and governance implications of the fundamental shift in ownership structure of U.S. public corporations from the Berle-Means pattern of widely distributed shareholders to one of Agency Capitalism – the reconcentration of ownership in intermediary institutional investors as record holders for their beneficial owners. One of the major issues facing Unmanned Aircraft Systems (UAS) integration into the National Airspace System (NAS) is pilot qualification. To date UAS flights are only conducted in special use airspace or with individual and non-standardized approval. The only printed pilot qualification requirements come from the 2008 Federal Aviation Administration's (FAA) Interim Operational Approval Guidance 08-0 I. This study examines the thoughts and ideologies that actuate the daily behaviors of Southern rural police officers as they pertain to practices consonant with social justice and equity. The research focus is the author’s own experience as a 21-year Southern rural police officer who ultimately obtained the position of chief of police while concurrently developing a firm commitment to ensuring social justice in his own practice and that of his subordinate police staff.
