Multidimensional Signal Analysis For Wireless Communications Systems, Ali Gorcin Jan 2013

Multidimensional Signal Analysis For Wireless Communications Systems, Ali Gorcin

USF Tampa Graduate Theses and Dissertations

Wireless communications systems underwent an evolution as the voice oriented applications evolved to data and multimedia based services. Furthermore, current wireless technologies, regulations and the un-

derstanding of the technology are insufficient for the requirements of future wireless systems. Along with the rapid rise at the number of users, increasing demand for more communications capacity to deploy multimedia applications entail effective utilization of communications resources. Therefore, there is a need for effective spectrum allocation, adaptive and complex modulation, error recovery, channel estimation, diversity and code design techniques to allow high data rates while maintaining desired quality of service, and reconfigurable …

Border Wars & The New Texas Navy: International Treaties, Waterways, And State Sovereignty After Arizona V. United States, Bill Piatt, Rachel Ambler

Faculty Articles

The Texas Department of Public Safety Tactical Marine Unit’s law enforcement authority does not extend to stopping people crossing the border. Whether the Tactical Marine Unit, colloquially known as the New Texas Navy, possesses sufficient legal authority to enforce federal law is questionable. Arizona v. United States affirmed the principles of federalism and the preemption doctrine. However, the Court suggested that State officers were legally permitted to “cooperate” with the U.S. Attorney General in the identification, apprehension, and detention of illegal aliens. But, this does not allow a State to unilaterally choose to enforce federal law, which the New Texas …

Addressing Sexual Violence Against Youth In Custody: Youth Workers’ Handbook On Identifying And Addressing Sexual Violence In Juvenile Justice Settings, Brenda V. Smith, Jaime M. Yarussi

Research Reports & White Papers

From 1999 to 2012, The Project on Addressing Prison Rape (the Project) at American University’s Washington College of Law had a cooperative agreement with the National Institute of Corrections (NIC) to provide training to high-level correctional decisionmakers on key issues in addressing and investigating staff sexual misconduct. In 2003, with the enactment of the Prison Rape Elimination Act (PREA), the Project’s focus shifted to addressing prison rape—both staff sexual misconduct and offender-on-offender sexual abuse. In 2006, Smith Consulting began a collaborative effort with the Project and NIC to focus efforts on addressing sexual abuse of youth in custody. This handbook …

Existential Phenomenology's Role In Understanding Minority Cynicism In The American Legal System, Layla Garcia-Brown Jan 2013

Existential Phenomenology's Role In Understanding Minority Cynicism In The American Legal System, Layla Garcia-Brown

Senior Honors Theses and Projects

This paper will discuss the cynicism many people of color have toward the American legal system by using the intersections between existential philosophy, Africana philosophy, black existentialism and phenomenology. This paper will explore the cynicism and lack of trust held by many American minorities toward the American legal and judicial systems primarily through the lenses of philosophy, but additionally, the disciplines of: psychology, political science, criminology and sociology will also be discussed as they are vital and unavoidable disciplines to the discussion. Therefore, the methodology of this paper is intersectionality, meaning that all of the above systems as well as …

Quality Modeling And Improvement Of University Facilities Services Using Six-Sigma - A Case Study On Wayne State University Fpm Services, Mohsen F. Mohamed Isa Jan 2013

Quality Modeling And Improvement Of University Facilities Services Using Six-Sigma - A Case Study On Wayne State University Fpm Services, Mohsen F. Mohamed Isa

Wayne State University Dissertations

Literature survey shows that there is no published information concerning the investigation and/or evaluation (by the customer) of the services provided by universities facilities management units, and no previous research was done to measure and evaluate such services to address, identify, and model the critical factors affecting quality.

This research work proposed a service quality model relating factors affecting quality of services provided by facility management units at higher educational institutions to the customer perception of service quality. It also examined the use of the Six-Sigma DMAIC methodology as an improvement strategy for services provided by facility management units at …

Efforts To Fix A Broken System: Brown V. Plata And The Prison Overcrowding Epidemic, Lauren Salins, Shepard Simpson Jan 2013

Efforts To Fix A Broken System: Brown V. Plata And The Prison Overcrowding Epidemic, Lauren Salins, Shepard Simpson

Loyola University Chicago Law Journal

Excessive incarceration is a national problem. Across the country, prisons face dangerous levels of overcrowding, which has led to unconstitutional conditions of confinement and the inability of states to effectively rehabilitate their inmates. Ardent public support of “tough on crime” policies inhibits state legislatures from enacting successful reforms. In turn, states spend large percentages of their budget to sustain failing and ineffective corrections systems. By some estimates, states could save hundreds of millions of dollars annually if they reduced prison populations through proactive reforms, such as early release programs and diversionary tactics. In light of these factors, a consideration of …

Dismantling America’S Largest Sleeper Cell: The Imperative To Treat, Rather Than Merely Punish, Active Duty Offenders With Ptsd Prior To Discharge From The Armed Forces, Evan R. Seamone Jan 2013

Dismantling America’S Largest Sleeper Cell: The Imperative To Treat, Rather Than Merely Punish, Active Duty Offenders With Ptsd Prior To Discharge From The Armed Forces, Evan R. Seamone

Journal Articles

By separating combat veterans with uniquely military discharges that make many ineligible for effective PTSD treatment, the active duty armed forces are creating a class of future offenders, specially trained to be lethal, whose violent acts against themselves, their families, and the public collectively amass more casualties, incur more costs, and drain more resources in the homeland than the underlying traumatic episode in the war zone. The obligation to treat these offenders and help them successfully transition to civilian society with preserved VA benefits before discharge is not merely a laudatory goal of therapeutic jurisprudence, but a mandate under the …

Maryland V. King: Terry V. Ohio Redux, Tracey Maclin Jan 2013

Maryland V. King: Terry V. Ohio Redux, Tracey Maclin

UF Law Faculty Publications

In Maryland v. King, the Supreme Court addressed whether forensic testing of DNA samples taken from persons arrested for violent felonies violated the Fourth Amendment. The purpose behind DNA testing laws is obvious: collecting and analyzing DNA samples advances the capacity of law enforcement to solve both "cold cases" and future crimes when the government has evidence of the perpetrator's DNA from the crime scene. In a 5-4 decision, the Court, in an opinion by Justice Kennedy, upheld Maryland's DNA testing statute, and presumably the similar laws of twenty-seven other states and the federal government. Although Justice Kennedy's opinion suggests …

Bargaining In The Shadow Of The Debt Ceiling: When Negotiating Over Spending And Tax Laws, Congress And The President Should Consider The Debt Ceiling A Dead Letter, Neil H. Buchanan, Michael C. Dorf Jan 2013

Bargaining In The Shadow Of The Debt Ceiling: When Negotiating Over Spending And Tax Laws, Congress And The President Should Consider The Debt Ceiling A Dead Letter, Neil H. Buchanan, Michael C. Dorf

UF Law Faculty Publications

If the debt ceiling is inconsistent with existing spending and taxing laws, what must the President do? In earlier work, we argued that when Congress creates a “trilemma” — making it impossible for the President to spend as much as Congress has ordered, to tax only as much as Congress has ordered, and to borrow no more than Congress has permitted — the Constitution requires the President to choose the least unconstitutional path. In particular, he must honor Congress’s decisions and priorities regarding spending and taxing, and he must issue enough debt to do so. Here, we extend the analysis …
