This photo essay examines the contested cultural and political landscapes surrounding the Statue of Peace, a bronze sculpture by Kim Seo- kyung and Kim Eun-sung that commemorates the victims of wartime sexual slavery,commonly referred to as the“comfort women.”Better known to South Koreans as the “Statue of a Girl,” this public art piece has served more than a memorial as it has become a flashpoint of grassroots activism, vandalism, and international controversy. Through visual analyses of multiple iterations of the sculpture, the essay traces its divergent trajectories—both as a target of iconoclastic threats and as a focal point of civic engagement.

Civil forfeiture laws allow law enforcement to seize property when there is probable cause it has been used or possessed in violation of legal rules, often before an owner has a chance to contest the government’s seizure in court. In the criminal context, forfeiture is typically an in personam action that requires a criminal conviction and is part of a defendant’s sentence. In the civil context, however, forfeiture is an in rem proceeding brought against the property derived from or used to commit an offense––not against the person who committed the offense. As such, a civil forfeiture may not require …

The Perceived Barriers To Services Among Hispanic Immigrant Community Members In Southern Connecticut, Catherine Andrea Ortegon

In this qualitative phenomenological study, the perceived barriers to services among Hispanic immigrant community members in Southern Connecticut were explored. The study was grounded in social disorganization theory and cultural conflict theory to identify the specific obstacles these communities face, understand the underlying causes, and examine the broader societal and criminal justice implications. Data were collected through open-ended anonymous questionnaires with participants from Hispanic immigrant communities. The findings revealed that fear of deportation, language barriers, and limited education about available services and resources were the most perceived barriers. The World Trade Center attacks on September 11th, 2001, had a drastic impact on American culture across many different mediums. Among those impacted, first responders experienced intense responsibilities beyond the bounds of typical expectation and training, putting them particularly at risk for Post Traumatic Stress Disorder. PTSD in first responders is often examined on a wide scale, where all types of responder roles are compared to the general population or within their individual groups. This study examined the association between occupation of responders at the time of the 9/11 terrorist attacks and PTSD prevalence and symptom expression. Patterns of symptoms …

The U.S. Supreme Court’s recent Grants Pass v. Johnson decision sounded the death knell for Eighth Amendment protections for people experiencing homelessness. The decision not only overruled key Ninth Circuit decisions, but also severely cabined the Court’s own precedent, allowing cities across the country to jail and fine people for doing nothing other than surviving in public space when they have no reasonable alternative. The Eighth Amendment’s prohibition against cruel and unusual punishment is a powerful symbol of America’s aspiration to realize the dignity and humanity of all its people, especially those who are marginalized and vulnerable to systemic discrimination …

Over the past twenty years, police departments across the country have instated LGBTQ+ liaisons in response to overwhelming rates of violence against the transgender and gender non-conforming community. Despite the creation of this position, rates of transgender victimization remain the same, with transgender people still being 2.5 times more likely to experience violence than a cisgender person. At-lanta Police Department’s LGBTQ+ liaison has existed since 2004, however, in this time, nearly twenty brutal mur-ders of transgender and gender non-conforming individuals have been reported in Atlanta, with three high-profile kill-ings occurring in 2023 alone. This article is a study of Reinhold Niebuhr’s Christian Realism, a progressive school of social ethics rooted in Christian theology, and its critical evaluation of American mass incarceration. Christian Realism seeks justice in society under law, formed by love as its fundamental organizing principle. It acknowledges a world with endemic structural injustices and social immorality, but it finds temperate hope in the human potential for love, redemption, and generosity. Christian Realism reckons that any institution committed to justice must inevitably compromise to achieve incremental progress toward good. Since 2012, several states and municipalities have decriminalized the non-violent use and possession of small amounts of recreational marijuana by adults. These criminal law reforms raise the issue of whether individuals who were convicted in the past should be exonerated retroactively by way of pardons or clemency. Consequently, many past marijuana offenders remain in state prisons for committing acts that are no longer deemed illegal in many states. Furthermore, these prisoners, as well as persons who were formerly accused or imprisoned, suffer from the stigma and negative collateral consequences of their alleged criminality. The decline in volunteer engagement within nonprofit organizations poses a significant challenge, particularly in youth sports where volunteer support is essential to program success. The purpose of this quantitative study was to examine the organizational factors that influenced volunteer motivation and satisfaction in a youth sports nonprofit. The practice focused research question for the study was: what factors within the organization either motivate or demotivate current individuals to volunteer in youth sports? Guided by Herzberg’s two-factor theory and self-determination theory, the study utilized the Modified Volunteer Functions Inventory for Sports survey to collect responses from 21 coaches and board members. …

This study explored how federal agents and psychologists collaborate to assist veterans and police officers receive offer mental health care. The study paid attention to the potential interplay of artificial intelligence and faith-informed models. Following IPA-based qualitative interviews with federal agents and psychologists and an extensive literature review, the study pointed out some barriers to seeking mental health services, including stigma, rigidity inside organizations, and less peer support. Intervention models that involve patients intensely have emerged as more effective ideas, which are used sparingly. The purpose of this case study will be to solve the problem of agency costs in three of Virginia’s largest Smart Cities and to formulate a solution for public administrators to implement during smart city development. This case study contributes to existing public administration knowledge by expanding upon post-progressive public administration theory by acknowledging the preferences of public administrators and the role those preferences play in the adoption of SCI priorities. Communication training in police academies has historically been lacking across the nation. Prior research indicates that communication skills are necessary for law enforcement professionals. Recent incidents have indicated that a communication gap occurs between law enforcement professionals and community members. Ultimately, public administrators play a role in the delivery of law enforcement services. In Ohio, the 2024 Blue Ribbon Task Force uncovered that communication training for law enforcement professionals is lacking. Municipal swimming pools were initially built to provide recreation and hygiene to urban communities, regardless of race or class. Currently a shortage of lifeguards exists in Canada and the United States (US) (Frommer, 2023; Santucci, 2024), and those who are working as lifeguards often do not reflect the diversity of the communities they serve (Martinez, 2020). Increasing the number of lifeguards from equity-owed groups is a potential way of increasing the lifeguard workforce and decreasing the shortage of workers in these important roles, as well as a moral imperative. Agriculture, emergency preparedness, and water resource management all depend on accurate rainfall forecasts. This study investigates how well machine learning models predict monthly rainfall in the Kurdistan Region of Iraq, specifically in the Pirmam area. Historical weather data was analyzed using a variety of models, such as Artificial Neural Networks (ANN), Adaptive Neuro-Fuzzy Inference System (ANFIS), Multiple Linear Regression (MLR), Least Absolute Shrinkage and Selection Operator (LASSO), Elastic Net (ELNET), and Ridge Regression. An Innovative Approach Addressing Childhood Drowning: Making Use Of Collegiate Aquatic Facilities And Expertise, Gennette Cordova, Natasha Lloyd, Chezik Tsunoda

The silent epidemic of childhood drowning, and the racial disparities associated with it require scalable and innovative approaches that both break cycles of exclusion and circumvent our societal tendency to overlook drowning as a matter in need of urgent resolution. No More Under, a Seattle-based water safety organization whose mission is to eradicate childhood drowning, has launched the Swim Safely Series. The series is a national program uniquely poised to overcome the various barriers associated with racial and socioeconomic drowning disparities by tapping into underutilized collegiate aquatic spaces and merging water safety with mentorship and social intervention.

In the 2022 case of Luamba c Procureur général du Québec, the Superior Court of Quebec held that a police power to conduct roving random stop of motorists for the purpose of checking for traffic offences infringed ss 9 and 15 of the Canadian Charter in ways that were not saved under s 1. This decision was upheld by the Court of Appeal (“QCCA”) and the Supreme Court (“SCC”) has now granted leave to appeal to the AG Quebec.

This article explains how developers and users of large language models (LMs) may be treated by English and Canadian libel law. LMs could be economically significant, and the liability environment they exist in will affect where they are developed, who accumulates wealth from their development, and who bears the burdens of any negative consequences of their development. Understanding the existing liability environment allows both developers and policy makers to make informed decisions—about which jurisdiction to offer services and what to prioritise, for the former, and about whether the existing law serves desired policy ends, for the latter.
