The Condition Of Permanent War: Is There A Way Out?, Harry Van Der Linden Mar 2013

The Condition Of Permanent War: Is There A Way Out?, Harry Van Der Linden

Scholarship and Professional Work - LAS

In The United States, we live in a time of permanent war, not only in the sense of continuous hostilities but also in terms of the granting of political and legal emergency measures typical of war time and the maintenance of a war economy. It is a challenge to move out of this condition of permanent war since most citizens do not directly experience the costs of war. This presentation discusses a variety of steps to move from a time of “alienated” war to peacetime.

Effective Criteria For Seismic Rehabilitation Planning Of Road Transportation Infrastructures, Mohammadreza Yadollahi, Rosli Mohamad Zin, Sadegh Asgari Mar 2013

Effective Criteria For Seismic Rehabilitation Planning Of Road Transportation Infrastructures, Mohammadreza Yadollahi, Rosli Mohamad Zin, Sadegh Asgari

Civil Engineering Faculty Publications

While seismic rehabilitation process for road infrastructures has been traditionally based on seismic factors, consideration of non-seismic factors is necessary for reliable project ranking. Non-seismic factors include socioeconomic criteria, determining the value of a project to its users’ community. Based on the information obtained from a questionnaire survey and literature review, this paper identifies a set of effective rehabilitation criteria (ERC) for seismic rehabilitation decision-making to develop a priority index that is applied to determine the rehabilitation priority. The identified RC will then be weighted for four types of road structures including bridges, tunnels, retaining walls, and buildings. The results …

Factors Influencing Young Peoples’ Perceptions Of Personal Safety On Public Transport, Graham Currie, Alexa Delbosc, Sarah Mahmoud Mar 2013

Factors Influencing Young Peoples’ Perceptions Of Personal Safety On Public Transport, Graham Currie, Alexa Delbosc, Sarah Mahmoud

Journal of Public Transportation

This paper explores factors influencing perceptions of safety on public transport using an empirical analysis of a survey of young people in Melbourne, Australia. In the literature, some studies disagree as to the extent to which perceptions of safety are affected by actual experience of crime. Some suggest perceptions of personal safety are not justified by actual crime rates, whereas others find that direct experience of unsafe incidents results in greater safety concerns. Related research suggests that psychological factors can make some people feel uncomfortable on public transport and that this may increase perceptions of poor personal safety. However, these …

In 1806, Richmond entrepreneurs built the city’s first theater, the New Theater, at the present-day juncture of Thirteenth and Broad streets. This theater was likely the first in Virginia, and Richmonders of all colors, classes, and genders attended, although a three-tiered system of seating and ticket pricing separated attendees by race and class. Wealthy white patrons paid a dollar or more to sit in boxes thoroughly separated from the rest of the audience. Their middle and working class counterparts paid two or three quarters for orchestra seating. For a quarter or less, the city’s poorest citizens, any people of color, …

Comprehensive Self-Study Submitted By President Jeremy Travis To The Middle States Commission On Higher Education, March 2013., John Jay College Of Criminal Justice

Reports and Publications from John Jay College

Our Self-Study tells a story of institutional transformation. It is not a story driven by accidental circumstances, historical necessity, external forces, or the will of an individual—though each has played a role—but by collective and deliberate analysis of the College’s position in 2005, followed by thoughtful consideration of the future. Institutional change is often, if not always, difficult, but we have learned to pay constant attention to the ever-changing environment and the fixed destination. We have taken advantage of the opportunity offered by the Self-Study to reflect on the past and look toward the future.

DRU Workshop 2013 Presentations – Disaster Resistant University Workshop: Linking Mitigation and Resilience

Campus Roles in Emergency Management

Colleges and universities may become victims of natural, technological and human-caused disaster events, but they can become both self-reliant and a community resource through planning and preparedness. The campus is a multi-faceted environment with its unique population and resource base that can be viewed through several lenses. Each lens offers a different way of understanding the campus’s role in disasters.

DRU Workshop 2013 Presentations – Disaster Resistant University Workshop: Linking Mitigation and Resilience

This presentation provides an overview of the activities involved in the development of the LSU System Disaster Resistant University plan with a particular focus on non-traditional efforts. Developing an effective plan for a college campus is challenging: a campus’ footprint is fairly limited, which presents obstacles in regard to data availability and vulnerability modeling; student populations are often unfamiliar with local hazard conditions; hazardous research and materials are frequently present on campus; and so forth. Thus, generating meaningful and realistic hazard, vulnerability and risk assessments for a university by means of traditional input data and modeling approaches is difficult. New …

DRU Workshop 2013 Presentations – Disaster Resistant University Workshop: Linking Mitigation and Resilience

Coastal Louisiana has always had a very dynamic geography. It has been fairly well established that conditions “on the ground” change rapidly enough that our primary risk-assessment tool (the Flood Insurance Rate Map) is inadequate for regulating development - especially development that should have a meaningful life expectancy. In addition to the adverse impacts of continued development that increases run-off and decreases flood storage capacity, absolute sea level rise, and disappearing wetlands, there is the more complicated issue of subsidence.

In this session the presenters will share information about rates of subsidence in Louisiana, the evidence of subsidence, factors influencing …

Consolidated Public Safety Answering Point (Psap) Feasibility Study For Richland County Ohio, Daila Shimek, Eugene Kramer, Patrick Johnson, Charlie Post Mar 2013

Consolidated Public Safety Answering Point (Psap) Feasibility Study For Richland County Ohio, Daila Shimek, Eugene Kramer, Patrick Johnson, Charlie Post

All Maxine Goodman Levin School of Urban Affairs Publications

This report provides an assessment of the feasibility of consolidation of two public safety answering points in Richland County, Ohio. The report describes the methodology used to assess the feasibility. The findings are that consolidation of dispatch services among the potential participating entities is feasible. Consolidation of services would reduce capital costs expended across the county for public safety emergency dispatching over the long term. Given the proposed investment equipment and staff, the level and quality of service provided by a consolidated dispatch center should exceed those currently being supplied.

Palliative Care And The Health Care Crisis In The United States: A Candid Conversation With Dr. Diane Meier, Diane E. Meier Mar 2013

Palliative Care And The Health Care Crisis In The United States: A Candid Conversation With Dr. Diane Meier, Diane E. Meier

Center for Policy Research

This paper is a synthesis of the 2012 Lourie Lecture, framed as a series of questions and responses, and supported by images used in the lecture. I’m going to focus on the growth of this new field called palliative care and will make the connection that the crisis afflicting healthcare in the United States cannot be addressed without widespread scaling and implementation of palliative care across the system. My subject is not end-of-life care, but rather care during serious illness. A serious illness is something a person can live with for many years, such as emphysema, or end-stage renal disease …
