Tdma Slot Reservation In Cluster-Based Vanets, Mohammad Salem Almalag

Computer Science Theses & Dissertations

Vehicular Ad Hoc Networks (VANETs) are a form of Mobile Ad Hoc Networks (MANETs) in which vehicles on the road form the nodes of the network. VANETs provide several services to enhance the safety and comfort of drivers and passengers. These services can be obtained by the wireless exchange of information among the vehicles driving on the road. In particular, the transmission of two different types of messages, safety/update and non-safety messages.

The transmission of safety/update message aims to inform the nearby vehicles about the sender's current status and/or a detected dangerous situation. This type of transmission is designed to …

An Epistemological Inquiry Into The Incorporation Of Emergency Management Concept In The Homeland Security With A Post-Disaster Security Centric Focus, Mehmet Secilmis Apr 2013

An Epistemological Inquiry Into The Incorporation Of Emergency Management Concept In The Homeland Security With A Post-Disaster Security Centric Focus, Mehmet Secilmis

Engineering Management & Systems Engineering Theses & Dissertations

The historical roots of the Emergency Management concept in the U.S. date back to 19th century. As disasters occurred, policies relating to disaster response have been developed, and many statuary provisions, including several Federal Disaster Relief Acts, conceptually established the framework of Emergency Management. In 1979, with the foundation of the Federal Emergency Management Agency (FEMA), disaster relief efforts were finally institutionalized, and the federal government acknowledged that Emergency Management included mitigation, preparedness, response and recovery activities as abbreviated 'MPRR.'

However, after 2000, the U.S. experienced two milestone events - the September 11 terrorist attacks in 2001 and Hurricane Katrina …

Criminal Justice, Local Democracy, And Constitutional Rights, Stephen J. Schulhofer Apr 2013

Criminal Justice, Local Democracy, And Constitutional Rights, Stephen J. Schulhofer

Michigan Law Review

Universally admired, and viewed with great affection, even love, by all who knew him, Harvard law professor Bill Stuntz died in March 2011 at the age of fifty-two, after a long, courageous battle with debilitating back pain and then insurmountable cancer. In a career that deserved to be much longer, Stuntz produced dozens of major articles on criminal law and procedure. He was a leader in carrying forward the work of scholars who had analyzed criminal justice through the lens of economic analysis, and he added his own distinctive dimension by insisting on the importance of political incentives, with their …

Waylaid By A Metaphor: A Deeply Problematic Account Of Prison Growth, John F. Pfaff Apr 2013

Waylaid By A Metaphor: A Deeply Problematic Account Of Prison Growth, John F. Pfaff

Michigan Law Review

The incarceration rate in the United States has undergone an unprecedented surge since the 1970s. Between 1925 and 1975, the U.S. incarceration rate hovered around 100 per 100,000. Since then, that rate soared to 504 in 2009, dropping only slightly to 500 in 2010. In absolute numbers, the U.S. prison population grew from 241,000 in 1975 to 1.55 million in 2010. Not just exceptional by historical standards, this boom is unparalleled globally: the United States has the highest incarceration rate in the world. Despite having just 5 percent of the world's population, it houses nearly 25 percent of the world's …

Nothing About Us Without Us! The Failure Of The Modern Juvenile Justice System And A Call For Community-Based Justice, Charisa Smith Esq. Mar 2013

Nothing About Us Without Us! The Failure Of The Modern Juvenile Justice System And A Call For Community-Based Justice, Charisa Smith Esq.

Journal of Applied Research on Children: Informing Policy for Children at Risk

The modern juvenile justice system is failing our society. A literature review reveals resounding criticism of the system at all points—arrest, court processing, and incarceration. The current system does not effectively reduce recidivism, is wrought with racial disparities, operates with a minimal degree of cultural competence, violates human rights norms, and fails to empower and reform individuals who are directly affected. The current system shatters social bonds and does not hold governmental agencies accountable for wrongdoing or ineffectiveness. Community-based approaches more effectively reduce crime, cost less, are more empowering and culturally competent, help ameliorative civic fragmentation, and are more socially …

These non-binding design guidelines suggest how new construction in the historic core can best contribute to the distinctive character of that area. Largely developed before the rise of the automobile, the organization of historic buildings here creates compact walkable areas. Around the courthouse, for instance, business blocks built up to the sidewalk's edge define the square and nearby streets as pedestrian-friendly outdoor rooms.

Inlaid-Ivory Towers: Higher Education Joint-Use Facilities As Community Redevelopment Bulwarks, Michael N. Widener Mar 2013

Inlaid-Ivory Towers: Higher Education Joint-Use Facilities As Community Redevelopment Bulwarks, Michael N. Widener

Pace Law Review

This paper describes an unusual public-private partnership for real property development not involving typical infrastructure like bridges and roads. It addresses how communities like Mesa manage their way (adopting policies implicating land use and environmental sustainability principles via repurposing of buildings and sharing of additional community assets and “campus” leasing actions) to attract private sector higher education providers to establish a downtown as a node of intellectual stimulation, including cultural diversions. Etching the ivory tower environment into community centers sustains the quality of place. This quality attracts the “creative class,” which forms the core of leadership and entrepreneurship in America’s …
