The Visual And The Law Of Cities, Stephen R. Miller Mar 2013

The Visual And The Law Of Cities, Stephen R. Miller

Pace Law Review

This article will attempt to explore, through four separate “tableaux,” or brief sketches, four ways in which the visual interplays with the law of cities, and how a deeper understanding of this intersection can assist in the development of these laws and their underlying policies. This discussion will by no means be definitive. However, by presenting these four approaches in which the visual complicates and assists the law of cities, and sometimes even acts as the law of cities, it is hoped the article will spur a dialogue on the law’s relationship to the visual.

An Architecture For Coexistence With Multiple Users In Frequency Hopping Cognitive Radio Networks, Ryan K. Mclean Mar 2013

An Architecture For Coexistence With Multiple Users In Frequency Hopping Cognitive Radio Networks, Ryan K. Mclean

Theses and Dissertations

The radio frequency (RF) spectrum is a limited resource. Spectrum allotment disputes stem from this scarcity as many radio devices are con confined to a fixed frequency or frequency sequence. One alternative is to incorporate cognition within a configurable radio platform, therefore enabling the radio to adapt to dynamic RF spectrum environments. In this way, the radio is able to actively observe the RF spectrum, orient itself to the current RF environment, decide on a mode of operation, and act accordingly, thereby sharing the spectrum and operating in more flexible manner. This research presents a novel framework for incorporating several …

Electronic Characteristics Of Rare Earth Doped Gan Schottky Diodes, Aaron B. Blanning Mar 2013

Electronic Characteristics Of Rare Earth Doped Gan Schottky Diodes, Aaron B. Blanning

Theses and Dissertations

The Schottky barrier height (SBH) was measured on GaN based diodes with three different dopant types; Gd, Er and Yb. Two methods were used to determine the SBH. The first method was the Juergen Werner method to evaluate the I-V characteristics. The calculated SBH of the diodes using this method was 1.41 ± 0.20eV, 1.71 ± 0.25eV and 1.75 ± 0.28eV for the Gd-, Er- and Yb-doped diodes respectively. It was observed that using an ad-hoc effective Richardson constant value of 0.006Axcm-2xK-2 to calculate the SBH rendered results that were in no greater than 2% disagreement (neglecting …

An Evaluation Of The Organizational Structure Of Air Force Emergency Operations Centers Using Social Network Analysis And Design Structure Matrices, John W. Marshall Mar 2013

An Evaluation Of The Organizational Structure Of Air Force Emergency Operations Centers Using Social Network Analysis And Design Structure Matrices, John W. Marshall

Theses and Dissertations

The terrorist attacks on September 11, 2001 demonstrated that the United States' emergency response capability, while robust, was disorganized in that organizations were not prepared or equipped to coordinate response actions across multiple agencies at a national level. This research investigates whether NIMS and the AFIMS structure is optimal for Air Force emergency managers, or whether, while maintaining NIMS compliance, there is a more effective way for the Air Force to organize its emergency management and response forces. Specifically this research focuses on the organization of the EOC and investigates whether shifting from the current structure of the ESFs to …

“I Am Trayvon Martin”: Visual Culture, Trauma, And The Incarceration Crisis, Amy Abugo Ongiri Mar 2013

“I Am Trayvon Martin”: Visual Culture, Trauma, And The Incarceration Crisis, Amy Abugo Ongiri

Center for the Study of Race & Race Relations: Lectures and Events

Political scientist Cathy Cohen has characterized the post-Reagan era African American community as caught in “a period of contradictions and advanced marginalization.” Cohen notes that while African American participation in electoral politics has grown exponentially since the passage of the Voting Rights Act in 1965, African Americans are increasingly marginalized economically as well as socially. One of the major factors in social marginalization is what African American Studies scholar Richard Iton has characterized as “hyperincarceration.” This presentation will explore the apparently contradictory conditions in the U.S. that created the possibility of both Trayvon Martin’s murder and the triumph of Black …

Half-Baked: Weed, Race, And The Demonization Of Trayvon Martin, Alex Tepperman Mar 2013

Half-Baked: Weed, Race, And The Demonization Of Trayvon Martin, Alex Tepperman

Center for the Study of Race & Race Relations: Lectures and Events

Following Trayvon Martin’s shooting death, numerous right-leaning pundits placed responsibility for the incident upon the victim, portraying Martin as a dangerous, threatening hoodlum. The Neo-Nazi website Stormfront.com, seizing on Martin’s recent suspension from school for marijuana possession, was a particularly vigorous proponent of this view, leveling numerous false accusations about Martin’s past as a drug dealer. This paper will investigate Stormfront’s success in convincing “mainstream” conservative media outlets, including BusinessInsider.com and Twitchy.com, to pick up a story which, though quickly debunked, has maintained a great deal of popularity online. The successful labeling of the victim as a “deviant” shows, quite …

Jim Crow Riding High: The Latest Assaults On African American Voting Rights, Richard K. Scher Mar 2013

Jim Crow Riding High: The Latest Assaults On African American Voting Rights, Richard K. Scher

Center for the Study of Race & Race Relations: Lectures and Events

The aftermath of the shooting of Trayvon Martin raises serious issues about a possible double standard between the enforcement of civil rights for African-Americans and white Americans. This paper discusses two key voting rights – hence, civil rights - enforcement issues, voter suppression and disenfranchisement. While the 1965 Voting Rights Act guarantees the right to vote to all qualified Americans, there is substantial evidence that this right is often denied minorities. It has included strenuous efforts to suppress the black vote. How extensive is this effort, and what effect did suppression have on recent elections, including the Presidential election of …

The research performed provided several insights and outcomes that were anticipated in the research question. By analyzing the effects of breed specific legislation (BSL) and the statistics relative to dog bites, dog shelters and rescue groups, it became clear that the BSL does not work. This case study provides extensive proof to support this conclusion.

How Nonprofit Organizations Create Public Value, Stuart Mendel Mar 2013

How Nonprofit Organizations Create Public Value, Stuart Mendel

All Maxine Goodman Levin School of Urban Affairs Publications

The scholarship on public value has emanated largely from the perspective of government and public management. As valuable as this conceptualization may be, we suggest that public value in the United States can be created by a combination of government, business and nonprofit actors. We argue that nonprofit organizations have been overlooked in the public value literature – an unfortunate reality that does not accurately reflect the nonprofit sector’s significant contributions. In many respects, creating public value is a primary raison d'etre for the American nonprofit sector. To elaborate and support this argument, we present an in-depth analysis of five …

Pharmacovigilance: A Comparative Study About The Knowledge Of Adverse Drug Reaction (Adr) Reporting That Private Practitioners And Government Doctors Gained In A Random Locality In India, Shanthan B. Pingili

Master's Theses and Doctoral Dissertations

The present pilot study aims to compare the knowledge pertaining to ADR reporting systems that government doctors and private practitioners gained in a random, tier-II city in India, by conducting a questionnaire based survey. Their knowledge of ADR reporting, related guidelines and/or regulations, the frequency of ADRs they observe and diagnose, their opinion on mandatory reporting by doctors, type of ADRs they would generally report, and to whom ADRs should be reported are discussed besides evaluating the attributable reasons for underreporting, if any. A total of 47 (21.36%) responded to this random survey, of whom 27 (57.4%) were government doctors …
