We study long run carbon emissions-income relationships for advanced countries grouped in policy relevant groups: North America and Oceania, South Europe, North Europe. By relying on recent advances on Generalized Additive Mixed Models (GAMMs) and adopting interaction models, we handle simultaneously three main econometric issues, named here as functional form bias, heterogeneity bias and omitted time related factors bias, which have been proved to be relevant but have been addressed separately in previous papers. The model incorporates nonlinear effects, eventually heterogeneous across countries, for both income and time. We also handle serial correlation by using autoregressive moving average (ARMA) processes. …

China is appraised to have the world's largest exploitable reserves of shale gas, although several legal, regulatory, environmental and investment-related issues will likely restrain its scope. China's capacity to successfully face these hurdles and produce commercial shale gas will have a crucial impact on the regional gas market and on China’s energy mix, as Beijing strives to decrease reliance on imported oil and coal, while attempting to meet growing energy demand and maintain a certain level of resource autonomy. Which kind of reaction can a nation or group of nations expect when leading by example in climate policy? This literature survey describes possible positive reaction mechanisms from different fields of economics, some of which have scarcely been linked to climate economics previously. One effect may be behavioral, a reaction motivated by fairness, reciprocity or norms. Second, other nations may interpret the leader's action as a signal on his preference or the value of the objective and adjust their own policy based on the new information. In this manuscript the problem of jointly estimating multiple graphical models in high dimensions is considered. It is assumed that the data are collected from n subjects, each of which consists of m non-independent observations. The graphical models of subjects vary, but are assumed to change smoothly corresponding to a measure of the closeness between subjects. A kernel based method for jointly estimating all graphical models is proposed. Theoretically, under a double asymptotic framework, where both (m,n) and the dimension d can increase, the explicit rate of convergence in parameter estimation is provided, thus characterizing the strength one can borrow …

China’s rampant environmental pollution problems and rising greenhouse gas emissions and the resulting climate change are undermining its long-term economic growth. China, from its own perspective cannot afford to and, from an international perspective, is not meant to continue on the conventional path of encouraging economic growth at the expense of the environment. The cost of whole genome sequencing is dropping rapidly. There has been a great deal of enthusiasm about the potential for this technological advance to transform clinical care. Given the interest and significant investment in genomics, this seems an ideal time to consider what the evidence tells us about potential benefits and harms, particularly in the context of health care policy. The scale and pace of adoption of this powerful new technology should be driven by clinical need, clinical evidence, and a commitment to put patients at the centre of health care policy.

Despite widespread discussion on CSR, there continues to be much disagreement around what constitutes CSR, and how to define it. In addition, the term is often used interchangeably with notions such as corporate responsibility, corporate citizenship, triple-bottom line, sustainability, creating shared value, and in some cases, corporate ethics and governance. However, all of these ideas point in the same direction: a sharp escalation in the social roles corporations are expected to play today.

With the proliferation of outcome measures in the literature, many of which lack documentation of sufficient psychometric properties to justify use, it is difficult to document patient change or demonstrate effectiveness of interventions. Background: As the United States braces for full implementation of health care reform, the eyes of the nation are on Medicaid. The large number of newly eligible Medicaid beneficiaries may challenge health care resources and ultimately impact quality of care. This is a special concern among current Medicaid beneficiaries such as children with complex chronic conditions (CCCs) who have significant health care needs, especially at end of life (EOL). Yet, a comprehensive profile of these children is lacking.

This paper offers a mapping of change in higher education enrolments through the 2009 to 2012 period. It examines the massive growth in the system during this time and the extent to which this growth was distributed – by student enrolment characteristics, demographics and importantly by type of higher education provider (HEP). The authors provide a snapshot of the higher education sector captured using the most recently available data, and contextualise the potential role that could be played by non-university higher education providers in future expansion of the system. The Radiation Belt Storm Probes (RBSP)-Energetic Particle, Composition, and Thermal Plasma (ECT) suite contains an innovative complement of particle instruments to ensure the highest quality measurements ever made in the inner magnetosphere and radiation belts. The coordinated RBSP-ECT particle measurements, analyzed in combination with fields and waves observations and state-of-the-art theory and modeling, are necessary for understanding the acceleration, global distribution, and variability of radiation belt electrons and ions, key science objectives of NASA’s Living With a Star program and the Van Allen Probes mission. The HOPE mass spectrometer of the Radiation Belt Storm Probes (RBSP) mission (renamed the Van Allen Probes) is designed to measure the in situ plasma ion and electron fluxes over 4π sr at each RBSP spacecraft within the terrestrial radiation belts. The scientific goal is to understand the underlying physical processes that govern the radiation belt structure and dynamics. Spectral measurements for both ions and electrons are acquired over 1 eV to 50 keV in 36 log-spaced steps at an energy resolution ΔE FWHM/E≈15 %. The dominant ion species (H+, He+, and O+) of the magnetosphere are identified using foil-based …

This bulletin summarizes findings from the Internet‐Facilitated Commercial Sexual Exploitation of Children (IF‐CSEC) component of the 2006 Second National Juvenile Online Victimization study. Following are some key findings from the Office of Juvenile Justice and Delinquency Prevention‐sponsored study: • An estimated 569 arrests for IF‐CSEC were made in the United States in 2006; more than half of the arrests involved the offender marketing and selling child pornography. • Most offenders (83%) purchased child pornography or sex with a minor, but an important minority (17%) profited from the exploitation. Topic detection and tracking (TDT) algorithms have long been developed for the discovery of topics. However, most existing TDT algorithms suffer from paying less attention to: (1) temporal distance between a pair of topics; (2) the mutual effect between highly correlated topic terms. In this paper, we proposed a novel topic detection approach by applying hierarchical clustering on the constructed concept graph (HCCG), which is able to solve aforementioned shortcomings simultaneously. Steroid hormones act in specific regions of the brain to alter behavior and physiology. While it has been well established that the bioavailability of the steroid and the expression of its receptor is critical to understanding steroid action in brain, the importance of nuclear receptor coactivators in brain is becoming more apparent. This review will focus on the function of the p160 family of coactivators, which includes steroid receptor coactivator-1 (SRC-1), SRC-2 and SRC-3, in steroid receptor action in brain. The expression, regulation and function of these coactivators in steroiddependent gene expression in brain and behavior will be discussed.

Cooperative Struggle: Re-Framing Intercultural Conflict In The Management Of Sino-American Joint Ventures, Kathleen J. Krone, Sarah Steimel

Sino-American economic joint ventures are most often studied through a lens of technical rationality that typically emphasizes organizational efficiency, reduces culture to a manageable resource, and views conflict as discrete disruptions requiring efficient handling. Here, we conceptualize Sino-American business partnerships as sites of struggle where co-managers' accounts of intercultural disagreements reveal friction around action, voice, interests, and identity. We propose cooperative struggle as a critical management practice for working creatively with the multiple forms of difference that arise in this organizational form.
