This manual presents procedures to train school-based personnel to conduct "basic" functional behavioral assessments (FBA) and design function-based behavior support plans (BSP). "Basic FBA/BSP" training methods, as they are presented in this manual, are designed to train school based personnel with flexible roles in a school (i.e. personnel not directly responsible for providing regular instruction for students; e.g., classroom teachers). The Basic FBA/BSP training methods are specifically designed for use with students that exhibit consistent problems that are NOT dangerous and have not been adequately addressed through previous assessment and intervention. While the digital divide has decreased, those who are still unable to access and use information and communication technologies are left further behind. An effective digital literacy program helps underserved populations gain needed skills and alleviate the demand placed on public library staff. This case study presents findings on a digital literacy learning model that utilizes a self-paced online platform and in-person volunteer tutors. The researchers found that the learner/tutor relationship is an essential part of the learning process, and that tutors develop a variety of strategies for helping learners. The researchers also identify aspects of effective program implementation.

The Violence Of Post-Racial Memory And The Political Sense Of Mourning, Alfred Frankowski

In this paper I argue that “post-raciality” entails a way of remembering that depoliticizes the social meaning of memory and thus of history. Through aesthetic critique, I attempt to show how the hyper-production of memory obscures the very real forms of violence directed toward non-whites. By developing the aesthetic critiques of W.E.B. Du Bois and Walter Benjamin, I argue that representing former violence as social memory fails to adequately address subtle forms of cultural and residual violence. Furthermore, I argue that post-racial memory produces sites and representations of the past only to enact a type of social forgetting in the …

Given the inaccessibility of the marine environment, the closest many of us come to viewing it is at public aquariums. Aquariums also provide us with rich aesthetic experiences, but it is not clear whether we appreciate the marine environment at aquariums. I present the dilemma of aquarium appreciation as an inconsistent triad: 1) we treat aquariums as places to appreciate marine environments, 2) aquariums are artifacts, not natural objects, and 3) nature and art should be appreciated differently. I argue that aquarium displays are scientific models of marine environments with aesthetic, educational, and scientific aims. My solution to the dilemma …

Venture development funds (“VDFs”) are products of state and local government law that use public funds to invest in local start-ups, in the hope that these companies will then attract venture capital investment. Existing analysis by legal scholars largely assumes that establishing a private venture capital market is essential to encouraging entrepreneurship. This article challenges that assumption. It argues that VDFs and other policies focused on encouraging venture capital are outmoded and inconsistent with the ultimate economic development goals of state and local governments.

What does the term “terrorism” mean? Is it accurate to lump illegal acts that destroy property but carefully avoid harming people into the same category as acts clearly intended to kill? Is this a difference of kind or just of degree? While we (the authors) don't generally endorse the destruction of property as a method of generating social change, we believe that the destruction of property is fundamentally different from the intentional killing of people; therefore, to label acts of obstruction, trespassing, vandalism, sabotage, or arson as “terrorism” is inaccurate and has the potential to damage one's understanding of real …

An estimated twelve million people worldwide are stateless, or living without the legal bond of citizenship or nationality with any state, and consequently face barriers to employment, property ownership, education, health care, customary legal rights, and national and international protection. More than one-quarter of the world's stateless people live in Thailand. This feminist ethnography explores the impact of statelessness on the everyday lives of Burmese women political exiles living in Thailand through the paradigm of human security and its six indicators: food, economic, personal, political, health, and community security. Jane Austen, The Prose Shakespeare, Daniel Pollack-Pelzner

This essay explores the connection between Shakespearean drama and the novel’s representation of interiority. Jane Austen’s celebrated use of free indirect discourse, I argue, is linked to Charles Lamb and Mary Lamb’s Tales from Shakespeare, which turned dramatic soliloquies into prose narration, rendering a character’s thought and idiom in a third-person voice. Heralded as a “prose Shakespeare” by nineteenth-century critics, Austen also developed an inverse free indirect discourse, the infusion of the narrative voice into characters’ dialogue. Scenes from Mansfield Park, Emma, and Persuasion offer mini-Shakespearean plays of attention, for Shakespearean technique and quotation script Austen’s dramas of reading.

The paradox motivating this article is why California has acted globally by enacting a comprehensive mitigation policy to reduce the emissions of Greenhouse gases, a true public good since the benefits will be shared across the planet, but has not mustered the will to act locally through the adoption of an equally comprehensive adaptation policy for the state to protect its own public and private assets and interests. We attempt to explain the paradox by identifying what it is that differentiates climate change adaptation from mitigation, both substantively and politically. Clackamas County conducted its first diversity assessment in 2001. Since then, the County has taken significant steps to promote diversity within the organization, including the creation of a Diversity and Inclusion Manager position. This 2011-2012 assessment is the first phase of the County’s attempt to evaluate its current diversity climate and the effectiveness of its diversity efforts.
Results in this report are based on data collected from February to April 2012. In July 2012, after the data collection of this phase I assessment process, the Clackamas County Board of County Commissioners adopted a resolution titled ”Valuing Diversity in Clackamas County.” …

Strife, and the violence begotten from it, has long been a concern of Buddhism. Anger, ignorance, and greed, namely the three great evils, must be understood and overcome in order to advance towards enlightenment. Buddhism, as a syncretic religion, incorporated other religious figures from the Asian continent into it as a part of the process of appealing to new converts. The Asura embodies all three of these vices and yet in the process of being adopted into Buddhism, he was able to change from a violent demon into a peaceful guardian of the Buddha.

Surgical treatment poses a high risk to patients with concomitant aortic coarctation and dissection, and an interventional approach could be an alternative. We describe the case of a 52-year-old man with a long history of untreated hypertension and aortic coarctation who emergently presented at our institution with an acute Stanford type B dissection. The patient's elevated serum creatinine level, perfusion deficit in the right lower limb, and hypertension did not respond to medical therapy, and he did not consent to surgery. By endovascular means, we used a self-expandable stent-graft to cover the entry point of the dissection; then, we deployed …

Residual muscular ventricular septal defects are surgical challenges, especially after the repair of complex congenital heart defects. We investigated perventricular device closure as a salvage technique in pediatric patients who had postoperative residual muscular ventricular septal defects.
From February 2009 through June 2011, 14 pediatric patients at our hospital had residual muscular ventricular septal defects after undergoing surgical repair of complex congenital heart defects. Ten patients met our criteria for perventricular device closure of the residual defects: significant left-to-right shunting (Qp/Qs >1.5) or substantial hemodynamic instability (a defect ≥2 mm in size). Atherosclerosis is an inflammatory disease, and several inflammatory biomarkers, such as C-reactive protein, have been used to predict the risk of coronary heart disease. High white blood cell count is a strong and independent predictor of coronary risk in patients of both sexes, with and without coronary heart disease. A high number of white blood cells and their subtypes (for example, neutrophils, monocytes, lymphocytes, and eosinophils) are associated with the presence of coronary heart disease, peripheral arterial disease, and stroke. The coronary heart disease risk ratios associated with a high white blood cell count are comparable to those of other …

How does one’s food environment affect food purchase decisions? Food access has received significant political and academic attention, particularly under the Obama administration. Existing literature on food access and “food deserts” mainly focuses on geographic distance or the retail of fresh fruits & vegetables versus fast food within a neighborhood to determine and identify inequitable access. In this paper I attempt to develop an endogenous measure of food access by asking how geographic placement of food retail affects food expenditure, particularly of fruits & vegetables. A time-frequency contour extraction and classification algorithm was created to analyze humpback whale vocalizations. The algorithm automatically extracted contours of whale vocalization units by searching for gray-level discontinuities in the spectrogram images. The unit-to-unit similarity was quantified by cross-correlating the contour lines. A library of distinctive humpback units was then generated by applying an unsupervised, cluster-based learning algorithm. The purpose of this study was to provide a fast and automated feature selection tool to describe the vocal signatures of animal groups. This approach could benefit a variety of applications such as species description, identification, and evolution of song structures. The …

Autonomous learning implemented purely by means of a synthetic chemical system has not been previously realized. Learning promotes reusability and minimizes the system design to simple input-output specification. In this article we introduce a chemical perceptron, the first full-featured implementation of a perceptron in an artificial (simulated) chemistry. A perceptron is the simplest system capable of learning, inspired by the functioning of a biological neuron. Our artificial chemistry is deterministic and discrete-time, and follows Michaelis-Menten kinetics. We present two models, the weight-loop perceptron and the weight-race perceptron, which represent two possible strategies for a chemical implementation of linear integration and …

Generalized symbolic trajectory evaluation (GSTE) is a model checking approach and has successfully demonstrated its powerful capacity in formal verification of VLSI systems. GSTE is an extension of symbolic trajectory evaluation (STE) to the model checking of -regular properties. It is an alternative to classical model checking algorithms where properties are specified as finite-state automata. In GSTE, properties are specified as assertion graphs, which are labeled directed graphs where each edge is labeled with two labeling functions: antecedent and consequent. Many core questions in legal ethics concern the relationship between ordinary morality and rules of professional conduct that govern lawyers. Do these legal ethics rules diverge from ordinary morality? Is the lawyer's role morally distinctive? Do professional norms establish what the lawyer has most reason to do? Conjectured answers to these questions abound. In this Article, we use methods from moral psychology and experimental philosophy to provide the first systematic, empirical examination of these questions. Results from a survey experiment suggest that legal ethics rules about advocacy and confidentiality diverge from lay moral judgments; that lay judgments do not, in …

The Common Core State Standards place special emphasis on developing fraction proficiency and the use of the number line, especially in grades three through five, whereas the previously mandated “Louisiana Comprehensive Curriculum” put lower priority on fractions and gave little attention to the number line as a model for fractions. The present study was performed in several 6th-grade math classrooms in rural Louisiana. We piloted fraction proficiency tests that were intended to check basic vocabulary and student access to various fraction models, as expected in the Common Core.
