This research project was designed to investigate the challenges refugees face in securing a livelihood, to understand the extent to which the United Nations, the government of Uganda, and various aid groups are able to assist refugees in achieving self-reliance, and the capacity that refugees have to empower themselves. It also endeavors to expose any disparities between nationality groups, and the impact of these differences. Furthermore, this project aims to explore the impact of refugee livelihood security on regional physical security and community stability.
The study found that despite international and national policies, and efforts by both non-governmental organizations and …
The Law And Financial Transparency In Churches: Reconsidering The Form 990 Exemption, John Montague
The Law And Financial Transparency In Churches: Reconsidering The Form 990 Exemption, John Montague
Cardozo Law Review
Most tax-exempt organizations are required to file the IRS Form 990, an information return that is open to the public. The Form 990 is used by watchdogs and donors to learn detailed financial information about charities. However, churches are exempt from filing the Form 990 and need not disclose any financial information to the IRS, the public, or their donors. In December 2012, the Evangelical Council for Financial Accountability recommended to Senator Charles Grassley that Congress should preserve the exemption, despite recent financial scandals at churches.
Examining the legislative history, this Article argues that the primary function of the information …

Herein we compare the effects of perturbations in the Kölliker–Fuse nucleus (KFN) and the lateral (LPBN) and medial (MPBN) parabrachial nuclei on the coordination of breathing and swallowing. Cannula was chronically implanted in goats through which ibotenic acid (IA) was injected while awake. Swallows in late expiration (E) always reset while swallows in early inspiration (I) never reset the respiratory rhythm. Before cannula implantation, all other E and I swallows did not reset the respiratory rhythm, and had small effects on E and I duration and tidal volume (VT). However, after cannula implantation in the MPBN and …

Reverse genetic analyses of negative-strand RNA (NSR) viruses have provided enormous advances in our understanding of animal viruses over the past 20 years, but technical difficulties have hampered application to plant NSR viruses. To develop a reverse genetic approach for analysis of plant NSR viruses, we have engineered Sonchus yellow net nucleorhabdovirus (SYNV) minireplicon (MR) reporter cassettes for Agrobacterium tumefaciens expression in Nicotiana benthamiana leaves. Fluorescent reporter genes substituted for the SYNV N and P protein open reading frames (ORFs) exhibited intense single-cell foci throughout regions of infiltrated leaves expressing the SYNV MR derivatives and the SYNV nucleocapsid (N), phosphoprotein …

Network Structure And Dynamics Of The Mental Workspace, Alexander Schlegel, Peter J. Kohler, Sergei V. Fogelson, Prescott Alexander
Network Structure And Dynamics Of The Mental Workspace, Alexander Schlegel, Peter J. Kohler, Sergei V. Fogelson, Prescott Alexander
Dartmouth Scholarship
The conscious manipulation of mental representations is central to many creative and uniquely human abilities. How does the human brain mediate such flexible mental operations? Here, multivariate pattern analysis of functional MRI data reveals a widespread neural network that performs specific mental manipulations on the contents of visual imagery. Evolving patterns of neural activity within this mental workspace track the sequence of informational transformations carried out by these manipulations. The network switches between distinct connectivity profiles as representations are maintained or manipulated.
In Process And Practice: The Development Of An Archive Of Explicit Stylistic Data For Irish Traditional Instrumental Music, Martin Tourish
In Process And Practice: The Development Of An Archive Of Explicit Stylistic Data For Irish Traditional Instrumental Music, Martin Tourish
Doctoral
The study of style in Irish traditional music is very much in its infancy. Although current authors locate its beginnings in the 1980s, valuable information can be found from as far back as the eighteenth century. While style is a much-discussed topic, to date it has not been the subject of a major study. Through what is termed ‘the oral tradition’, much of the genre’s stylistic features are transmitted as implicit knowledge. This type of knowledge is difficult to measure, consciously use and share and while these difficulties have been highlighted in one EU-level report, they are also well known …

The Federal Circuit's Unbounded Conception Of Inherency In Patent Law, Matthew Kaiser
The Federal Circuit's Unbounded Conception Of Inherency In Patent Law, Matthew Kaiser
Loyola of Los Angeles Law Review
This Note examines the doctrine of inherency in patent law, which relates to the Patent Act’s novelty requirement, and—theoretically— seeks to ensure that inventions that are already within the public domain are not wrenched away from the public through a later patent grant. Unfortunately, a lack of recent Supreme Court guidance and a conflict within the Federal Circuit concerning what is necessary to prove inherency have led to a confusing and unpredictable body of inherency law. This Note begins by outlining the increased concern for uniformity and predictability in patent law; it then traces the early treatment of inherent anticipation …

Restorative Justice And Gendered Violence? From Vaguely Hostile Skeptic To Cautious Convert: Why Feminists Should Critically Engage With Restorative Approaches To Law, Melanie Randall
Dalhousie Law Journal
Legalremedies for crimes ofgendered violence that are more effective, expansive, creative, victim-centred, and victim-sensitive are urgently needed. The author argues that restorative justice is one promising approach -which warrants critical engagement and, more importantly, requires input from feminists in their efforts to end violence against women. The paper concludes with some key principles and recommended directions for further engagement between feminists and proponets of restorative justice in the development of approaches to the harms of gendered violence.

Imagining Success For A Restorative Approach To Justice: Implications For Measurement And Evaluation, Jennifer J. Llewellyn, Bruce P. Archibald, Don Clairmont, Diane Crocker
Dalhousie Law Journal
Whether restorative justiceis "successful," or not, is a complex question. Attempts to answer this question by practitioners, professionals, and scholars have often been bounded by common notions of success in standard criminal justice terms. The authors of this paper suggest that ifrestorative justice is properly understood in terms of its focus on relationship, success should be measured on new and different dimensions. This paper seeks to bring a relational imagination to the scholarly effort of capturing the essence ofrestorative justice and figuring out how to assess its successes and failures. The authors offer a foundation and agenda for future research …
Trauma-Informed Approaches To Law: Why Restorative Justice Must Understand Trauma And Psychological Coping, Melanie Randall, Lori Haskell
Trauma-Informed Approaches To Law: Why Restorative Justice Must Understand Trauma And Psychological Coping, Melanie Randall, Lori Haskell
Dalhousie Law Journal
Becoming trauma informed entails becoming more astutely aware of the ways in which people who are traumatized have their life trajectories shaped by the experience and its effects, and developing policies and practices which reflect this understanding. The idea that lawand, in particular the criminaljustice system, should be trauma informed is novel, and, as a result, quite underdeveloped. In this paper we advance the general argument that more effective, fair, intelligent, and just legal responses must work from a perspective which is trauma informed. We specifically apply this argument to legal work being carried out and developed under the rubric …

Reading Addams’S 'Democracy And Social Ethics' As A Social Gospel, Evolutionary Idealist Text, Marilyn Fischer
Reading Addams’S 'Democracy And Social Ethics' As A Social Gospel, Evolutionary Idealist Text, Marilyn Fischer
Philosophy Faculty Publications
There is a Disciplinary divide between philosophers and historians in how they read Addams’s first book, Democracy and Social Ethics. Philosophers identify Addams primarily as a pragmatist. They often compare and contrast her thinking with that of James and Dewey, and find her a fruitful resource for contemporary discussions about gender, social justice, and peace. Much of this scholarship gives central place to Addams’s Democracy and Social Ethics. Except for nods to her 1892 essay “The Subjective Necessity of Settlements,” philosophers rarely discuss whether her religious sensibilities influenced her theorizing.1 While historians debate Addams’s religious identity, many …

Off The Board: Ncaa V. Christie Challenges Congress To "Move The Line" On The Professional And Amateur Sports Protection Act, Dylan Oliver Malagrino
Dickinson Law Review (1908-2003)
NCAA v. Christie, a recent landmark sports-betting case, is making its way through the federal courts and reigniting the fight for sportsbetting opportunities in the United States. The Professional and Amateur Sports Protection Act (PASPA) is at the center of the dispute in that case. PASPA currently allows only four U.S. states to conduct sports-betting schemes in their casinos. Even if PASPA is held to be constitutional after NCAA v. Christie plays out in the courts, Congress should modify PASPA to allow states to regulate their own sports-betting enterprises. Without modification, billions of dollars in tax revenues and income from …
Dear Olympic Medalists, Thank You For Representing Our Country In The Olympics, But It's Time To Pay Up!, Dena Guttmann
Dear Olympic Medalists, Thank You For Representing Our Country In The Olympics, But It's Time To Pay Up!, Dena Guttmann
Cardozo Journal of International and Comparative Law
The note argues that Olympic medalists should not be exempt from paying taxes on their cash prizes and that Senator Marco Rubio's proposed bill to eliminate taxes on these prizes should not be passed. The author contends that taxing Olympic cash prizes aligns with the principle of fairness in the U.S. tax system and that such exemptions would create inequities and loopholes. The analysis draws on comparisons with how other countries, such as Australia and Canada, tax Olympic prizes and emphasizes the importance of maintaining a uniform tax system.

Nuestros Refranes: Culturally Relevant Writing In Tucson High Schools, Cruz Medina
Nuestros Refranes: Culturally Relevant Writing In Tucson High Schools, Cruz Medina
English
Colonial narratives often characterize Latin@ culture and students as deficient with regard to education. These narratives persist through legislation like Arizona’s House Bill 2281, which outlawed the culturally relevant curriculum of Tucson High School’s Mexican American Studies program. This article argues that culturally relevant student writing that responds to a prompt about dichos or proverbial sayings in Spanish, illustrate rhetorical strategies of subversive complicity when analyzed through a decolonial framework. Written by students at multiple Tucson High schools during the controversy surrounding HB 2281, the student publication, Nuestros Refranes, serves as the site of analysis that demonstrates how students navigate …
