The U.S. government is engaged in targeted killings through drone strikes (and other aircraft) in Pakistan, Yemen, Somalia and elsewhere, which have resulted in the deaths of thousands of people. U.S. practice is characterized by secrecy and an unwillingness even to engage directly with concerns about civilian harm, let alone to provide accountability for civilian deaths and injury. Despite calls for disclosure from UN experts and non- governmental organizations, the U.S. government uses vague and shifting legal standards, and fails to disclose the basis for strikes or the steps it takes to minimize harm to civilians and investigate reported violations …

The Role Of Expectations: An Application To Internal Migration, Robert Baumann, Justin Svec, Francis Sanzari
Economics Department Working Papers
This paper examines the impact of unemployment on migration. In a theoretical model, we show that unemployment, per se, does not affect migration. Rather, migration only occurs when unemployment shocks force residents to update their expectations of the area's unemployment rate. Once these expectations change, migration reallocates labor to bring the economy back to equilibrium. To test this theory, we devise an empirical strategy using state level data in the U.S. from 2000 to 2010, we find strong empirical evidence that unemployment shocks outside of expectations have a far greater impact on migration than unemployment shocks that are within expectations.

The automotive industry had been severely affected by the tightening of credit caused by a subprime-lending crisis in the United States starting in the mid 2000's. Demand for automobiles had fallen sharply all over the globe, and sales plummeted to a three-decade low in 2011. This caused serious repercussions, and the damage spread all over the world. It was only with government assistance that the automotive industry quickly recovered after the recession.

Holocaust museums around the world are unique in their respective missions, funding, architecture and exhibitions. Some of these distinctions are extreme, leaving museums seemingly opposites of each other. To better understand these diversities, this thesis analyzes Holocaust museums in France, Germany, Poland, Israel and the United States. Through analysis, unique facets in many basic areas of the museums can be found, with many of these being affected by which country the museum is in. Regarded as the founder of the Beat Generation, Jack Kerouac is upheld as a symbol of post-war freedom and opportunity in America, a precursor of the cultural shift of the 1960s. This paper is an exploration of the lesser known traits of Kerouac: qualities that are in conflict with the persona that is most closely associated with the author. The thesis begins with an examination of Kerouac’s childhood in Lowell, Massachusetts, and his exposure to those traits he adopted in adulthood, and chronicles events in his life that display his subversive character. In 1833, John Stuart Mill criticized Browning’s very first poem, Pauline: A Fragment of a Confession, because he claimed that it overexposed the author. What Mill meant by this was that he thought Browning was self-obsessed and depressed. This criticism affected Browning’s writings throughout the middle of his career by provoking him to formulate dramatic monologues in an attempt to distance himself from the narrators he created. But even though Browning was careful not to overexpose himself, his self-consciousness still made its way through to the reader. Lean Material Strategy (Lean) has become a governing principle for many companies. These strategies help managers identify waste within the process, and once visible, drive it from the system. One of the principal objectives of this approach is to achieve greater manufacturing efficiency. Loren Eiseley (1907-1977) was an acclaimed writer who grew up in and around Lincoln, Nebraska. An anthropologist by training and vocation, he wrote more than a dozen books of essays and poetry, most focused on the mysteries of nature and humankind's relationship to the natural world.
The "Sunflower Forest" is a theme that appears in Eiseley's book The Invisible Pyramid (1970). As a child, Eiseley enjoyed playing in the large stands of sunflowers that sprang up every year on a floodplain near his home in Lincoln. He would later think of the "sunflower forest" as a place for connecting with …

The W3C Semantic Sensor Network Incubator group (the SSN-XG) produced an OWL 2 ontology to describe sensors and observations — the SSN ontology, available at http://purl.oclc.org/NET/ssnx/ssn. The SSN ontology can describe sensors in terms of capabilities, measurement processes, observations and deployments. This article describes the SSN ontology. It further gives an example and describes the use of the ontology in recent research projects.

This commentary reflects on pre-service and in-service teachers' sense that teaching to standards and being responsive to immigrant newcomers are, if not incompatible, unlikely to be reconciled by peers or administration. It highlights that away from classroom leaders (e.g., superintendents) are positioned to challenge this unnecessary dichotomy in the interest of educational equity and success.

This CE examined the contributing factors of famine in Somalia and developed a situation analysis of Somalia’s 2011 famine. The situational analysis was developed using health and famine indicators. Data from geographic information system (GIS) was also used to supplement analysis to look for trends and patterns of the famine. I predicted that conflict was the leading factor in Somalia’s 2011 famine. I concluded that conflict exacerbated the famine situation in the south of Somalia but in the north (Somaliland) famine was due to climate and lack of permanent rivers and water sources.

Objective: The purpose of this systematic review is to determine the role misoprostol currently plays in the reduction of maternal deaths and implications for the future reduction of maternal deaths in low resource settings.
Methods: A comprehensive review of the literature was performed using the following databases: The Cochrane Database, Ebsco, MEDLINE, PubMed, and Electronic Journal Center (EJC). Articles were excluded based upon date published, overt data changes since publication, and setting of misoprostol interventions in tertiary or referral centers that have access to oxytocin. Combating Forced Labour And Human Trafficking In Africa: The Role Of Endogenous And Exogenous Forces, Ambe J. Njoh, Elizabeth N.M. Ayuk-Etang

It is widely believed that indigenous culture and tradition are at the root of the human trafficking and forced labour problem in Africa. Adherents to this viewpoint also claim that endogenous as opposed to exogenous forces impede efforts to eradicate the problem. This study employed a loglinear regression model to test the tenability of this claim. It hypothesized an inverse association between indigenous culture/tradition and efforts to combat human trafficking. The hypothesis was rejected. It is shown that anti-trafficking initiatives are less successful where indigenous tradition is dominated, or has been usurped, by imported cultural practices.

Probabilistic Approach To Modeling Lava Flow Inundation: A Lava Flow Hazard Assessment For A Nuclear Facility In Armenia, Laura J. Connor, Charles B. Connor, Khachatur Meliksetian, Ivan Savov

Probabilistic modeling of lava flow hazard is a two-stage process. The first step is an estimation of the possible locations of future eruptive vents followed by an estimation of probable areas of inundation by lava flows issuing from these vents. We present a methodology using this two-stage approach to estimate lava flow hazard at a nuclear power plant site near Aragats, a Quaternary volcano in Armenia.

Disputes between agencies of state government invariably consume taxpayer dollars and should be avoided whenever practicable. The Illinois legislature contains two sources of authority for municipalities to take—via eminent domain—real property belonging to other public entities. This casenote posits that the legislative scheme governing taking of real property by one public entity from another public entity should be streamlined and clarified in order to prevent public agencies from expending vital human and economic resources litigating the propriety of such takings. The current statutory scheme governing the taking of real property, by one public agency from another, unnecessarily places both agencies …
