We propose a mechanism that eliminates the incentive for risk-averse agents to influence government policy via political contributions. The mechanism requires the government to create a political insurance exchange where agents can insure against the outcome of a government decision and firms selling insurance announce and commit to a price of insurance and their political contributions. If the exchange contains actuarially fair priced insurance, then the agent fully insures and neither the firm nor agent lobbies the government. The exchange is better than contribution limits because it is welfare-enhancing, more fair, and does not restrict speech.

It is well established that poor nutritional status leaves HIV-positive substance abusers especially vulnerable to an increased risk of opportunistic infections and other illnesses. Socioecological frameworks have been useful for identifying multiple influences on health risks, leading to the development and evaluation of promising community-based interventions for diseases such as cancer and diabetes. This article presents a conceptual model, based on the socioecological approach, to examine the mechanisms and pathways by which the various contextual factors unique to HIV-positive African American women with substance abuse disorders intersect to impact their nutritional health outcomes. In this thesis, a two-dimensional game engine is proposed for the Android mobile platform that facilitates rapid development of those games by individual developers or hobbyists. The essential elements of game design are presented so as to introduce the reader to the concepts that are crucial for comprehension of the paper. A brief overview of the Android Operating System is also included for those unfamiliar with it. Three primary design goals are identified, and a prototype solution is described in detail. The prototype is then evaluated against those design goals to see how well it accomplishes each task. The results …

The purpose of the current study was to explore whether personality dispositions can influence perceived physical appearance. Past research demonstrates that gendered and non-gendered characteristics lead to differential preferences for potential romantic interests among males and females (e.g., Cash & Smith, 1982). These previous studies have not, however, measured direct influence on pulchritude. In the present study, gendered and non-gendered personality descriptions were paired with pictures of average-looking individuals of both sexes to determine the influence of gender roles on perceived physical attractiveness. I hypothesized that males would find androgynous females more physically attractive than gender-typed and non-gender typed females. …

Non-Invasive Positive Pressure Ventilation (Nppv) Its Uses, Complications, & Implications Within Nursing Practice In Acute Care Settings, Alexis Marano

The use of noninvasive positive pressure ventilation (NPPV) in acute care settings has drastically increased within the past 20 years. Research has indicated that NPPV is equally as effective as traditional mechanical ventilation(MV) in treating acute exacerbations of chronic pulmonary obstructive disease (COPD) and cardiogenic pulmonary edema. Furthermore, the risk of complication from NPPV is much lower than MV, in terms of ventilator-associated pneumonia and sepsis. It is imperative for the nurse to understand the various indications, interfaces, and potential complications associated with NPPV use. The Last Phase Of The South Sea Slave Trade: Jack London's Adventure, Philip Castille

Pacific Studies

This paper explores Jack London's failed 1907–08 South Pacific voyage aboard the Snark as a crucible for physical collapse, racial ideology, and literary production. Once a symbol of Anglo-Saxon strength, London suffered debilitating illness and personal humiliation in Melanesia, experiences that destabilized his self-concept and white supremacist beliefs. Despite abandoning his global journey, London produced significant nonfiction and fiction, most notably his 1911 novel Adventure. Drawing from his time in the Solomon Islands, the novel channels his physical and ideological decline into a narrative of colonial dominance, racial hierarchy, and survival. The Malaise Of Modernity: Urbanization, Mobility, And Hiv In The Pacific, John Connell, Joel Negin

The human immunodeficiency virus (HIV) is unevenly distributed in the Pacific. Most cases are found in Papua New Guinea (PNG). In most Pacific Island states, transmission of HIV is sexual and heterosexual. Urbanization, migration, and mobility are key influences on its distribution and spread. Migration into towns and workplaces, mobility between towns and overseas employment, and return migration influence infection rates. Sex work, mainly an urban phenomenon, is a key source of transmission. High-risk sexual behavior, migration, affluence, poverty, and inequality coincide in urban areas. Different mobile groups include commercial sex workers, skilled workers, and seafarers. Most such groups migrate …

When VE Day was announced in 1945, twenty-one year old Joy Trott was halfway across the Atlantic Ocean with a newborn daughter who had yet to meet her father. Armed with a trunk and a pram, Joyce embarked on a new life alongside her Canadian husband.

In her memoirs, Trott recounts her early childhood in Depression-era Great Britain and the death of her parents, her life as a teenaged volunteer in the Auxiliary Territorial Service of the British Army, and her immigration to Canada as a young war bride. School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2013‐14 to 2022‐23 school years. The Tigard‐Tualatin School District (TTSD) enrolled 12,341 students in Fall 2012, a decrease of 25 students (0.2 percent) from Fall 2011. This is the fourth consecutive year of K‐12 enrollment loss, but the declines of the most recent two years …

Evaluations of the local effects of global change are often confounded by the interactions of natural and anthropogenic factors that overshadow the effects of climate changes on ecosystems. Long-term watershed and natural elevation gradient studies at the Hubbard Brook Experimental Forest and in the surrounding region show surprising results demonstrating the effects of climate change on hydrologic variables (e.g., evapotranspiration, streamflow, soil moisture); the importance of changes in phenology on water, carbon, and nitrogen fluxes during critical seasonal transition periods; winter climate change effects on plant and animal community composition and ecosystem services; and the effects of anthropogenic disturbances and …
