Full knowledge of a customer's true unmet need should improve the likelihood of providing that customer with an Option that meets the need. Since there is inherent risk in making any change, that customer will be more likely to accept the risk they more they understand the option. Both the customer and the solution provider possess knowledge that the other needs, knowledge which is often highly contextual and difficult to transfer, and thus a sufficiently close relationship between the customer and the solution provider should improve this knowledge transfer. Transient Spatiotemporal Chaos In A Morris-Lecar Neuronal Ring Network Collapses To Either The Rest State Or A Traveling Pulse, Keegan Keplinger

Transient spatiotemporal dynamics exists in an electrically coupled Morris-Lecar neuronal ring network, a theoretical model of an axo-axonic gap junction network. The lifetime of spatiotemporal chaos was found to grow exponentially with network size. Transient dynamics regularly collapses from a chaotic state to either the resting potential or a traveling pulse, indicating the existence of a chaotic saddle. For special conditions, a chaotic attractor can arise in the Morris-Lecar network to which transient chaos can collapse. The short-term outcome of a Morris-Lecar ring network is determined as a function of perturbation configuration. Perturbing small clusters of nearby neurons in the …

I examined winter movement and diet of Arctic foxes (Vulpes lagopus) in the Prudhoe Bay oilfields and an adjacent undeveloped area (National Petroleum Reserve-Alaska (NPR-A)). Movement metrics were compared between these areas using data from satellite collars. Daily travel rate was approximately 5 times greater in the undeveloped area than in Prudhoe Bay. Four adult foxes collared in NPR-A used the sea ice for extensive time periods. One of these foxes traveled 338 km in three days while another traveled to Banks Island (Northwest Territories, Canada), over 1050 km from its capture location. Prudhoe Bay foxes did not make these …

In the North American boreal forest, 21st century climate change is projected to result in longer growing seasons, increased forest productivity, and northward expansions or shifts in species ranges. These projected impacts are largely based on observations across natural temperature gradients, e.g., latitude or altitude, or correlations between current species' distributions and modern climate envelopes. These approaches, although valuable, do not consider biological capacities important in a species' ability to cope with novel environments through physiological or phenological acclimation. Within a single species, adaptation to local environments may cause some populations to respond differently to climate change than others. Acclimation …

Every year the Fairbanks North Star Borough (FNSB), in interior Alaska, responds to common emergencies, as well as disasters of varying types. This research first tested several geographic information systems (GIS) based network analysis models to demonstrate how these models could serve as 'decision support' tools for emergency planning and response. Six network analysis models based on FNSB data were evaluated to determine the response times of local fire stations. Each model was tested against real call times and simulated summertime fire emergency response call times to verify model accuracy. A combined use of remote sensing techniques and field measurements is a pragmatic approach to study Arctic hydrology, given the vastness, complexity, and logistical challenges posed by most Arctic watersheds. This study investigates the use of synthetic aperture radar (SAR) to define spring breakup of the Kuparuk River on the North Slope of Alaska. A time series (years 2001-2010) of SAR images was assembled at the river mouth on the Arctic Coastal Plain. Fugitive dust emissions from gravel surfaces such as unpaved roads and airport runways are a major source of particulate matter pollution in the environment. Fugitive dust emissions impact community health, decrease visibility and contribute to surface degradation. Chemical additives, also known as dust palliatives, are often used to reduce these dust emissions. Although these products have been widely used, little is known about their effectiveness and longevity. There is currently no standard test method to quantify the reduction in fugitive dust emissions provided by dust palliatives. This manuscript characterizes and presents design recommendations for berthing demands on ferry landing structures. There is a lack of research focused on the berthing load demand imparted by ferry class vessels, therefore the load criteria used for design is often based on a number of assumptions. This study involved a one-year field study of the structural load environment of wingwalls at the Bremerton Slip of the Seattle Ferry Terminal, located in Elliott Bay adjacent to Seattle, Washington. Frost heave is typically associated with the formation of segregation ice in fine-grained soil. Coarse-grained soil is generally considered to be non-frost susceptible. Field observa-tions and laboratory experiments show that coarse-grained soil can be extremely ice-rich in specific conditions. Previous studies have shown that oscillation of the frozen-unfrozen boundary can lead to the formation of ice by a mechanism different from the segregation ice mechanism. Conditions related to the formation of ice in coarse-grained soil were in-vestigated using modern laboratory techniques. Fourteen tests were conducted on five soil types. Laser-dressed absorption in atomic helium is studied, both theoretically and experimentally, by transient absorption spectroscopy using isolated 400-as pulses centered at 22 eV and 12-fs near-infrared (NIR) pulses with 780-nm central wavelength. Multiple features in the helium singly excited bound-state spectrum are observed only when the NIR and attosecond pulses are overlapped in time. Theoretical analysis indicates that these light-induced structures (LISs) are the intermediate states in resonant, second-order processes that transfer population to multiple dipole forbidden states. The use of broadband, coherent extreme ultraviolet (XUV) radiation allows observation of these LISs without specifically tuning to a two-photon resonance, as …

Quantum Gravity Extension Of The Inflationary Scenario, Ivan Agullo, Abhay Ashtekar, William Nelson

Since the standard inflationary paradigm is based on quantum field theory on classical space-times, it excludes the Planck era. Using techniques from loop quantum gravity, the paradigm is extended to a self-consistent theory from the Planck scale to the onset of slow roll inflation, covering some 11 orders of magnitude in energy density and curvature. This preinflationary dynamics also opens a small window for novel effects, e.g., a source for non-Gaussianities, which could extend the reach of cosmological observations to the deep Planck regime of the early Universe. © 2012 American Physical Society.

Management of an herbivore production system requires a working knowledge of the components and processes of the targeted grazing system. Land owners and stakeholders wish to develop a management plan for reindeer on St. George Island, Alaska. The foci of this study were to determine seasonal diet composition (including forage preference); evaluate nutritional content of Angelica lucid, a potential alternative winter forage; estimate lichen biomass; and estimate reindeer abundance, annual production, and sustainable stocking density. Monitoring of freshwater habitat and its influence on stream-rearing fish is essential for recognizing and mitigating the impacts of human- and climate-induced changes. For the purposes of developing a monitoring program in the U.S. Fish and Wildlife Service Togiak National Wildlife Refuge, densities and habitat relationships of juvenile coho salmon Oncorhynchus kisutch and sockeye salmon O. nerka were estimated in two tributaries of the Kulukak River, Alaska, in July 2010. Multiple-pass depletion electrofishing was used to estimate density in a random sample of habitat units belonging to one of four categorical habitat classes. Environmental change, combined with observations of increasing numbers of salmon in subsistence fisheries, has generated a need for more information about salmon use, abundance, and distribution in the Arctic. Ethnographic research was conducted in Barrow and Nuiqsut, Alaska, in 2010 and 2011 with 41 active fishermen and elders. Salmon catches were perceived to be increasing; however, perceptions about changing salmon abundance were mixed. While pink salmon (Oncorhynchus gorbuscha) and chum salmon (O. keta) have been observed in subsistence fisheries in the central North Slope region for over 50 years, only within the last 10 to 20 years has local use …

The Yukon and Tanana rivers are two large, glacially turbid rivers in Alaska, where hydrokinetic projects are being explored for feasibility of electricity production. Downstream migration behavior of fishes in these rivers is poorly understood; as a result, the potential impacts of hydrokinetic devices, which will be placed in the deepest and fastest part of the river, on fishes are unknown. Downstream migrating fishes were sampled during the ice-free season along the river margins of the Yukon River in 2010 and the river margins and mid-channel of the Tanana River in 2011. Consequences from management actions, particularly those regarding species reintroductions, are not always immediately apparent. After sea otters were extirpated from Southeast Alaska in the 18th and 19th century fur trade, it is presumed that marine invertebrate stocks grew in the absence of sea otter predation. Since reintroduction in the 1960s, the Southeast Alaska sea otter population has grown, with great potential to deplete the commercially important sea cucumber, Parastichopus californicus. Federal law requires that resource management agencies consider stakeholder input in the selection of preferred alternatives for proposed actions. Not only do stakeholders contribute unique perspectives on the impact of alternative actions and the desirability of various policy objectives, including stakeholders in the decision process adds to the perceived legitimacy of those decisions. Incorporating stakeholder input is legally required and advantageous to sustainable governance of the oceans and implementation of a National Ocean Policy such as ecosystem-based management. A Test Of Local Adaptation In Seasonally Separate Subpopulations Of Pink Salmon (Oncorhynchus Gorbuscha), Christopher V. Manhard

Differences in fitness related traits were observed between first generation (F₁) hybrid and control lines of temporally distinct subpopulations of pink salmon (Oncorhynchus gorbuscha). The lines were cultured in a common freshwater environment, released to sea together, and collected at their natal stream as adults. Early-and late-run pink salmon, which are partially genetically isolated by the time at which they return to Auke Creek in Southeast Alaska to spawn, were crossed to create F₁ and F₂ hybrid groups in the even- and odd-year brood lines. Atmospheric moisture content over the North Pacific Ocean can fluctuate under the influence of the Pacific Decadal Oscillation (PDO). For a better understanding of the role which the PDO plays in the North Pacific water budgets and pathways, we conducted sensitivity experiments to examine how atmospheric moisture transport responds to sea surface temperature (SST) anomalies associated with the PDO phases transitions. This study has important implications for improving understanding of precipitation events in areas surrounding the North Pacific.

CO2 flux-measurement in dominant tundra vegetation on the Seward Peninsula of Alaska was examined for spatial representativeness, using a manual chamber system. In order to assess the representativeness of CO2 flux, a 40 m × 40 m (5-m interval; 81 total points) plot was used in June, August, and September of 2011. Average CO2 fluxes in lichen, moss, and tussock tundra were 3.4 ± 2.7, 4.5 ± 2.9, and 7.2 ± 5.7 mgCO2/m2/m during growing season, respectively, suggesting that tussock tundra is a significant CO2 source, especially considering the wide distribution of tussock tundra in the circumpolar region. The representative characteristics of the simulated 20th century North Hemisphere sea ice by the CMIP5 models have been evaluated against available observations and compared with those by the CMIP3 models. In addition to the analysis of conventional parameters, such as climatological mean and seasonal cycle of sea ice area (SIA), a transient sensitivity analysis of summer SIA to the changes in Arctic regionally averaged melting season surface air temperatures (SAT) was conducted to better understand physics behind model uncertainties (e.g., Gregory et al. 2004; Zhang 2010).

Overview Of Bering/Chukchi Sea Wave States For Selected Severe Storms, Katherine A. Pingree-Shippee, Norman J. Shippee, David E. Atkinson

Strong storms are regular features over the ocean west of Alaska. These systems often loiter, generating moderate to severe marine states which can exhibit persistence, maximizing damage and hazard potential. This analysis presents the wave states associated with selected storms over the Bering and Chukchi Seas. These include the damaging events of October 2004, September 2005, and November 2009, along with a strong event from September 2011 that exhibited north winds. For each event a brief synoptic overview is presented followed by consideration of the resultant wave state, including parameters such as wave steepness. Wave data come from NOAA’s WAVEWATCH …
