“Savages” In The Service Of Empire: Native American Soldiers In Gorham's Rangers, 1744–1762, Brian D. Carroll

Gorham's Rangers, initially an all-Indian ranger company, was instrumental in Britain's conquest of Nova Scotia (Acadia) during the eighteenth century. In the process of uncovering that story, the essay assesses New England Indians’ role in shaping colonial frontier warfare as well as the impact of military service on Native American communities.

The Third Meeting of States Parties (3MSP) took place in Oslo, Norway, from 11 to 14 September 2012 and gathered some 800 delegates from 60 States Parties, 30 signatory States, 31 observer States and 15 international organizations (see list below).The 3MSP was opened by Dr. Adnan Mansour, Minister of Foreign Affairs and Emigrants of the Republic of Lebanon. During the first plenary meeting, Ambassador Steffen Kongstad, Permanent Representative of Norway to the United Nations and other international organizations in Geneva, was elected by the Meeting as President of the 3MSP.

Following the universal acceptance of mobile telephony the once elitist gadget has become an indispensable democratic tool of everyday communications over the last three decades. Controversially, this thesis illustrates that its level of both adoption and usage did not develop in a similar homogenous pattern in selected OECD countries. In particular, the Irish performance is rather astonishing given the speed of adoption as well as the exceptional high revenue figures achieved by the wireless operators. Consequently, this work determines a selection of factors that drive and encourage both the adoption and usage of cellular telephony in Ireland. The Irish experience …

Arms control remains the central issue in U.S.-Russian relations for many reasons,including the respective capabilities of these two states and their consequent responsibility for preventing both nuclear proliferation and the outbreak of war between them. The bilateral relationship is usually directly proportional to the likelihood of their finding common ground on arms control. To the extent that they can find such ground, chances for an agreement on what have been the more intractable issues of regional security in Eurasia and the Third World grow, and the converse is equally true. In the year since the revolution, Tunisia has achieved what no other Arab Spring country has managed: peaceful transition to democratic rule through national elections widely viewed to be free and fair. The legacy of the previous regime, however, remains. Dr. Querine Hanlon assesses the prospects for Security Sector Reform (SSR) in Tunisia and concludes that Tunisia’s new government faces major challenges dismantling and reorienting the mandate and institutional culture of Tunisia’s labyrinth of security institutions. The essays gathered here represent a panel at SSI’s annual Russia conference in 2011. They focus on the analysis of Russian foreign policy both on its material side or actual conduct as well as on the cognitive bases of Russian thinking about international affairs and Russian national security. They span much of the gamut of that foreign policy and also show its strong linkages to the Russian historical tradition and to the imperatives of Russian domestic development.

Gambling On Genes: Ambiguity Aversion Explains Investment In Sisters' Children, Brishti Guha

Many men invest in their sisters’ children instead of their wives’. Existing theories addressing such behavior depend on the level of paternity probability in such men’s societies being implausibly low. I link this anthropologically observed investment behavior with the experimentally observed phenomenon that some individuals are ambiguity averse. Arguing that men’s decisions are made under ambiguity, I show that an increase in ambiguity aversion results in investment in sisters’, rather than wives’, children. I show that this can happen even under risk neutrality. I also consider the special cases of a SEU maximizer and of extreme ambiguity aversion in the …

Our Mothers Have Spoken: Synthesizing Old And New Forms Of Women’S Political Authority In Liberia, Mary Moran

This paper argues that the 2005 election of Ellen Johnson Sirleaf to the Liberian presidency is best understood in the historical and cultural context of pre-war authority-bearing positions available to women, rather than as an outcome of the Liberian civil war itself. Against a literature that tends to view “traditional” African societies as hostile to both democracy and women’s rights, I contend that gender, conflict, and democracy are inter-twined in more complex relationships. Ongoing debates address what constitutes cyber warfare and whether or not we really are at war in cyberspace. This article does not enter into those issues; rather, it suggests how the Air Force and Air University should move forward to lead and support our nation’s cyber security needs. Thus, it focuses on analogous lessons learned from history, our position today and what it needs to be, and plans for getting there with respect to our cyberspace capabilities.

Real Time Ddos Detection Using Fuzzy Estimators, Sn Shiaeles, V Katos, As Karakos, Bk Papadopoulos

We propose a method for DDoS detection by constructing a fuzzy estimator on the mean packet inter arrival times. We divided the problem into two challenges, the first being the actual detection of the DDoS event taking place and the second being the identification of the offending IP addresses. We have imposed strict real time constraints for the first challenge and more relaxed constraints for the identification of addresses. Through empirical evaluation we confirmed that the detection can be completed within improved real time limits and that by using fuzzy estimators instead of crisp statistical descriptors we can avoid the …

This research examines the physical infrastructural issues that exist in Bangladesh’s public primary schools. While, the possible solutions proposed in this study are short term, further studies are needed to evaluate and develop long-term solutions to existing issues in Bangladesh’s schools. This study aspires to show the need of further investigation which should be conducted in a large scale over an extended period of time. I hope this research sheds proper light on the need for educational development in Bangladesh and that the Ministry of Primary and Mass Education in Bangladesh take further initiatives to better the primary education system …

In this paper I examine the process of Muslim immigrants' integration, probing into the negative French perceptions of immigrants and how these perceptions may affect the process of integration and assimilation. I begin with a brief overview of French history as related to Muslim societies and how French culture and policies have evolved to their current state, such as the new strict policy on identity card renewal and the promise to integrate if accepted into the country. Heeding Woolf’S Great Teacher: Uncovering And Defusing An Education In “Unreal Loyalties”, Stacy Otto

In her 1938 epistolary novel and educational treatise, Three Guineas, Virginia Woolf discusses “freedom from unreal loyalties” as key to educating for peace rather than for war, as was the concern in Woolf’s time and remarkably remains of serious concern seventy-odd years later. This essay analyzes how modern-day, post-9/11 U.S. public education is influenced by a whole range of unreal loyalties and, in fact, how we as educators reify and reinscribe these. The argument uses Woolf’s text as a theoretical frame to analyze select aspects of U.S. public education, concluding with an exploration of the meaning and value of …

Due to the failure of some crime control approaches in law enforcement alternatives are being examined to determine their applicability in today's society. One of the approaches gaining criminological attention is "Navajo Peacemaking". another similar style of crime control is the Māori restorative justice process used in New Zealand. The purposed of this research study is to examine and compare these processes to determine their applicability as crime prevention tools in U.S. towns and cities.
