Foreigners have long been curious about the country that so fiercely safeguards the privacy of its internal affairs, but China’s historical reputation for manifesting an aloof and uninterested attitude towards others has left many outside scholars little choice but to study and examine the country from an external perspective. However, given the continuing controversy and speculation surrounding China’s rise over the past few decades, it is imperative for scholars in this field to become more well-versed in the foundations of China’s social and cultural traditions, to reorient their theoretical approaches to reflect a more relevant perspective in their studies. Though praised by its author for its unity, Lorca’s Romancero gitano seemingly ends in disarray (Obras 3: 339).¹ The final three ballads appear arbitrarily grouped under the rubric, Romances históricos. First, Martirio de Santa Olalla embellishes the martyrdom of fourth-century Saint Eulalia in Roman-ruled Mérida; next, Burla de Don Pedro a caballo parodies the cycle of fourteenth-century Pedro the Cruel; finally, Thamar y Amnón lyrically revisits the incest of 2 Samuel 13: 1. This Article considers whether the United Nations Security Council is bound by international humanitarian law in the context of Chapter VII, which authorizes the Council to use force in response to aggression, threats to peace, and breaches of the peace. In the early 1990s, the Council took unprecedented measures that were seen by many as overreaching, raising the possibility that the leading institution of global governance might abuse its power. At the present moment, it seems that the matter is resolved politically and judicially. But it is not resolved constitutionally, and the abuse of power by the Security Council remains …

Comparative Research in Law & Political Economy

What are emergencies and why do they matter? In this chapter (in its penultimate version), I seek to outline the morally significant features of the concept of emergency, and demonstrate how these features generate corresponding first- and second-order challenges and responsibilities for those in a position to do something about them. In section A, I contend that emergencies are situations in which there is a risk of serious harm and a need to react urgently if that harm is to be averted or minimized. The Challenges Of State Building In Resource Rich Nations, Matthew L. Norman

Northwestern Journal of Human Rights

Nations rich in primary commodities, whether minerals, timber, or fossil fuels, have experienced sharply divergent outcomes: where strong state institutions developed prior to large-scale resource exploitation, resource wealth has generally been beneficial; where, however, resource exploitation preceded the formation of a functional state, the results have been negative on average, and in some cases disastrous. The combination of a weak state and primary commodity exports has been shown to reduce economic growth, erode governance, and increase the risk of civil wara stylized fact that has come to be known as the "resource curse." Electronic Theses and Dissertations

Intelligent tutoring systems (ITSs) are computer programs that model individual learners and adapt instruction to help each learner differently. One way ITSs differ from human tutors is that few ITSs give learners a way to ask questions. When learners can ask for help, their questions have the potential to improve learning directly and also act as a new source of model data to help the ITS personalize instruction. Inquiry modeling gives ITSs the ability to answer learner questions and refine their learner models with an inexpensive new input channel. This article highlights some facts and fallacies about globalization, with a particular reference to the global economy. To explain what is globalization and what it is not is critical both theoretically and practically for nations, corporations, and communities to benefit from it and avoid its negative consequences. Some historical antecedents of globalization and the interactive nature of its structures and processes are highlighted in this article. The analysis is expected to benefit scholars, practitioners, and agents of social change interested and involved directly or indirectly in the impacts and processes of globalization.

Shifting Alliances And Fairweather Friends: Luso-American Relations, 1941--1951, Paula Celeste Gomes Noversa. Rioux

Doctoral Dissertations

This dissertation analyzes the diplomatic relations between Portugal and the United States from 1941 to 1951, a decade that resulted in a tremendous and permanent shift in Luso-American relations. It examines the wartime and postwar goals of both Portugal and the United States. It reveals how these two nations overcame their differences during the war and worked towards mutually beneficial ends after the war. Moreover this dissertation asserts that Antonio Salazar, Portugal's Prime Minister, permanently altered Portuguese-American relations and managed to supplant the assurances found in the flagging AngloPortuguese alliance with a series of American initiatives--the European Recovery Program, the …
