High Seas Buffer, Bruce A. Elleman

Following its defeat on the mainland in 1949, the Nationalist government retreated to Taiwan. Although the Nationalist navy was comparatively large, to many it seemed almost certain that the People's Republic of China (PRC) would attack and take Taiwan, perhaps as early as summer 1950. The Korean War began on 25 June 1950, however, and the possibility of a PRC invasion of Taiwan was countered when on 27 June President Harry S. Truman ordered the Seventh Fleet to "neutralize" the Taiwan Strait. Mao Zedong at first postponed and eventually canceled altogether his planned invasion of Taiwan.

This Essay introduces the 2011 James McCormick Mitchell Lecture, “From Nuremberg to Buffalo: Justice Jackson’s Enduring Lessons of Morality and Law in a World at War,” a commemoration of Jackson’s 1946 centennial convocation speech at the University of Buffalo. It discusses Jackson’s speech, breaks down its thematic components, and situates the distinguished Mitchell Lecturers’ responses to it in context. Unlike Justice Jackson’s commanding and historic opening and closing statements as U.S. chief prosecutor at Nuremberg, Jackson’s 1946 speech, delivered just days after his return from Germany where he heard the Nuremberg Tribunal deliver its final judgment and verdicts, has largely …

Over the past several decades, advances in technology have transformed communications and the ability to acquire, disseminate, and utilize information in a range of environments. Modern societies and their respective militaries have taken advantage of a robust information space through network-centric systems. While nuclear deterrence theory may be well-suited to dealing with nuclear-armed states, its suitability for deterring nuclear terrorism has frequently been questioned since 9/11. While terrorist organizations do not necessarily act uniformly or according to the same underlying beliefs, many of the most aggressive organizations are motivated by an ideology that embraces martyrdom and an apocalyptic vision.1 This ideology may be based on religion or a desire to overthrow a government. Consequently, terrorists motivated by ideology who intend to use a stolen or improvised nuclear device against the United States or its interests may not care about the resulting military …

Most media resources, medical associations, articles of popular culture, and sports-related companies promote running as an activity that builds self-esteem and supports general physical and mental health. This paper delves into the connection between running and the characteristics of our society. The analysis examines the meaning of running, as a symbol of our society that perpetuates ideals of corporatization, consumerism, capitalism, and gender stereotypes. Additionally, this paper examines the ways running is perceived and participated in; and how they have changed overtime, alongside political, economic, and historical events.

Colombia’s ongoing armed conflict has produced a myriad of types of violence as well as individual and social trauma. In the early 2000s, the proliferation of extrajudicial killings of non-combatant citizens by the Colombian armed forces left behind thousands of families to deal with the aftermath of their loss of a loved at the hands of the state. This phenomological research specifically looks in depth at the narratives of seven Colombian victims of state crimes that have been transformed through their experience of political violence and the actions they have taken in response to state crimes. France is the only European ally—except for the United Kingdom (UK)—that regards its military capabilities, operational performance, and defense industry as vital levers to exert global influence. While the French believe strongly in their need to preserve “strategic independence,” they see new challenges in the evolving international security environment that will oblige them to accept greater cooperation with others, even in areas once considered too sensitive to discuss. This essay examines Joker through the lens of the “supercrip,” a term disability theorists use to discuss disabled characters who because of, or in spite of, their disability, are perceived as possessing extraordinary talent. In the case of Mass Effect, the player and Commander Shepard are seen as normates, defined in opposition to Joker and the supercrip. The supercrip character allows the able-bodied to view disability as something other than physical suffering. In the video game Fallout 3, the nuclear wasteland is filled with the remnants of technology from before a globally cataclysmic nuclear war, but the prewar world is neither entirely historical nor entirely futuristic, an alternate history in which the 50s-era glorification of the possibilities of technology in the atomic age came true. This portrayal of technology in the wasteland contains inherent tension between the glorified possibilities of technology and the fact that the nuclear wasteland was brought about by those same technological advances. This article identifies a particular challenge for comparative genocide studies, namely the underem- phasis of investigation into the relationship between genocide and other forms of political violence and the ways in which they are related temporally and spatially. It advocates situating genocide studies within the broader domain of political violence research to explain not only the causes of genocide but general variation in violent outcomes. By systematically comparing genocides to non- genocides, we gain greater insights into the factors that result in large-scale, group-oriented destruc- tion. Although challenges posed by various kinds of violent armed groups initially appear highly diverse and unrelated to one another, in fact they all reflect the increasing connections between security and governance and, in particular, the relationship between poor governance and violent armed groups. In many cases, these groups are overtly challenging the state; in others they are cooperating and colluding with state structures while subtly undermining them; in yet others, the state is a passive bystander while violent armed groups are fighting one another. Disasters have the potential to create massive public health devastation and overwhelming psychosocial impact within communities in which they occur. Since the events of September 11, 2001, behavioral health has become more integrated with public health preparations and response to disasters. Cyber-attacks have become a huge threat to the information age. In a previous study, cyber-attacks associated with events in Social, Political, Economic and Cultural (SPEC) dimensions were analyzed [6]. The task of this research is to construct an automated classifier that can classify media reports related to past and current cyber-attack events according to the SPEC taxonomy. The classifier was built on a machine learning principle incorporated with approaches focused on 1) document indexing; 2) calculation of classification thresholds; 3) definition of classification effectiveness; and 4) calculation of precision and recall.
