Marine protected areas (MPAs) are effective at employing ecosystem-based management as a conservation tool, however these networks of protected zones must be carefully chosen. Therefore, strategic area placement and size is crucial for the best conservation outcome. While the benefits of implementing clear protected zones are obvious for species that live sedentary lifestyles, the proportion of habitat protection that they offer to wide-ranging species is less clear. Here, we analyze satellite telemetry data in order to determine key habitat areas for three wide-ranging shark species in both the south Florida and Bahamas regions, and then quantify the level of potential …

Changes In Latitudes, Changes In Attitudes: Fqhcs And Community Clinics In A Reformed Health Care Market, Jessamyn Taylor

National Health Policy Forum

The Patient Protection and Affordable Care Act of 2010 and the Supreme Court’s related decision have significantly shifted the health care landscape for safety net providers. Federally qualified health centers (FQHCs) are a mainstay of primary care for the uninsured and those with limited access to care. This paper focuses on the impact of health reform on FQHCs given the significant federal investment in them through grants, Medicaid, and Medicare reimbursement. Where noteworthy, the effect on non-FQHC community clinics is also discussed. There is an ongoing need in the GNSS community for the development of high-fidelity simulators which generate data that replicates what can truly be expected from a challenging environment such as an urban canyon or an indoor environment. The algorithm developed for use in the research in this dissertation, the Signal Decomposition and Parameterization Algorithm (SDPA), is presented in order to respond to this need. This algorithm is designed to decompose a signal received using a GNSS recording and playback system and output parameters that can be used to reconstruct the effects on the signal of the environment local to …
