Though DNA testing has been successfuly used in the United States since the 1980s, many high profile prosecutions have thrust this forensic tool into general acceptance as well as the public consciousness. In 2008, California broke new forensic ground, authorizing "partial match" DNA testing to augment the arsenal of law enforcement tools. This proactive technique has yielded substantial results, but has also opened the door to criticism.
This Note analyzes the history of DNA testing in California and nationally, including the progression towards partial match testing. This Note also considers constitutional, social, and policy concerns raised by the use of …

The concept of informed consent is well established in the field of bioethics, but its application is unclear in the area of public health. The increasing prevalence of public health interventions creates a need to analyze the scope of government power as it relates to individual choice. This Article explores three different types of public health measures in which individual choice has been limited: (1) environmental interventions; (2) classic public health interventions to prevent contagious disease; and (3) public health information reporting or use. In February 29, the National Academy of Sciences (NAS) released its report on forensic science: Strengthening Forensic Science in the United States: A Path Forward (29). The popular press immediately trumpeted the report’s release, with headlines such as (1) “Report Urges Overhaul of Crime Lab System,” (2) “Real-life Police Forensics Don’t Resemble ‘CSI’: Reliability is ‘Low or Non-existent,’ Report Finds” and (3) “Science Found Wanting in Nation’s Crime Labs.”

Since the Civil War access to health care in the United States has been racially unequal. This racially unequal access to health care remains even after the passage of Title VI of the Civil Rights Act of 1964 ("Title VI") and the election of an African-American President. Both of these events held the promise of equality, yet the promise has never been fulfilled. The promise principle and its roots in a certain type of morality of individual obligation, which play the central role in Charles Fried’s vision of Contract law, have importantly contributed to rescuing Contract law from absorption into Tort law and from the imposition of externally imposed standards that are collective in origin. It makes a mammoth contribution to alerting us to the tyranny of interference with individual self-determination. Transpersonal Psychology, Parapsychology, And Neurobiology: Clarifying Their Relations, Douglas A. Macdonald, Harris L. Friedman
International Journal of Transpersonal Studies
Neurobiological advances have resulted in growing interest in many psychological phenomena
heretofore resistant to scientific scrutiny, including within transpersonal psychology and
parapsychology. These advances perhaps can resolve longstanding tensions between these
two psychological subdisciplines, which have generally been treated as disparate. To
implement such a rapprochement requires more than just additional empirical findings,
as theoretical development is also needed. Consequently, we identify some important
theoretical problems, such as conventional assumptions about scientific naturalism and
materialism that potentially undermine substantive advances in further understanding
such phenomena through neurobiology. We also discuss links between parapsychology and

“Your Kids Or Your Job”: Navigating Low Wage Work And Parenting In Contexts Of Poverty, Michelle Miller-Day

Contexts of poverty seem to magnify vulnerabilities in mothers, especially women who have few resources for coping and little support in parenting. Adding to the challenges of poverty are government mandates to move women off of welfare into the workforce. Focusing on the experiences of four mothers who moved from welfare into the low-wage workforce and then back to unemployment, this study offers a description of how these mothers and their adolescent children navigate and make sense of low-wage work, family life, and cumulative disadvantage.

Dyskinesia, a major complication of treatment of Parkinson’s disease (PD), involves two phases: induction, which is responsible for dyskinesia onset, and expression, which underlies its clinical manifestation. The unique cellular and regional distribution of adenosine receptors in basal ganglia areas that are richly innervated by dopamine, and their antagonistic role towards dopamine receptor stimulation, have positioned receptor antagonists as an attractive nondopaminergic target to improve the motor deficits that characterize PD. In this paper, we describe the biochemical characteristics of receptors and the effects of adenosine antagonists in rodent and primate models of PD on L-DOPA-induced dyskinesia, together with relevant …

This study examines how new media and privacy policies have penetrated the top twelve online newspaper websites in the Baltic States (Estonia, Latvia, and Lithuania). New media involves new computer communication techniques such as social networks, mobile applications, blogs, Really Simple Syndication feeds, and forums. New media can be used by management as a tool to attract new customers, develop a higher awareness of the organization, and stay engaged with customers, marketers, and employees.
Results show that the top twelve Latvian newspaper websites make most use of Facebook and Twitter, whereas Estonian newspaper websites tend to use Really Simple …

Currently, little is known about strength and conditioning programs at the high school level. Therefore, the purpose of this research was to explore current practices in strength and conditioning for varsity high school athletes in selected sports. Specifically examined were: who administers programs for these athletes, what kinds of training activities are done, and whether the responsible party or emphasis changes depending on the gender of the athletes. Coaches of varsity soccer, basketball, and softball/baseball in three large Idaho school districts were asked to complete an online survey. I document irruptive movements of the Chestnut-backed Chickadee to Lucky Peak in southwestern Idaho, over 80 km from its regular range. Chestnut-backed Chickadees were captured and/or observed at Lucky Peak in 2000, 2004, and 2008. To evaluate the context for this phenomenon, I also examined data on capture of all chickadees and other irruptive species at Lucky Peak and numbers of irruptive species recorded on Idaho Christmas Bird Counts (CBC) from 1997 to 2011. Interdisciplinary research is the collaboration of people fusing knowledge, theories and methodologies from two or more disciplines. Interdisciplinary collaboration can advance fundamental understanding to form a more inclusive means of examining complex issues beyond the scope of a single discipline. The increase of public monies being dedicated to interdisciplinary research is one way federal agencies like the National Science Foundation are trying to foster more collaboration among people of different disciplines. This study summarizes the legal and ethical implications of the privacy policies of the top ten newspapers in the United States. The papers have created policies using language that is more complicated than a typical reader would read. They have allowed themselves to collect data from a wide variety of sources and send the information to third parties can use the information for a variety of purposes. These policies exist in the context of the Fourth Amendment, Electronic Monitoring Communications Act, Wiretap Statutes, and other laws and court cases.

Coal combustion by-products aggregates (CCAs) are a solidified composite of fly and bottom ashes (2:1, by wt). Here, we assessed the feasibility of beneficial use of CCAs as a soil amendment or conditioner by conducting an outdoor experiment with Cordyline fruticosa (lucky plant) to determine its growth and soil microbial quality under the influence of topical CCA application (95 tons ha21). Enhanced growth of C. fruticosa with CCA application was noted, with respect to plant height, growth rate, leaf size, and leaf chlorophyll intensity. Soil dehydrogenase activity and total heterotrophic bacteria count were greater with topical CCA application, especially in …

Handpicked carbon-rich particles (coal or char), mineral-rich particles (heated stones), and bonded stone aggregates (clinkers) from the upper and lower parts of a pilot-scale packed-bed combustor bed, designed to simulate conversion or combustion processes, were subjected to mineralogical and inorganic geochemical studies, in order to evaluate the reactions that may occur during carbon conversion at a particle-by-particle scale. The mineral matter of the carbon-rich particles was found to have higher proportions of carbonate minerals and kaolinite than the mineral-rich (stone) particles in the coal feedstocks used in the study, and to form phases such as anorthite, gehlenite, pyrrhotite, troilite, and …

Mineralogical and inorganic geochemical studies have been carried out on composite samples of six different coarse-crushed (,120 mm) feed coals tested in a pilot-scale packed-bed combustor designed to simulate conversion and some fixed-bed combustion processes, and also on composite samples of the ashes produced. The mineral matter of the coals consisted mainly of quartz, kaolinite, and Ca-bearing carbonate minerals (calcite, dolomite, aragonite), with minor proportions of illite, pyrite, and several other phases, along with some Ca in an organically associated form. The base to acid ratio of the coal ashes ranged from 0.1 to 0.3, due mainly to variations in …

Several species-rich groups of non-native taxa occur in Florida and can be difficult to identify. This synopsis provides identification keys and brief discussions of the naturalized species of six genera in Florida: Agave, Cinnamomum, Corymbia, Eucalyptus, Pandanus, and Sansevieria. Of the genera treated here, only one taxon is presumed to be a pre-Columbian native, Agave decipiens, and all others are considered exotic. Agave neglecta is treated as a synonym of A. weberi. Cinnamomum burmannii, Pandanus odorifer, and Sansevieria trifasciata are here reported for the first time in the flora …

Aquatic invertebrates are excellent animals to use for monitoring ecosystem quality; however, how to sample aquatic invertebrates for such monitoring efforts is a central question. All samplers have advantages and disadvantages, and finding the sampler that minimizes bias and fulfills the objectives is crucial. The ecosystem quality of the Niobrara River at Agate Fossil Beds National Monument has been measured for 15 years using aquatic invertebrates colonizing Hester-Dendy samplers. These artificial substrate samplers are useful in rivers that are difficult to sample, but previous studies demonstrated that they bias results toward certain insect orders. Additionally, large debris dams formed upstream …
