Criminal Procedure Legal Defense Of Indigents: Create The Georgia Public Defender Standards Council To Set State-Wide Standards For The Legal Representation Of Indigent Defendants And Provide Budget Authority To Such Council, Georgia State University Law Review

Georgia State University Law Review

The Georgia Indigent Defense Act creates a state-wide public defender system overseen by the Georgia Public Defender Standards Council. The Council will establish guidelines to ensure consistent and quality legal representation of all indigent defendants. The Act addresses qualification and training, caseload size, performance and compensation standards, as well as the criteria for determining indigence. The Act eliminates the former practice of having each of the 159 counties operate independently and reorganizes the system into 49 judicial circuits. The Act allows some circuits currently operating within the mandated standards to opt out of the new system. The Act does not …

Prove It! Me Report Pretty One Day., Erika Bennett, Sam Friedman

Library Technology Conference

Many luminaries argue that the library’s value is intangible, but that answer is unacceptable in today’s climate. The economy is tough. Budgets are tight. Meanwhile, all kinds of invested parties want you to prove that you are worth their money. And they want that proof in easily digestible numbers and graphs. Bottom line: organizations that show their value get funded.

This is a scary prospect for many librarians. Much like information research, data visualization is a complex process with a lot of interconnected steps. Luckily, librarians are already naturally attuned to data competencies such as analytical thinking, organizing and evidence-building. …

Library Technology Conference

Have you heard a lot about usability testing but never tried it? Does your institution use Libguides, and have you been wondering how usability testing might inform design decisions? Participants in this workshop session will learn why usability testing is important and how to do it with minimal resources. Financing Higher Education: Privatization, Resistance, And Renewal, Gerald Turkel Mar 2012

Financing Higher Education: Privatization, Resistance, And Renewal, Gerald Turkel

Journal of Collective Bargaining in the Academy

Higher education’s financial crisis is being resolved largely through a politics of privatization, changing patterns of financing that increasingly shift responsibilities to individual students and their families. The politics of privatization makes it ever more difficult for low income students to attend college and has become a major financial burden for middle income people. Beyond cost shifting, privatization has increasingly subordinated the research and educational missions of higher education to imperatives of economic growth and competitiveness. Privatization has enhanced the entrepreneurial and corporate features of universities and colleges, changing the values of higher education away from notions of common property …

State Support Of Higher Education: The Roller Coaster Plunges Downward Yet Again, William Zumeta Mar 2012

State Support Of Higher Education: The Roller Coaster Plunges Downward Yet Again, William Zumeta

Journal of Collective Bargaining in the Academy

After just a few years of solid growth in state support, public higher education faced grim times in many states in late 2008. The culprit, as usual, was an economic downturn. A burst housing market bubble, long supported by historically low interest rates and too easy credit, precipitated this downward spiral. The ground trembled under the nation’s financial system when the bubble burst; banks, in turn, severely reduced access to credit by businesses, current and would be homeowners, and even students. The U.S. Treasury Department and the Federal Reserve System responded with drastic, unprecedented actions—including slashed interest rates and bank …
