Coal is the dominant energy for electric power generation. Solid oxide fuel cells (SOFCs) has been proposed to be incorporated into the coal based power plant. Currently, Nickel-Yttria stabilized Zirconia (YSZ) composite is widely used as the anode in SOFCs (YSZ as electrolyte) due to its low-cost, high electric conductivity, and excellent catalytic activity for many fuel types. However, the long-term stability of the Ni/YSZ anode remains a major concern when a SOFC is operated using coal syngas. Wagnild would say to the Gettysburg College Choir when they did not stop singing on his cue. It was one of many sayings that Professor Wagnild, affectionately known as “Wags,” used with the Choir. He founded the College’s premiere vocal ensemble in 1935 and directed it for forty-one years. Drugs, crime and public housing are closely linked in policy and politics, and their nexus has animated several intensive drug enforcement programs targeted at public housing residents. In New York City, police systematically conduct “vertical patrols” in public housing buildings, making tens of thousands of Terry stops each year. During these patrols, both uniformed and undercover officers systematically move through the buildings, temporarily detaining and questioning residents and visitors, often at a low threshold of suspicion, and usually alleging trespass to justify the stop. The Department of Homeland Security lists 19 groups of sectors as Critical Infrastructure Key Resources (CIKR) such as Water, Emergency Services, and Healthcare and Public Health (HPH). Protection of those interdependent sectors is of vital interest for the country in the event of disaster. Hospital infrastructure systems are basic HPH elements of the CIKR. Local hospitals deliver essential routine healthcare services as well as serving as frontline responders during non-routine disaster events. Contextualizing Regimes: Institutionalization As A Response To The Limits Of Interpretation And Policy Engineering, Charles F. Sabel, William H. Simon

When legal language and the effects of public intervention are indeterminate, generalist lawmakers (legislatures, courts, top-level administrators) often rely on the normative output of contextualizing regimes – institutions that structure deliberative engagement by stakeholders and articulate the resulting understanding. Examples include the familiar practices of delegation and deference to administrative agencies in public law and to trade associations in private law. We argue that resorting to contextualizing regimes is becoming increasingly common across a broad range of issues and that the structure of emerging regimes is evolving away from the wellstudied agency and trade association examples. In this dissertation I explore the effect of biotechnology and food production on children’s physical and mental health. What we eat affects our well-being and unknowingly, we have little control of what exactly we are consuming. Children have even less control and feel the effects of additives and chemicals more than adults. Many of the effects of bioengineered foods are unknown at this time. My dissertation will be a theoretical exploration of biotechnology in food using a bioethical critical perspective. Scholars and policy makers have long been troubled by the potential for some youth to receive disparate sanctioning as a function of extralegal factors, especially against the backdrop of ethnic/racial minority group overrepresentation in the juvenile justice system as a whole. Beginning in the late 1990s, many states began to adopt a graduated sanctions model in response to the emerging ‘get tough’ zeitgeist of the day. States’ Rights, Southern Hypocrisy, And The Crisis Of The Union, Paul Finkelman

This article explores the arguments used by southern secessionists to explain why they left the Union. The article demonstrates that support for "states' rights" was not the main reason for secession, and that on the contrary, most of the slave states left the Union because the free states were exercising their states' rights in opposing slavery. The main reason for secession, as this essay shows, was the desire to protect slavery and to create a new nation, self-consciously based on slavery and white supremacy. This study explored the critical challenges and opportunities in K–12 public education in the U.S. Virgins Islands (USVI). Specifically, this study sought to understand the USVI education leaders’ experiences in their public education system as a whole, the challenges and opportunities they faced, their perceptions of the institution’s greatest strengths, and their perceptions on the future of education in the territory. This research also explored which factors influence educational-leadership success in the USVI.

This article examines Alberta's Wildlife Act and the federal Species at Risk Act (SARA) to assess the legal protection of endangered species in Alberta. Most of the discussion related to provisions contained in SARA, as there is comparatively less to discuss under the Wildlife Act. The fact that legal protection for endangered species in Alberta consists primarily of federal statutory rules is unfortunate, as wildlife and its habitat are by and large property of the provincial Crown, and it is a general principle of constitutional law that the federal government cannot in substance legislate over provincial property under the guise …

In the mid-1990s, section 718.2(e) of the Criminal Code of Canada was enacted in response to the alarming over-representation of Aboriginal people in Canada’s prisons and jails. Its admonition to consider “all available sanctions other than imprisonment that are reasonable in the circumstances… with particular attention to the circumstances of Aboriginal offenders” requires, according to the Supreme Court in the leading case of R v Gladue, that justice system participants do things differently in sentencing Aboriginal people. Property owners and town officials in South Kingstown, Rhode Island are seeking means to protect private property and a local road from coastal erosion. Matunuck Beach Road is the only means of egress for nearly five-hundred homes in the village of Matunuck, and there is a public water main running underneath. There are millions of dollars worth of private structures that are also in danger from erosion. This Article examines community prosecuting from an ethics perspective. Our focus is not on prosecutors’ compliance with the disciplinary rules, however. The strategies that have been said to exemplify community prosecuting are almost invariably compliant with disciplinary rules and other aspects of the law governing prosecutors. Rather, we take a broader perspective. Our focus is on how prosecutors exercise discretion in the context of adopting community prosecution strategies. We examine this question from both normative and procedural perspectives. Previous research on sexual offender treatment has produced mixed results regarding effectiveness and recidivism rates of sexual offenders. The literature shows differences among categories of sexual offenders which suggest extrafamilial adult offenders (rapists) and offenders with both adult and child victims ten to be a bigger threat to society in comparison to familial offenders (incest) and extrafamilial child offenders ( child molesters). Extrafamilial adult offenders and mixed offenders have demonstrated higher levels of psychopathy. Seventy-four civilly committed sexual offenders participated in the current study by completing a psychopathy measure and retrieval of archival data. Part I of this Article discusses many of the factors contributing to the fiscal crisis at the local level in New York including historic decreases in federal and state revenue sharing, the imposition of a new property tax cap, the failure of New York to address meaningfully the subject of unfunded mandates on local governments, and the dependency of some local jurisdictions on the timely adoption of a state budget. This article considers the current status of the Fourth Amendment exclusionary rule under the Roberts Court, as well as what the future holds for the rule. Despite Justice Kennedy’s 2006 declaration that “the continued operation of the exclusionary rule, as settled and defined by our precedents, is not in doubt,” this Article demonstrates why this is not the case. Kennedy’s statement is noteworthy and has been accorded substantial weight primarily because it was made at a time when it was thought that four Justices (Chief Justice Roberts, and Justices Scalia, Thomas, and Alito) were prepared to announce the demise of …
