S-Comm: Shattering Communities, Hannah Weinstein
Cardozo Public Law, Policy & Ethics Journal
The note argues that the Secure Communities program, initiated by the Department of Homeland Security (DHS) in 2008, operates unlawfully under the Administrative Procedure Act (APA) and raises significant constitutional concerns. By bypassing notice-and-comment requirements and failing to address public concerns, the program has led to racial profiling, pretextual arrests, and widespread detention of noncriminal individuals, undermining its stated goals and eroding community trust in law enforcement. The analysis calls for immediate cessation of the program and congressional funding due to its legal violations and harmful consequences.

Drug Trafficking, Violence, And Instability, Phil Williams Dr., Vanda Felbab-Brown Dr.
Books, Monographs & Collaborative Studies
Although challenges posed by various kinds of violent armed groups initially appear highly diverse and unrelated to one another, in fact they all reflect the increasing connections between security and governance and, in particular, the relationship between poor governance and violent armed groups. In many cases, these groups are overtly challenging the state; in others they are cooperating and colluding with state structures while subtly undermining them; in yet others, the state is a passive bystander while violent armed groups are fighting one another. The mix is different, the combinations vary, and the perpetrators of violence have different motives, methods, …

The Forgotten Sixty-Ninth: The Sixty-Ninth New York National Guard Artillery Regiment In The American Civil War, Christopher M. Garcia
History Theses & Dissertations
In Civil War historiography, consistent attention and public interest has illuminated the history of various Irish organizations, no regiment more so than New York's famed "Fighting Sixty-Ninth." During the conflict, the State of New York fielded three regiments designated the Sixty-Ninth, but the scholarship has tended to favor just one of them, the 69'" New York Volunteers of the Irish Brigade. The 69" New York National Guard Artillery, the first regiment in General Michael Corcoran's Irish Legion, has been virtually forgotten. This regiment was, in essence, the standing 69ia New York Militia in federal service for three years or the …

Restructuring Of State Policing Post 9/11, Joseph Iniguez
All Student Theses and Dissertations
After September 11, 2001, the United States law enforcement community found itself ill prepared to handle the range of responsibilities required in a nation under the threat of terrorism. Police organizations hastily assigned resources to help mitigate areas hit hard by the attack while dispersing investigative capital to prevent future strikes. A stark realization followed that exposed the challenges of coping with counter-terrorism while balancing finite resources aimed at traditional crime fighting. These added challenges led to the notion that American policing had entered a new era –Homeland Security. The following research explores the emergence of the new Homeland Security …
