The New Pitcairn Islands Constitution: Strong, Empty Words For Britain’S Smallest Colony, Michael O. Eshleman
The New Pitcairn Islands Constitution: Strong, Empty Words For Britain’S Smallest Colony, Michael O. Eshleman
Pace International Law Review
The Pitcairn Constitution runs 12,164 words. It is the length of the Alaska Constitution6 and triple that of the U.S. Constitution. It has 66 articles, one article for every inhabitant on Pitcairn, which has the population of a small village. Many articles are filled with details of the sort generally left by the United States Constitution for statutes but which clutter many state constitutions. This is typical of British colonial constitutions—long and detailed. Reading the document shows much is based on European human rights law.

Since 1998, the Office of Juvenile Justice and Delinquency Prevention (OJJDP) has required all states that receive formula grant funding through the Juvenile Justice Delinquency Prevention Act to determine the rate of minority youth in confinement. In 2002, OJJDP enhanced this requirement to include other key decision points (e.g., arrest, referral, diversion, detention, petition, adjudication, probation, confinement, and bind over) in the juvenile justice process. This expanded view allows for a more comprehensive assessment of how minority youth are treated by various juvenile justice system actors (e.g., law enforcement, corrections, and the courts). The Act’s goal is to ensure that all …

An Examination Of Factors Affecting Information Sharing Among Law Enforcement Agencies, Scott Driskill Bransford
Dissertations
The purpose of the present study was to investigate using survey data to find factors or barriers which contributed to local law enforcement participation and support of intelligence information sharing. Following the September 11, 2001, attacks in New York City and Arlington, Virginia, new homeland security initiatives and directives were created from the legislative and executive branches of the federal government. Several new initiatives and directives provided new communication opportunities for partnerships between all levels of law enforcement to combat the future threat of domestic terrorism.
The evaluation literature indicated that a majority of post-9/11, initiatives, including the creation of …

Community-Oriented Policing Strategies When Handling Nonviolent Drug Offenders, Michael J. Layle
Community-Oriented Policing Strategies When Handling Nonviolent Drug Offenders, Michael J. Layle
Masters Theses & Specialist Projects
In this study, I analyze the responses of police officers to questions regarding their involvement in the use of Community-Oriented Policing strategies. When the officer encounters a drug offender they must decide how to deal with the situation. There are a variety of trained responses and policies available. The data is grouped into nine variables; time in law enforcement, time in department, perceived support, perceived barriers, COP strategy, COP action, prevention, help, and citation. The data is then analyzed using structural equation modeling.

Cuba's Deepwater Drilling Operations United States Relations, Legalities, And Future, Olivia Walker
HIM 1990-2015
After the calamitous and environmentally devastating occurrence of the Deepwater Horizon Oil Spill in the Gulf of Mexico in 2010, the sobering realities of the United States' failure to successfully protect its ocean waters have caused several modifications in policy, legislation, and overall direction ofthe entire nation. Although there has been a general shift towards ecological safety and away from the pursuit to drill, oil-drilling explorations have continued to take place in internationally. This research will focus on the future operations of Repsol YPF, S.A., a Spanish oil company stationed in Cuba, whose drilling ambitions have caused a myriad of …

Executive Summary The Maine Department of Corrections (MDOC) Division of Juvenile Services (DJS) collaborates with the Muskie School of Public Service in a state‐university partnership to analyze juvenile recidivism rates. DJS measures juvenile justice outcomes to guide policy and program development geared toward recidivism reduction. Reduction of youth recidivism in Maine increases public safety.
This report uses multiple recidivism measures: re‐arrest, re‐adjudication/conviction, and recommitment. To be consistent with other reports, most analysis focuses on re‐adjudication/conviction. This report measures DJS impact on youth who have been committed to a MDOC facility by examining rates of recidivism.

Fear Of Criminal Victimization In Relation To Specific Locations On A College Campus., Nancy M. Steinmetz 1955-
Electronic Theses and Dissertations
Feelings of fear on a college campus are driven by physical characteristics of a specific location as well as the demographics and past experiences of those visiting these locations. Factors such as gender, residency, race, age, class status, and other demographics, play a key role in a person's perception of their safety in a given space. Humans intuitively assess the spaces for prospect, refuge, and escape and intuition further add to the level of fear they may experience. Using a sample of students from a public university, this study examined how these factors worked together to form students' overall perceptions.

Prison Wardens' Perceptions Of Sex Offenders, Sex Offender Registration, Community Notification, And Residency Restrictions., David Patrick Connor
Electronic Theses and Dissertations
There is relatively little known about how criminal justice system actors perceive sex offenders and the fairness, efficacy, and scope of policies aimed at sex offenders. Similarly, there is sparse research that specifically examines the attitudes, beliefs, and experiences of prison wardens. Following in the footsteps of earlier research (Tewksbury & Mustaine, 2011; Tewksbury, Mustaine, & Payne, 2011, in press), the present study addresses these gaps by considering the attitudes and beliefs toward sex offenders held by wardens. This examination includes perceptions about sex offenders as prison inmates, sex offender registration, community notification, and residency restrictions. Further, this research assesses …

The Introduction explores the origins of the drive for humans to create art. Chapter One investigates my attraction to theatre through my personal …

This article chronicles and analyzes the Inter-American Commission on Human Rights (IACHR) case resulting from the petition: Mossville Environmental Action Now v. United States. Part I illuminates the harms faced by the residents of Mossville and the little that has been done to remedy their situation. It provides an in-depth look at the data that has been collected by the U.S. government and analyzed by the members of Mossville Environmental Action Now, which shows levels of dioxin contamination in both the people and the environment of Mossville and their significance. Part I also discusses environmental racism and environmental justice …
