Genes that are constitutively expressed across multiple environmental stimuli are crucial to quantifying differentially expressed genes, particularly when employing quantitative reverse transcriptase polymerase chain reaction (RT-qPCR) assays. However, the identification of these potential reference genes in non-model organisms is challenging and is often guided by expression patterns in distantly related organisms. Here, transcriptome datasets from the diatom Thalassiosira pseudonana grown under replete, phosphorus-limited, iron-limited, and phosphorus and iron co-limited nutrient regimes were analyzed through literature-based searches for homologous reference genes, k-means clustering, and analysis of sequence counts (ASC) to identify putative reference genes. Return On Investment In Workforce Development Programs, Kevin Hollenbeck

Under more and more fiscal scrutiny because of shrinking state and local budgets, workforce development programs are being asked to estimate their return on investment (ROI). This paper introduces basic concepts of ROI in workforce development programs. It distinguishes ROIs estimated for workforce programs from those that are estimated for financial investments or capital projects. The paper furthermore exposits the basic ingredients of an ROI study—identification of the treatment and time periods of analysis, identification of the net impacts of the program, and identification of net costs. According to the freedom argument for open borders, immigration restrictions are generally unjust because these restrictions infringe on important freedoms, such as freedom of association and the economic liberties. Some authors have objected to the freedom argument by claiming that potential immigrants only have rights to sufficient options to live decent or autonomous lives and, consequently, states can permissibly prevent people from immigrating when potential immigrants have adequate options. This paper shows that this objection to the freedom argument for open borders is unsound and that restrictions on international freedom of movement can be morally impermissible even when potential immigrants …

Background
Cheese contamination can occur at numerous stages in the manufacturing process including the use of improperly pasteurized or raw milk. Of concern is the potential contamination by Listeria monocytogenes and other pathogenic bacteria that find the high moisture levels and moderate pH of popular Latin-style cheeses like queso fresco a hospitable environment. In the investigation of a foodborne outbreak, samples typically undergo enrichment in broth for 24 hours followed by selective agar plating to isolate bacterial colonies for confirmatory testing. The broth enrichment step may also enable background microflora to proliferate, which can confound subsequent analysis if not inhibited …

Selective Screening Of Type 2 Diabetes For Washoe County’S Hispanic Population, Linda M. Dunn

Hispanic Americans with unrecognized, asymptomatic diabetes are more likely to experience poor quality of life and diabetic complications such as heart, eye and kidney disease than non-Hispanic whites of similar age. Multiple factors, such as cultural beliefs, lack of knowledge and limited access to health care, contribute to the fact that one-third of total diabetes among Hispanic Americans is undiagnosed. For Washoe County, Nevada, the actual percentage of adult Hispanics with diabetes may be almost 12%. In 2003, the Defeat Diabetes Screening Project provided three screenings targeting the Hispanic population in Reno and Sparks. Seventy-one percent of 348 screened were …

Similar to many professional disciplines, public health was shaped by pioneers who made important contributions. Two trailblazers, whose work current public health officials should be aware of are Drs. John Snow and Joseph Goldberger. Although Snow is a well known public health figure, mentions of his work in contemporary health promotion and public health text books are generally limited and typically comment only on his study of the Broad Street Pump (BSP) cholera outbreak. The accomplishments of Joseph Goldberger receive even less coverage than those of Snow. Goldberger’s work in identifying the cause of pellagra was instrumental in creating the …

A Household Model Of Careers And Education Investment, Jessica F. Young

This paper develops a two-stage non-cooperative household game, in which parents make career decisions and an investment into their child’s human capital. The model is solved for Nash equilibrium outcomes and extended for a cooperative solution. In non-cooperative pure strategies, both parents choosing to work is a Nash equilibrium, though there are alternative outcomes when the conditions underlying the career decision are varied. The investment behaviour of agents is analysed. We find that choices are critically affected by the magnitude of the cost (and reflected quality) of a high education investment relative to a low investment, and the intrinsic value …
