How To Define Relative Approximation Error Of An Interval Estimate: A Proposal, Vladik Kreinovich Oct 2012

How To Define Relative Approximation Error Of An Interval Estimate: A Proposal, Vladik Kreinovich

Departmental Technical Reports (CS)

The traditional definition of a relative approximation error of an estimate X as the ratio |X - x|/|x| does not work when the actual value x is 0. To avoid this problem, we propose a new definition |X - x|/|X|. We show how this definition can be naturally extended to the case when instead of a numerical estimate X, we have an interval estimate [x], i.e., an interval that is guaranteed to contain the actual (unknown) value x.

An Ethical Framework For Cross-Border Labor Recruitment, Jessica Mccormick

Annual Interdisciplinary Conference on Human Trafficking: 4th (2012)

ManpowerGroup and Verité are working together to mobilize a new, pragmatic, multi-stakeholder effort to combat forced labor and human trafficking in the cross-border movement of workers.

Our initiative is aligned with existing principles, standards, and recommendations that have been developed by leading global organizations, governments, businesses, labor, civil society and other stakeholder coalitions. We join them in working to raise awareness about these serious human rights abuses and helping to eradicate them.

What we can distinctively contribute to this global effort is a concrete set of operational recommendations for protecting workers recruited across borders, focused on those labor market intermediaries …

State Default And Synthetic Bankruptcy, Richard M. Hynes Oct 2012

State Default And Synthetic Bankruptcy, Richard M. Hynes

Washington Law Review

An insolvent state does not need bankruptcy if sovereign immunity would protect it from lawsuits and other collection efforts. To the extent that a state is not judgment-proof and needs bankruptcy, we may not need to modify the Federal Bankruptcy Code to allow it to file. First, a substantial share of state spending flows through their municipalities, and these municipalities have substantial obligations of their own. Unlike states, municipalities can file for bankruptcy under current law, and a state could substantially reduce the cost of accomplishing its own fiscal goals by forcing its municipalities to file. Second, states may be …

A Centennial Record Of Paleosalinity Change In The Tidal Reaches Of The Potomac And Rappahannock Rivers, Tributaries To Chesapeake Bay, Neil E. Tibert, Lindsay J. Walker, William P. Patterson, J. Bradford Hubeny, Emma Jones, Olivia R. Cooper

Virginia Journal of Science

Gravity and push cores from the Potomac and Rappahannock Rivers (Virginia Tidewater) were collected from central and proximal estuarine zones with known seasonal salinity stratification. The lowermost microfossil associations in the cores comprise alternating ostracode populations of Cyprideis salebrosa and Cytheromorpha. This microfossil association gives way to an oligohaline association dominated by the freshwater ostracode Darwinula stevensoni. Stable oxygen isotope values (δ18O) of Rapphannock Cyprideis salebrosa are highly variable ranging between -6.6 to -3.2‰ VPDB. δ18O values for Potomac Cytheromorpha fuscata range from -8.2 to -3.2‰ VPDB. Positive excursions in δ18O values …

A Novel Microfluidic Enrichment Technique For Carbonylated Proteins, Bryant C. Hollins Oct 2012

A Novel Microfluidic Enrichment Technique For Carbonylated Proteins, Bryant C. Hollins

Doctoral Dissertations

Proteins are the building blocks of cells in living organisms, and are composed of amino acids. The expression of proteins is regulated by the processes of transcription and translation. Proteins undergo post-translational modifications in order to dictate their role physiologically within a cell.

Not all post-translational modifications are beneficial for the protein or the cell. One type of post-translational modification, called carbonylation, irreversibly places a carbonyl group onto an amino acid residue, most commonly proline, lysine, arginine, and threonine. This modification can have severe consequences physiologically, including loss of solubility, loss of function, and protein aggregation.

Carbonylated proteins have commonly …

Trends In Condom Use Among Female Sex Workers In Andhra Pradesh, India: The Impact Of A Community Mobilisation Intervention, Jennifer T. Erausquin, Monica Biradavolu, Elizabeth Reed, Rebekah Burroway, Kim M. Blankenship Oct 2012

Trends In Condom Use Among Female Sex Workers In Andhra Pradesh, India: The Impact Of A Community Mobilisation Intervention, Jennifer T. Erausquin, Monica Biradavolu, Elizabeth Reed, Rebekah Burroway, Kim M. Blankenship

Prevention and Community Health Faculty Publications

Background

Community mobilisation interventions for HIV prevention among female sex workers (FSWs) aim to organise FSWs for collective action and challenge the structures of power that underlie HIV risk. Assessing intervention impact is challenging because the importance of direct individual exposure to intervention components may decrease over time as change occurs at social-normative, policy and other structural levels. In this paper, the authors examine changes over time in consistent condom use among FSWs in Rajahmundry, Andhra Pradesh, the location of a long-standing community mobilisation intervention.

Methods

The authors analyse cross-sectional data collected among FSWs at three time points (n=2276) using …

Laparoscopic Splenectomy For Haematological Disorder: Our Experience, Hasnain Zafar, Aamir Hameed, Amyn Pardhan, Ghulam Murtaza, Samia Mazahir

Section of General Surgery

Laparoscopic splenectomy has universal acceptance due to less morbidity and decreased incidence of per-operative and postoperative complication. It is not a popular procedure in Pakistan due to technical challenges. Here, we are presenting our experience of laparoscopic splenectomy for haematological disorders at Aga khan university hospital. A total of seven cases, underwent elective laparoscopic splenectomy for haematological disorders. The operative time was less than 3 hours with minimal blood loss with rapid and uneventful recovery. There was no procedure related morbidity or mortality; however, one patient expired due to overwhelming post splenectomy sepsis. Our initial report highlights the safety of laparoscopic …

Role Of Community Health Nurse In Earthquake Affected Areas, Saleema A. Gulzar, Zahid Ali Faheem, Rozina Karim Somani

School of Nursing & Midwifery

The role of Community Health Nurses (CHNs) outside the traditional hospital setting is meant to provide and promote the health care needs of the community. Such nurses can play a substantial role in the community setting including emergencies like disasters. This became evident after the earthquake of October 8, 2005 in Pakistan. The objective was to address the issues, faced by primary healthcare providers working in earthquake-affected areas focusing on participatory approach. The experience of the interventions done by CHN by a guided frame work (assessment, planning, implementation and evaluation components) is described. Issues identified by CHN included: lack of …

Get Outta My Face[Book]: The Discoverability Of Social Networking Data And The Passwords Needed To Access Them, Mallory Allen, Aaron Orheim

Washington Journal of Law, Technology & Arts

Under what circumstances can a social network user be compelled to turn over his or her user identification and password in civil litigation? In three recent cases, courts attempted to answer this question with varied results. The New York Supreme Court Appellate Division refused to allow discovery of private Facebook information in McCann v. Harleysville Insurance Co. because the discovery request was not sufficiently tailored to reach discoverable information. Soon thereafter, the same court allowed discovery of similar material in Romano v. Steelcase, Inc. based on the level of publicity of the social networking account. In McMillen v. Hummingbird Speedway, …

Judicial Creativity And Constraint Of Legal Rules: Dueling Cannons Of International Law, Vitalius Tumonis Oct 2012

Judicial Creativity And Constraint Of Legal Rules: Dueling Cannons Of International Law, Vitalius Tumonis

University of Miami International and Comparative Law Review

According to the traditional theory of judicial decision-making, legal rules constrain judicial creativity because they entail an objectively correct legal answer. Therefore, even if judges want to engage in judicial legislation they are nonetheless constrained by legal rules. This article argues that this understanding is flawed. First, the selection effect ensures that most cases that reach international courts revolve around uncertain legal rules. Second, various cannons of construction will usually allow judges to ascertain several equally plausible legal rules; judges are likely to select those rules which favor their preferred outcome of the case; and their preferred outcome will be …

Derivation Of Screening Benchmarks For Dietary Methylmercury Exposure For The Common Loon (Gavia Immer): Rationale For Use In Ecological Risk Assessment, David C. Depew, Niladri Basu, Neil M. Burgess, Linda M. Campbell Oct 2012

Derivation Of Screening Benchmarks For Dietary Methylmercury Exposure For The Common Loon (Gavia Immer): Rationale For Use In Ecological Risk Assessment, David C. Depew, Niladri Basu, Neil M. Burgess, Linda M. Campbell

University Faculty Publications and Creative Works

The current understanding of methylmercury (MeHg) toxicity to avian species has improved considerably in recent years and indicates that exposure to environmentally relevant concentrations of MeHg through the diet can adversely affect various aspects of avian health, reproduction, and survival. Because fish-eating birds are at particular risk for elevated MeHg exposure, the authors surveyed the available primary and secondary literature to summarize the effects of dietary MeHg on the common loon (Gavia immer) and to derive ecologically relevant toxic thresholds for dietary exposure to MeHg in fish prey. After considering the available data, the authors propose three screening benchmarks of …

A Generalized Representation Theorem For Harsanyi's ('Impartial') Observer, Simon Grant, Atsushi Kajii, Ben Polak, Zvi Safra

Research Collection School Of Economics

We provide an axiomatization of an additively separable social welfare function in the context of Harsanyi's impartial observer theorem. To do this, we reformulate Harsanyi's setting to make the lotteries over the identities the observer may assume independent of the social alternative.

The accessory lacrimal glands are assumed to contribute to the production of tear fluid, but little is known about their function. The goal of this study was to conduct an analysis of gene expression by glands of Wolfring that would provide a more complete picture of the function of these glands. METHODS: Glands of Wolfring were isolated from frozen sections of human eyelids by laser microdissection. RNA was extracted from the cells and hybridized to gene expression arrays. The expression of several of the major genes was confirmed by immunohistochemistry. RESULTS: Of the 24 most highly expressed genes, 9 were …

This study was designed to measure vitamin D metabolites in the aqueous and vitreous humor and in tear fluid, and to determine if dietary vitamin D3 supplementation affects these levels. We also determined if the corneal epithelium can synthesize vitamin D following UV-B exposure. Methods: Rabbits were fed a control or vitamin D3 supplemented diet. Pilocarpine- stimulated tear fluid was collected and aqueous and vitreous humor were drawn from enucleated eyes. Plasma vitamin D was also measured. To test for epithelial vitamin D synthesis, a human corneal limbal epithelial cell line was irradiated with two doses of UV-B (10 and …
